City of Plano City Council met Aug. 22.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES:

A motion was made by Alderman Mulliner, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on August 8, 2022. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Mulliner, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of August 22, 2022 as amended. The amendment to the agenda was to change the City Attorney name to Joe Miller. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated August 11, 2022 in the amount of $92,531.00.

Voting “Aye”: Williams, DeBolt, Johns, Mulliner, Nadeau, Fawver, Swoboda

Voting “Nay”:

Absent: Eaton

Motion passed.

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated August 22, 2022 in the amount of $82,148.46.

Voting “Aye”: Williams, DeBolt, Johns, Mulliner, Nadeau, Fawver, Swoboda

Voting “Nay”:

Absent: Eaton

WAGE REPORT: NONE

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Rennels.

CITIZEN’S COMMENTS:

Keith Riddle commented on getting new vehicles from Wisconsin instead of spending tax dollars locally.

PLANO AREA CHAMBER OF COMMERCE:

Laurel Mateyka, President of PACC was present, she thanked everybody who participated and helped with the Color Run. There is a new Chamber member, Lucky Dog Grooming. Corks and Caps will be held on August 25, 2022, Scarecrow Scramble will be on October 6, 2022, Treats on the Streets will be October 27, 2022 and Rockin’ Christmas parade will be December 2, 2022. The Chamber has a new mascot, Pete the Peacock.

MAYOR’S REPORT: Michael Rennels

The final Midweek music for the season will be held on August 24, 2022.

Donation checks for the Knispel Memorial Dog Park were presented to the Mayor and Parks Committee Chairman, Tommy Johns. The City received $ 15,800.00 from Laura Stafford & Dave Knispel, $1,000.00 from Carin Martin and $ 1,000.00 from MTH Tool.

CITY ATTORNEY: William Thomas

Ordinance # 2022-11 Amend plumbing inspection fees

A motion was made by Alderman Williams, seconded by Alderman Mulliner, to approve an Ordinance amending title 4, Chapter 5, Section 4-5-6 of the Code of Ordinance of the City of Plano text amendment for plumbing inspection fees.

Voting “Nay”:

Ordinance # 2022-12 Special Use

A motion was made by Alderman Nadeau, seconded by Alderman DeBolt, to approve an Ordinance granting a Special Use to real estate, Old Second National Bank Trust 6419, Owner at 1010 W. South St., Plano, IL

Voting “Nay”:

Resolution #R2022-21 IDOT

A motion was made by Alderman Johns, seconded by Alderman Fawver, to approve a resolution for maintenance under the Illinois Highway Code through the Illinois Department of Transportation for our 2022 sidewalk project in the amount of $ 103,825.00.

Resolution #R2022-22 agreement with Bob Clapper automotive and Gjovik Chevrolet A motion was made by Alderman Fawver, seconded by Alderman Swoboda, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano, Bob Clapper Automotive and Gjovik Chevrolet.

CITY CLERK: Kathleen Miller – Nothing to report

CITY TREASURER: Zoila Gomez

The June 2022 revenue, expense and tax reports were distributed in mailboxes on August 11, 2022. The Treasurer’s, Clerk’s and Building Departments have completed the mandated sexual harassment training. Please make sure you complete the training.

POLICE CHIEF’S REPORT: Chief Whowell – ABSENT – Lt. Allison present

Lt. Allison thanked all who participated and supported the Cop on Top event at Dunkin Donuts, they were able to collect about $ 3,600.00.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer - absent, K. Tisberger Karl gave an update on the subsurface testing, so far, the lab work looks good. He also informed the Council that the new trucks were purchased in Wisconsin but they will still be purchasing all of the different equipment needed locally.

BUILDING, PLANNING & ZONING: Jeff Sobotka

Jeff reported that Scooters should be open this week.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner called a meeting for August 30, 2022 at 6:00 PM, they will discuss the data backup, food trucks and City Administrator.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

Alderman DeBolt called a meeting for September 13, 2022 at 6:00 PM, they will discuss current codes and any appendixes/attachments that go with them.

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver has a meeting scheduled for August 23, 2022 at 6:30 PM. A meeting was called for September 13, 2022 at 6:30 pm to discuss branding and budgets.

FINANCE: Alderman Swoboda

Alderman Swoboda called the next meeting for September 12, 2022 at 5:15 pm.

PARKS: Alderman Johns

Alderman Johns thanked Laura Stafford, Dave Knispel, Carin Martin and MTH tool for their donations for the Dog Park. Alderman Johns called a meeting for August 31, 2022 at 5:00 PM to discuss the budget. PERSONNEL & INSURANCE: Alderman Williams

Alderman Williams called a meeting for August 30, 2022 at 5:30 PM.

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau had a meeting on August 15, 2022 at 5:30 pm, to discuss the stage, the committee agreed that they are going to decline the purchase of the stage due to some issues with it, Public Works was asked to look into a flatbed trailer. Alderman Johns asked the committee to look into doing movies in the Park. Alderman Nadeau called a meeting for August 31, 2022 at 5:30 PM to discuss the budget. STREETS & UTILITIES: Alderman Eaton – Absent – Alderman Johns reported

Alderman Eaton had a meeting on August 17, 2022. There is another meeting on August 31, 2022 at 6:00 PM.

CITIZEN’S COMMENTS:

Laurel Mateyka, Principle at PH Miller, thanked the PD and Council for their help re-routing traffic at Emily G Johns school. She also wants to inform the Council of updates with the Plano Family Resource Center which is housed at the Methodist Church, Mutual Ground, Family Focus and United Way Spark will now be present in that program. Three classrooms were just opened at the YMCA for pre-school. She made a request to get maps of all of the city parks.

Herb Walton, owner of The Friendly Tap, informed the Council that August 28, 2022 they will be having their annual poker run, funds will be donated to the Open Door.

A motion was made by Alderman Williams, seconded by Alderman DeBolt to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:32 p.m.
