City of Plano City Council met July 11.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES:

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on June 27, 2022. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of July 11, 2022. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Swoboda, seconded by Alderman Eaton, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated June 29, 2022 in the amount of $115,892.75.

Motion passed.

A motion was made by Alderman Swoboda, seconded by Alderman Eaton, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated July 11, 2022 in the amount of $ 201,528.23.

WAGE REPORT:

A motion was made by Alderman Swoboda, seconded by Alderman Fawver to accept the Wage Report dated April 2022 in the amount of $ 286,494.57.

A motion was made by Alderman Swoboda, seconded by Alderman Williams, to accept the Wage Report dated May 2022 in the amount of $ 316,160.05.

MAYOR’S REPORT: Michael Rennels

The Mayor thanked all for the help and participation in the various new events; Fireworks, parade, touch a truck, mid-week music. The second Mid-week music will be held on July 13, 2022 from 6 – 8 PM. Music will be by Redhorse.

CITY ATTORNEY: William Thomas

Resolution #R2022-18 HR Green agreement for filter troubleshooting

A motion was made by Alderman DeBolt, seconded by Alderman Eaton, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and HR Green, Inc. for assistant with filter troubleshooting with the Tonka filters at the Lakewood Water Treatment Plant for an amount not to exceed $ 25,992.00.

Sales & related taxes for April 2022; $ 171,311.66; down $ 39,932.76 from the same time last year. MFT allotment for May 2022; current unobligated balance $ 959,255.25

CITY TREASURER: Zoila Gomez

April 2022 Treasurer’s report in the amount of $ 10,550,630.09; disbursements $ 303,525.53 May 2022 Treasurer’s report in the amount of $ 10,797,447.26; disbursements $ 762,567.06 May 2022 revenue, expense and tax reports were distributed in mailboxes on July 6, 2022. The auditors are in house doing fieldwork.

POLICE CHIEF’S REPORT: Chief Whowell – Absent – Lt. Allison present - Nothing to report

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger

A motion was made by Alderman DeBolt, seconded by Alderman Eaton, to approve a purchase from Metropolitan Pump Co. for the Walmart lift station control panel rebuild in the amount of $ 19,768.00. Roll Call:

A motion was made by Alderman Johns, seconded by Alderman Eaton, to approve an agreement with Fehr Graham for preparing RFQ’s for work for the water tower maintenance program in an amount not to exceed $ 15,000.00.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner has a meeting July 28, 2022 at 6:00 pm.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

The committee has a meeting on June 12, 2022 at 6:00 PM.

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver has a meeting on July 12, 2022 at 6:30 PM.

FINANCE: Alderman Swoboda

Alderman Swoboda called the next meeting for July 25, 2022 at 5:15 pm. Ron Vander Band updated the investment policy, the policy will be reviewed and brought to the Council for approval at a later date. PARKS: Alderman Johns

Alderman Johns commented that the disc golf ribbon cutting was a good event. Pictures of parks and other city properties have been updated on the website. 2 new signs have been installed at Klatt Park, 1 is for no swimming and the other one is for DNR bass fishing information.

PERSONNEL & INSURANCE: Alderman Williams

Alderman Williams called a meeting for July 28, 2022 at 5:30 PM to discuss evaluations and a company to look at ranges.

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau called a meeting for July 14, 2022 at 6:00 PM to discuss a new grant option.

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton canceled his July 13, 2022 meeting and rescheduled it for July 20, 2022 at 6:00 PM.

CITIZEN’S COMMENTS: None

CLOSED SESSION:

A motion was made by Alderman Mulliner, seconded by Alderman Eaton to go into closed session under 5 ILCS 120/2©(11) litigation; probable or imminent.

Motion passed.

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to return to open session. A unanimous “Aye” voice vote was heard. The motion passed. No action was taken in closed session.
