Kendall County Historic Preservation Commission met June 21.

Here are the minutes provided by the commission:

CALL TO ORDER

Chairman Jeff Wehrli called the meeting to order at 6:03 p.m.

ROLL CALL

Present: Eric Bernacki (Secretary), Elizabeth Flowers (Vice-Chairwoman), Kristine Heiman, Marty Shanahan (Arrived at 7:14 p.m.), and Jeff Wehrli (Chairman)

Absent: None

Also Present: Matt Asselmeier (Senior Planner) Carolyn Lioce, and Scott Mehaffey

APPROVAL OF AGENDA

Member Flowers made a motion, seconded by Member Heiman, to approve the agenda with an amendment to move the Tour of the Edith Farnsworth House to after the first item of Old Business. With a voice vote of four (4) ayes, the motion carried.

APPROVAL OF MINUTES

Member Flowers made a motion, seconded by Member Heiman, to approve the minutes from the May 16, 2022, meeting. With a voice vote of four (4) ayes, the motion carried.

CHAIRMAN’S REPORT

Chairman Wehrli said the Commission needs to visit historic site in Kendall County on a more frequent basis. Discussion occurred regarding the logistics of having a meeting at locations other than the County Office Building.

NEW BUSINESS

Approval of Plaque for Historic Preservation Award and Related Invoice from Leo’s Trophies, Gifts and Engraving in an Amount Not to Exceed $150.00; Related Invoice To Be Paid from Historic Preservation Commission Line Item (11001902-63830) and Discussion of Preservation Award for Beverly Casey Mr. Asselmeier presented the invoice. The invoice was for the award for the plaque for Beverly Casey and was the same price as the plaque for the Yorkville Jail and Sheriff’s residence.

Member Bernacki made a motion, seconded by Member Flowers, to pay the invoice. The votes were as follows:

Yeas (4): Bernacki, Flowers, Heiman, and Wehrli

Nays (0): None

Abstain (0): None

Absent (1): Shanahan

Mr. Asselmeier said the plaque would be presented at the July 19, 2022, County Board meeting.

OLD BUSINESS

Discussion of Having Commission Meetings at Historic Locations in the County

Commissioners discussed other meeting locations. The Kohlhammer Barn, Gaylord House, Dickson-Murst Farm, Plano Railroad Station, Plano Hotel, and the Historic Courthouse were mentioned as possible locations.

The consensus of the Commission was to have meetings at historic locations as frequently as possible.

Mr. Asselmeier will prepare a list of suggested locations. These locations will include organizations/structures that are on the notification list of historic groups in Kendall County and properties listed on the National Register of Historic Preservation. Mr. Asselmeier will also bring the list of plaque locations from the bicentennial.

The consensus of the Commission was to have the July 18, 2022, meeting at the Kohlhammer Barn (19 North Street, Oswego), at 6:00 p.m. If the Kohlhammer Barn is unavailable, the meeting will be in the County Boardroom.

NEW BUSINESS

Tour of the Edith Farnsworth House

Attendees toured the Edith Farnsworth House.

Without objection, the agenda was amended to move the item pertaining to the Certified Local Government Grant to the next item on the agenda.

OLD BUSINESS

Discussion of Historic Survey Project/Certified Local Government Grant

The invitation to bids has been published. Bid closing is June 29, 2022, and bid opening is June 30, 2022. In a perfect world, the grant and contract with the consultant would be approved by the County Board on July 19, 2022.

Member Bernacki left at this time (7:13 p.m.).

Discussion of a Having a Historic Preservation Group Meeting/Event in Summer 2022 at Fern Dell Discussion of August 15, 2022, Group Meeting Agenda

The meeting would be at Fern Dell and would include a tour of the school house.

Member Shanahan arrived at this time (7:14 p.m.).

The consensus of the Commission was to have Wiss, Janney, Elstner Associates, Inc. (WJE) attend and give a presentation on the role of volunteers, the expectations of WJE’s services, and WJE’s expectations of volunteers. The tour, WJE’s presentation, and the roundtable discussion would be the agenda items for the meeting.

Review of Invitee List

Commissioners reviewed the list.

Other Meeting Logistics

Mr. Asselmeier said that the Commissioner had approximately Ninety Dollars ($90) remaining after paying for the plaque for Beverly Casey. The Commission spent approximately Sixty-Nine Dollars ($69) for the previous group meeting. The consensus of the Commission was to have more water instead of coffee and to have a variety of cookies. Chairman Wehrli will bring a cooler with ice.

Discussion of Cemeteries

Commissioners discussed the information owned by the Elmer Dixon Library; the information is copyrighted. Commissioners discussed the cemetery on the River Road outside of Plano.

Chairman Wehrli will contact the Veterans’ Assistance Commission to see if they have a list of gravesites of veterans in Kendall County.

Emails Regarding Section 106 Review at Lyon Farm

Commissioners reviewed the emails. Commissioners lamented the late date of receiving this request for review and information. Chairman Wehrli noted that the maps were available from the State; he will review those maps.

ADJOURNMENT

Member Flowers made a motion, seconded by Member Heiman, to adjourn. With a voice vote of four (4) ayes, the motion carried. The Historic Preservation Commission adjourned at 7:31 p.m.
