The regular meeting of the Plano City Council was called to order by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

MINUTES:
A motion was made by Alderman Williams, seconded by Alderman DeBolt, to approve the minutes of the regular meeting on June 13, 2022. A unanimous “Aye” voice vote was heard. The motion passed.
AGENDA:
A motion was made by Alderman Mulliner, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of June 27, 2022. A unanimous “Aye” voice vote was heard. The motion passed.
WARRANTS:
A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated June 27, 2022 in the amount of $131,486.27.

Ordinance 2022-10 Class G-1 liquor license
A motion was made by Alderman Mulliner, seconded by Alderman Nadeau, to approve an ordinance amending Title 3 Chapter 2 section 3-2-7 of the code of ordinance of the City of Plano to increase the number of Class G-1 liquor licenses from 4 to 5.

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to approve a resolution approving a site plan for the southwest corner of Rt. 34 & Eldamain Rd. for a Gas N Wash. This resolution approves the site plan, landscape plan, lighting and signage plan.

Alderman Mulliner called a meeting for July 28, 2022 at 6:00 pm.

The committee has a meeting on June 12, 2022 at 6:00 PM.
COMMUNITY DEVELOPMENT: Alderman Fawver
Copies of information on a new logo were passed out, this will be discussed at the July 11, 2022 COW meeting. Alderman Fawver has a meeting on July 12, 2022 at 6:30 PM.
FINANCE: Alderman Swoboda
Alderman Swoboda called the next meeting for July 11, 2022 at 5:15 pm.
PARKS: Alderman Johns
Alderman Johns had a meeting on June 21, 2022 but there was not a quorum. Alderman Johns gave an update on the Eagle Scout project for the pavilion, and the Dog Park. The Fishing event was a huge success.
PERSONNEL & INSURANCE: Alderman Williams
A motion was made by Alderman Williams, seconded by Alderman Johns, to approve a 6% wage increase for non-union employees’ retro to May 1, 2022. Gary Jacobs started on May 10, 2022 so he does not qualify. The Chief and Lt. Allison were given a 14% increase previously (May 1, 2022) so they will be excluded from this 6% increase.

SPECIAL EVENTS: Alderman Nadeau
Alderman Nadeau had a meeting on June 15, 2022 at 5:30 PM. Owners of BatCave were present to discuss the ComicCon event. They will submit a revised map. They are requesting City services of a stage if it is available, port-a-potties and toters. The committee viewed the stage, there are issues with licensing, set up, storage and preparing a resolution.
STREETS & UTILITIES: Alderman Eaton – Absent Alderman Johns reported
Alderman Eaton had a meeting on June 15, 2022. There is another meeting on June 29, 2022 at 6:00 PM.
CITIZEN’S COMMENTS:
Nicole Diaz congratulated Alderman Williams on the Juneteenth event. She commented on her thoughts about a proposed solar field. She is not in favor of this being in her back yard. She is concerned about the effects on her property value, wildlife and water flow issues.
Becky Nelson also commented on the solar field. She hopes the Council will consider the residents that live in the area. She also asked about the benefits for the City.
Keith Riddle echoed the comments of Becky Nelson, he does not want to give up farmland for a solar field. He also commented that the batteries that are used in a solar field are very dangerous. There is a public meeting on June 30, 2022 at The Venue for discussion on the solar field. The City has not been approached by this project as of this time.
