City of Plano City Council met July 25

City of Plano City Council met July 25.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman Eaton, seconded by Alderman Swoboda, to approve the minutes of the regular meeting on July 11, 2022. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the agenda for the regular meeting of July 25, 2022. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Swoboda, seconded by Alderman Eaton, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated July 25, 2022 in the amount of $78,324.81.

WAGE REPORT:

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to approve the June 2022 wage report in the amount of $ 286,053.02.

PLANO AREA CHAMBER OF COMMERCE: Nobody present

The Mayor reported on a ribbon cutting for Roots Hometown Market on July 26, 2022 from 4 – 6 pm. MAYOR’S REPORT: Michael Rennels

CITY ATTORNEY: William Thomas

Resolution #R2022-19 City logo and style guide

A motion was made by Alderman Fawver, seconded by Alderman Williams, to approve a resolution approving and adopting a new city logo and style guide by OC Creative.

CITY CLERK: Kathleen Miller – Nothing to report

CITY TREASURER: Zoila Gomez – Nothing to report

POLICE CHIEF’S REPORT: Chief Whowell

Members of the Police Department attended the annual Kendall County Chiefs Association Respect for Law banquet. Investigator Joutras was awarded the Investigator of the Year award. Officers Lopez and Brant were awarded a lifesaving award.

The Police Department has applied for a BNSF grant for $ 15,000.00 to purchase equipment.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer - Absent, J. Beyer - absent, K. Tisberger Karl gave an update on spray patching, resurfacing project, sidewalk project and the recoating of the garage roof.

BUILDING, PLANNING & ZONING: Jeff Sobotka

Jeff reported on the progress of Scooters.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner has a meeting on July 28, 2022 at 6:00 pm. To discuss data backup.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

The committee had a meeting on July 12, 2022 at 6:00 PM. and discussed permit fees and hard lines for the phones. A meeting was called for August 2, 2022 at 6:00 pm to discuss permit fees and the phone company hard lines.

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver had a meeting on July 12, 2022 at 6:30 PM. A meeting was called for August 2, 2022 at 6:30 pm to discuss OC Creative and bike racks.

FINANCE: Alderman Swoboda

Alderman Swoboda called the next meeting for August 8, 2022 at 5:15 pm.

PARKS: Alderman Johns

Alderman Johns had a meeting on July 14, 2022. They discussed updates on the Dog Park, the Middle School cross country events, work that needs to be done at ball fields and other Park updates.

PERSONNEL & INSURANCE: Alderman Williams

Alderman Williams has a committee meeting on July 28, 2022 at 5:30 pm to discuss evaluations and wage ranges.

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau had a meeting on July 14, 2022 at 5:30 pm, they discussed a grant. They will not be pursuing the grant. The 2023 Juneteenth event request has already been submitted. The August 9, 2022 meeting has been canceled. The ComicCon event is August 20, 2022 and Jacob’s Well will be hosting Vacation Bible School in the grassy lot behind Casey’s. There will be an Art in the Park event at Lathrop Park.

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton had a meeting on July 20, 2022. There is another meeting on August 3, 2022 at 6:00 PM.

CITIZEN’S COMMENTS:

Chris Fontanez commented on a crop duster that was making very low passes at Little Rock & Canham on Friday. He provided a picture. He asked if the City could assist with the issue. The Mayor told him since the city does not have any ordinance about aircraft, he should contact the FAA. The Mayor said that once he contacts the FAA to let him know and he would see what we could do.

Sara Buchanan commented on receiving a ticket for an abandoned car in her drive way and stuff on her porch. She went around and took pictures of other violations. She stated it is not fair to give one person a ticket and not everybody.

A motion was made by Alderman Eaton, seconded by Alderman Nadeau to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:30 p.m.
