City of Plano City Council met June 13.

The regular meeting of the Plano City Council was called to order by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

MINUTES:
A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on May 23, 2022. A unanimous “Aye” voice vote was heard. The motion passed.
AGENDA:
A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the agenda for the regular meeting of June 13, 2022. A unanimous “Aye” voice vote was heard. The motion passed.
WARRANTS:
A motion was made by Alderman Eaton, seconded by Alderman Johns, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated May 31, 2022 in the amount of $111,023.83.

MAYOR’S REPORT: Michael Rennels
Mayor Rennels informed the Council of many activities:
June 18, 2022 – Kids Fishing at Foli Park from 9:00 am until 1:00 PM, the city and Muskies are putting this event on.
June 19, 2022 – Juneteenth, at noon at Emily G. Johns school
June 20, 2022 – City Hall closed
July 1, 2022 – Fireworks at the Plano High School, gates open at 7:30 PM.
July 2, 2022 – Grand opening for Disc golf at 10:00 am at Foli Park
July 3, 2022 – City parade – begins at 1:00 PM.
CITY ATTORNEY: William Thomas
Ordinance 2022-8 Amend section 508 of the employee manual – travel policy
A motion was made by Alderman Williams, seconded by Alderman Johns, to approve an ordinance amending section 508 of the City of Plano personnel policy manual on business travel, meals and lodging expense reimbursement policy.

Ordinance 2022-9 IGA with KenCom
A motion was made by Alderman Williams, seconded by Alderman Mulliner, to approve an ordinance approving an intergovernmental agreement for automatic license plate reader with KenCom executive board/Kendall County emergency phone service and communications board.

Resolution #R2022-12 Waive permit fees for benefit home
A motion was made by Alderman Nadeau, seconded by Alderman Eaton, to approve a resolution waiving certain permit fees for M/I Homes charitable donation.

Resolution #R2022-13 Purchase a 2022 Ford SUV
A motion was made by Alderman Nadeau, seconded by Alderman Eaton, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and Terry’s Ford of Peotone, Inc. and financed through First National Bank of Omaha to purchase a 2022 Ford SUV in an amount not to exceed $ 38,068.00.

Resolution #R2022-15 Purchase equipment for 2 new 2022 Ford SUV’s
A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano, Watchguard video/Motorola Solutions and Public Safety Direct, Inc. for equipment for the 2 new Ford SUV’s that were approved in an amount not to exceed $ 39,523.08.
CITY CLERK: Kathleen Miller
A copy of a redacted police report was given to the Alderman regarding an incident that occurred with one of our approved solicitors. A request was made by the Clerk for the Administrative, Health & Safety committee to look at banning solicitors from the City.
CITY TREASURER: Zoila Gomez
The City Treasurer will not be at the next meeting.
POLICE CHIEF’S REPORT: Chief Whowell
Chief Whowell commented that the Police Department had submitted a grant to the Department of Justice for approximately $ 3,300.00 to reimburse the cost associated with bullet proof vest purchases. Chief Whowell also informed the Council that promotional written exams were given and out of the 14 candidates, 9 passed and are moving on to the assessment phase of the process later this month. Chief Whowell asked for a moment in silence for the passing of Joanne Miller, a former records clerk employee.
DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer - absent, K. Tisberger Darrin informed the Council that he has a meeting on Wednesday with Standard Equipment to discuss issues with the Vac truck.
Josh – nothing to report
Karl informed the Council that there is a bid opening tomorrow for the 2022 road program. He also informed the Council that there will be a sub-surface evaluation at the Police Department. BUILDING, PLANNING & ZONING: Jeff Sobotka – Nothing to report
COMMITTEE REPORTS:
ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner
Alderman Mulliner had a meeting on May 25, 2022, June 1, 2022 and June 6, 2022; they discussed KenCom IGA, food trucks, the PD 5 year plan and staffing and the City Administrator position.
BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt
The committee had a meeting on June 7, 2022 to discuss Adjudication and required permits. They also discussed a safety/violation issue at the Harvester Motel. A meeting was called for July 12, 2022 at 6:00 PM.
COMMUNITY DEVELOPMENT: Alderman Fawver – Absent – No report
FINANCE: Alderman Swoboda - Absent
Alderman Eaton called the next meeting for June 27, 2022 at 5:15 pm.
PARKS: Alderman Johns
Alderman Johns mentioned the Fishing event on June 18th and the Disc Golf ribbon cutting on July 2, 2022. The dock at Foli Park has been fixed, there have been some issues with the Dog Park, but they are moving forward, the Park will have to remain closed until the concrete work is finished and a water spigot has been fixed. Alderman Johns thanked the water department and the Mayor. Wood chips have been added to several other parks. A meeting was called for June 21, 2022 at 5:30 PM to discuss the Dog Park.
PERSONNEL & INSURANCE: Alderman Williams
Alderman Williams had meetings on June 1, 2022 and June 6, 2022 to discuss non-unions raises and an evaluation program.
SPECIAL EVENTS: Alderman Nadeau – No report
Alderman Nadeau has a meeting on June 15, 2022 at 5:30 PM.
STREETS & UTILITIES: Alderman Eaton
Alderman Eaton had a meeting with Alderman Johns and another company to look at the water tower maintenance program. They are going to get specs from Duechler to be sure of what is needed. In the future they will go out for bid on this project. Alderman Eaton has a meeting on June 15, 2022 at 6:00 PM.
