Village of Oswego Village President and Board of Trustees met Sept. 6.

Here are the minutes provided by the board:

CALL TO ORDER AND PLEDGE OF ALLEGIANCE

President Troy Parlier called the meeting to order at 7:23 p.m. and led the Pledge of Allegiance to the Flag of the United States of America.

ROLL CALL

Board Members Physically Present: President Troy Parlier; Trustees Tom Guist, Kit Kuhrt, James Marter II, Terry Olson, and Jennifer Jones Sinnott.

Board Members Attending Electronically: Trustee Brian Thomas (attended at 7:25 p.m.)

Staff Physically Present: Dan Di Santo, Village Administrator; Christina Burns, Asst. Village Administrator; Andrea Lamberg, Finance Director; Tina Touchette, Village Clerk; Jeff Burgner, Police Chief; Jennifer Hughes, Public Works Director; Rod Zenner, Community Development Services Director; Bridget Bittman, Community Engagement Manager- Marketing; Kevin Leighty, Economic Development Director; Joe Renzetti, IT/GIS Director; and Karl Ottosen, Village Attorney.

CONSIDERATION OF AND POSSIBLE ACTIONS ON ANY REQUESTS FOR ELECTRONIC PARTICIPATION IN MEETING

President Parlier noted that Trustee Thomas would like to electronically attend tonight’s meeting. Trustee Thomas submitted the necessary documents to the Village Clerk.

A motion was made by Trustee Olson and seconded by Trustee Marter II to approve Trustee Brian Thomas to electronically attend the September 6, 2022 Regular Village Board Meeting.

Nay: None

Absent: Brian Thomas

The motion was declared carried by a roll call vote with five (5) aye votes and zero (0) nay votes. Trustee Brian Thomas attended electronically at 7:25 p.m.

RECOGNITIONS/APPOINTMENTS

E.1 Retirement - Sergeant, Page M. Bond

Chief Burgner briefly spoke about her education and history with the Police Department; Page’s husband, son and in-laws were in attendance; she spent her career making relationships and put the needs of others before herself. Chief thanked her for her service and stated it’s a huge loss for the Village. President Parlier stated it’s a big loss for the Village and is very appreciative of what she has done for him over the years as Village President. President Parlier read her proclamation.

E.2 Oath of Office

a) Austin J. Svehla - Patrol Officer

b) Mary E. Tesinsky - Patrol Officer

c) Jesse L. Kidd - Patrol Officer

Chief Burgner thanked the Police Commission Board Chairperson, Ron Elvin. He noted those in attendance for the oaths and briefly spoke about the new officer’s backgrounds, academics, and hobbies. President Parlier administered the Oath of Office to each of them.

E.3 Employee Service Awards

a. Timothy Zasada- 5 Years of Service (Public Works Department)

b. Shane Burgwald- 15 Years of Service (Police Department)

c. Drew Santa- 20 Years of Service (Police Department)

d. Patrick Wicyk- 20 Years of Service (Police Department)

Employees could not attend the meeting. President Parlier thanked them for their service and for being an asset to the Village of Oswego.

E.4 Proclamation- Constitution Week, September 17-23, 2022

President Parlier read the proclamation.

PUBLIC FORUM

Public Forum was opened at 7:46 p.m.

Fred Mahler, HOA contact for Steeple Chase at Churchill Club, addressed the Board regarding the ordinance that passed for parking restrictions in subdivisions near Oswego East High School. He wants zone five exempt; it is a 55 and over community with residents who receive home healthcare; trying to get the healthcare workers exempt will be a hassle; residents don’t have the money to pay for parking tickets that are issued; residents usually know who is parked and will contact the police if there is an issue; it’s a hike to walk to the high school from Steeple Chase.

There was no one else who requested to speak. The public forum was closed at 7:49 p.m. STAFF REPORTS

H.9 Ordinance Amending the Annual Budget of the Village of Oswego for the Fiscal Year Commencing May 1, 2022 Adopted by Ordinance No. 22-27. Trustee asked if this would impact the General Fund; it will not be impacted; Collins Road water main extension was presented in the budget; there was a miscommunication on how it was presented in the program.

A motion was made by Trustee Jones Sinnott and seconded by Trustee Olson to approve the Consent

Agenda; Approving the August 23, 2022 Special Committee of the Whole Minutes; Approving the August 23, 2022 Special Village Board Minutes; Approving and Releasing the August 23, 2022 Closed Minutes and Approving the following ordinance and resolutions:

Ordinance No. 22-58; Ordinance Granting a Re-Subdivision of Lots 168 and 169 Into a Single Lot in the Deerpath Trails Unit Four Subdivision.

Ordinance No. 22-59; Ordinance Authorizing the Disposal of Surplus Property Owned by the Village of Oswego; Police Vehicles and Equipment.

A motion was made by Trustee Kuhrt and seconded by Trustee Guist to Approve a Payment of $5,000.00 to the Oswegoland Senior and Community Center for ADA Improvements.

TRUSTEE REPORTS

Trustee Jones Sinnott- appreciates staff putting the $100 bill into the newsletter; less than two cents go to provide the excellent service to Oswego residents; great news from Andrea tonight; Chief doing a great job; great to see everyone out and about; Fall is in the air.

Trustee Kuhrt- congrats to Page Bond; hope everyone had a good holiday weekend; Thursday’s ABBA cover band event at the Venue was packed; it was crazy.

Trustee Olson- attended the ABBA cover band and Saturday AZDZ event at the Venue; nice turnout; kudos to Bridget and staff; kudos to Page Bond.

Trustee Thomas- he thanked the Board for letting him join electronically due to COVID; hopes to see everyone at the next meeting.

Trustee Guist- so many great comments about the Venue; it’s a reason to stay in town; kudos to staff; positive feedback; looking forward to many more summers.

Trustee Marter II- could not attend the Venue events but heard good things; kudos to Page Bond; she was his SRO back in high school; best to her and the three new officers.

PRESIDENT’S REPORT

A new event was added to the Venue, in October, for Breast Cancer Awareness month; themed event will include “Wine Off the Fox”; tickets went on sale last Friday; a portion of each ticket will be donated to a breast cancer charity. There were good events at the Venue last week; 110 dog permits so far; have recently lost top caliber level officers who will be hard to replace; have had recent promotions and three officers sworn in; feel good about protection and services; Police Commission Board is finding great candidates; Coffee & Conversations is this Saturday at the Police Department at 8:30am; Trustee are invited; child safety seat check is on September 17th at Oswego Fire Station #1 at 9:00 a.m.

ADJOURNMENT

A motion was made by Trustee Jones Sinnott and seconded by Trustee Olson to adjourn the meeting; upon a voice vote with all remaining members present voting aye, the meeting was adjourned at 8:02 p.m.
