Kendall County Forest Preserve Operations Committee met June. 1.

1. Call to Order Commissioner Flowers called the meeting to order at 6:00 pm in the Kendall County Administrative Office Building - Kendall County Second Floor Board Meeting Rooms 209 and 210.

III. Approval of Agenda Commissioner Cesich made a motion to approve the meeting agenda as presented. Seconded by Commissioner Rodriguez, Aye, all. Opposed, none.
IV. Public Comments No public comments were offered from citizens in attendance.
V. Review of Financial Statements and Cost Center Reports through May 31, 2022 Director Guritz presented an overview of the financial statements and cost center reports through May 31, 2022. The District is on track with revenues and expenses for FY22.
VI. Review and Approval of Special Use Permits
1. National MS Society - Bike MS: Tour de Farms Fundraising Event: June 26 at Jay Woods Forest Preserve
Commissioner Cesich made a motion to approve the Special Use Permit, National MS Society - Bike MS: Tour de Farms Fundraising Event scheduled for June 26, 2022 at Jay Woods Forest Preserve. Seconded by Commissioner Rodriguez. Aye, all. Opposed, none.
VII. Facility Rentals Contract Integrations - Updates and Rental Insurance Requirement Information and Referrals Director Guritz provided updates on the facility rental contract integrations and rental insurance requirements information and referrals. The Kendall County State's Attorney's Office is completing final terms and conditions for use of the horse arena at Harris Forest Preserve.
VIII. KCFPD Employee Handbook Revisions - Updates Director Guritz presented updates on the KCFPD Employee Handbook revisions. The District received substantial changes to the version presented out of the Operations Committee, which are under review and amendment for presentation to the Committee of the Whole in July,
IX. KCFPD General Use Ordinance - KC-SAO Recommendations for Unmanned Aerial Vehicles (UAV) Usage Antoinette White, Grounds and Natural Resources Division Supervisor, presented Kendalll County State's Attorney's Office and District staff recommendations for designated preserve areas for use of Unmanned Aerial Vehicles (UAV's), including recommended changes within the District's General Use Ordinance.
Commissioner Cesich made a motion to forward the recommendations for Unmanned Aerial Vehicles usage within the KCFPD General Use Ordinance to Committee of the Whole for review. Seconded by Commissioner Rodriguez. Aye, all. Opposed, none.
X. Ellis Equestrian Center - Recommendation Response to FY22 Supply Cost Increase Director Guritz presented recommendations for the Ellis Equestrian Center supply costs in response to FY22 inflationary cost increases. Ellis Equestrian Center staff are making the necessary adjustments.
XI. Kendall County Outdoor Education Center – Review of License Terms The Operations Committee discussed a review of the License terms for the Kendall County Outdoor Education Center. The Operations Committee discussed the possibility of amending the current agreement, and making preparations for charging fair market value for use of the Hoover Forest Preserve building and grounds.
