The regular meeting of the Plano City Council was called to order by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

MINUTES:
A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on September 26, 2022. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:
A motion was made by Alderman Nadeau, seconded by Alderman Mulliner to approve the agenda for the regular meeting of October 10, 2022. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:
A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated September 27, 2022 in the amount of $240,717.97.

MAYOR’S REPORT: Michael Rennels
Mayor Rennels read a proclamation for Trick or Treat day in the City. Trick or treat will take place from 4:00 PM until 7:00 PM on October 31, 2022.
CITY ATTORNEY: William Thomas - Nothing to report
CITY CLERK: Kathleen Miller – Nothing to report
CITY TREASURER: Zoila Gomez
The June 2022 Treasurer’s report was in the amount of $ 11,633,743.64; disbursements were $ 548,676.06.
The July 2022 Treasurer’s report was in the amount of $ 11,918,790.05; disbursements were $ 459,419.23.
Zoila congratulated Ron Vander Band on receiving the ACPFIM certificate.
POLICE CHIEF’S REPORT: Lt. Allison
Lt. Allison informed the Council that they took possession of their 2 new SUV’s last week.
DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger
A motion was made by Alderman Fawver, seconded by Alderman Williams, to approve the bsi Online quote for options for completing a survey of all properties to comply with IEPA regulations in an amount not to exceed $ 20,000.00. The City will be going with their option 1.

Darrin received an ECHO report and we had a clean report, we have been in compliance for 2 years. We took possession of the Vac Truck last Friday.
Karl said that the sidewalk project is about a month behind due to concrete rationing.
BUILDING, PLANNING & ZONING: Jeff Sobotka
Jeff read his 3rd quarter report on permitting and property maintenance.
COMMITTEE REPORTS:
ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner
Alderman Mulliner had a meeting on October 5, 2022 and discussed the budget, food truck licensing and a diversity officer.
BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt
Alderman DeBolt had a meeting on October 4, 2022 and discussed the budget, inspections, line of sight issues, a plumbing inspector and permit fees for flat work. A meeting was called for October 25, 2022 at 6:00 PM. Alderman DeBolt thanked the Council for their condolences for the passing of his father in law.
COMMUNITY DEVELOPMENT: Alderman Fawver
Alderman Fawver had to cancel his October 11, 2022 meeting. It was rescheduled for October 25, 2022 at 6:30 PM.
FINANCE: Alderman Swoboda
Alderman Swoboda called a meeting for October 24, 2022, at 5:15 p.m.
PARKS: Alderman Johns
Alderman Johns updated the Council on parks. The ADA sidewalk has been completed at DePaul Park, 4 benches were pulled from Larry Trimberger Park, a barrier wall and wood mulch were replaced and 2 side rail handles were removed. At Foli Park the volleyball net has been put away for the season, we have received the dog agility equipment, 2 benches, an ADA picnic table and we will be planting 3 new trees.
PERSONNEL & INSURANCE: Alderman Williams
Alderman Williams had a meeting on October 5, 2022 and discussed a company to review wage ranges, performance forms and reviews policy. These will be discussed at the next COW meeting. They will be discussing increases for the Lt. and Chief.
SPECIAL EVENTS: Alderman Nadeau
Alderman Nadeau informed the Council of events coming up. The Plano Bologna Sandwich event is October 23, 2022 from Noon – 4:00 PM. Treats on the Streets will be October 27, 2022 from 4 – 6 PM. Trunk or Treat at the Methodist Church is October 30, 2022 from 5 – 6:30 PM. Trick or treating will be on October 31, 2022 from 4 – 7 PM.
STREETS & UTILITIES: Alderman Eaton - Absent
Alderman Johns commented that the committee met on September 28, 2022 and discussed a round about at Cummins St. and the budget. There is another meeting on October 12, 2022 at 6:00 PM. CITIZEN’S COMMENTS:
Matt Jackson commented on bringing Oktoberfest back to Plano. He had gone to Oktoberfest in Galena and ran into some people there that used to come to the Oktoberfest in Plano, they asked what happened and he told them it moved to Oswego.
Chuck Bane seconded Matt’s comment.
Elisa Silva commented on wanting to change their liquor license at Little Marketa from a B-1 to a B. This will be discussed at the COW meeting this evening.
CLOSED SESSION:
A motion was made by Alderman Mulliner, seconded by Alderman Williams to go into closed session under 5 ILCS 120/2 (c)(11) litigation.
A unanimous “Aye” voice vote was heard. Motion carried.
A motion was made by Alderman DeBolt, seconded by Alderman Mulliner to return to open session. A unanimous “Aye” voice vote was heard. Motion carried. The City Attorney commented that no action was taken.
ADJOURNMENT:
A motion was made by Alderman Williams, seconded by Alderman DeBolt, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 7:52 p.m.
