City of Plano City Council met Oct. 24.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES:

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve the minutes of the regular meeting on October 10, 2022. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of October 24, 2022. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 24, 2022 in the amount of $78,510.63.

Voting “Nay”:

Absent: Williams, Nadeau

Motion passed.

WAGE REPORT:

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to approve the September 2022 wage report in the amount of $ 441,343.89.

Voting “Nay”:

Absent: Williams, Nadeau

Motion passed.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Rennels.

CITIZEN’S COMMENTS:

Jacob Norton from The Vineyard spoke regarding the liquor license changing at Little Marketa; they want to be able to sell alcohol. He is not in favor of the change.

Keith Riddle agreed with Jacob about the liquor license; he says Class B should be for liquor stores only. 

MAYOR’S REPORT: Michael Rennels

A motion was made by Alderman Mulliner, seconded by Alderman Swoboda, to approve the Mayor’s appointment of Dan Transier as Administrative Hearing Officer effective October 24, 2022.

Voting “Nay”:

Absent: Williams, Nadeau

Motion passed.

CITY ATTORNEY: William Thomas

Ordinance #2022-14 Amend Title 3, Chapter 2, section 3-2-7

A motion was made by Alderman Swoboda, seconded by Alderman Mulliner, to approve an ordinance amending title 3, Chapter 2, Section 3-2-7 of the code of ordinance of the City of Plano number of Class B and B-1 liquor licenses.

Alderman Eaton made a motion to return this to committee.

Alderman Swoboda withdrew his motion, Alderman Mulliner withdrew his second. Alderman Eaton made a motion to return this to committee, Alderman Johns seconded that motion. A unanimous “Aye” voice vote was heard. The motion passed to send this to the Administrative Health, & Safety committee.

Resolution #R2022-27 Hiring Mayer Plumbing

A motion was made by Alderman DeBolt, seconded by Alderman Eaton, to approve a resolution approving and authorizing the hiring of Mayer Plumbing LLC for as needed plumbing inspections.

Resolution #R2022-28 Agreements with Niles and Hanson

A motion was made by Alderman Johns, seconded by Alderman Eaton, to approve a resolution approving and authorizing the execution of agreements by and between the City of Plano and Niles Excavating, Inc., and Hanson Landscape Design & Installation for the 2022-2023 snow plowing in an amount not to exceed $ 35,000.00

Resolution #R2022-29 Dekane Equipment-Kubota

A motion was made by Alderman DeBolt, seconded by Alderman Swoboda, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and Dekane Equipment Corporation for the purchase of a Kubota Utility Tractor in an amount not to exceed $ 50,000.00.

Resolution #R2022-30 Culver’s of Plano

A motion was made by Alderman Fawver, seconded by Alderman Mulliner, to approve a resolution approving a site plan, landscape plan, signage plan and lighting plan for 6400 W. Rt. 34 (Culver’s of Plano).

CITY CLERK: Kathleen Miller

The Clerk will be out of the office November 1, 2022 through November 5, 2022.

CITY TREASURER: Zoila Gomez

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to approve advertising for a new employee; Accountant II regular full-time, permanent staff member.

The August 2022 Treasurer’s report was in the amount of $ 11,976,765.93; disbursements were $ 783,502.43

The September revenue, expenditure and tax revenue reports were distributed in mailboxes on October 21, 2022.

The Police Pension required report was explained by the Treasurer.

The Treasurer will be out of the office November 7 through 11.

POLICE CHIEF’S REPORT: Chief Whowell

Chief Whowell presented a plaque to Cindy Fuchs for her service on the Police & Fire Commission. The Chief read the Pension Board contribution request.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger

A motion was made by Alderman Mulliner, seconded by Alderman DeBolt, to approve the purchase of a street line striper pain machine and accessories from JC Licht Commercial Service Center in an amount not to exceed $ 21,000.00.

Darrin stated that the control panel at the Walmart lift station is up and running. The non-potable service is done.

Karl said that the tree planting is finished; large tree removal program is complete; leaf pick up will start next week and go through the week after Thanksgiving; the sidewalk project should start this week. BUILDING, PLANNING & ZONING: Jeff Sobotka – Nothing to report

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner – Nothing to report

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

Alderman DeBolt has a meeting scheduled for October 25, 2022 at 6:00 PM, they will discuss current codes, line of site issues, property maintenance issues and permits for flat work.

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver thanked the Mayor, Jeff, Kathy, his committee and Carin for their help getting set up for ICSC. He stated they had a lot of good conversations with potential developers. His committee has a meeting scheduled for October 25, 2022 at 6:30 PM.

FINANCE: Alderman Swoboda

Alderman Swoboda called a meeting for November 14, 2022, at 5:15 p.m. Alderman Swoboda thanked Zoila for her work on looking for changes for better returns on deposits.

PARKS: Alderman Johns

Alderman Johns updated the Council on parks. Water fountains have been shut off for the season. The Dog Park has had 3 trees planted, the orange fence has been taken down, we have the dog agility equipment, benches and picnic table in place. We will need to seed in the Spring and maybe get more benches and another picnic table.

PERSONNEL & INSURANCE: Alderman Williams – Absent – Nothing to report

SPECIAL EVENTS: Alderman Nadeau – Absent – Nothing to report

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton has a meeting on October 26, 2022 at 6:00 PM and November meetings will be on the 16th and 30th.

CITIZEN’S COMMENTS:

Barb Petry commented on her opposition of Drag Queen events.

Keith Riddle agreed with Barb’s comments. He understands they have the freedom of business and the right to do it but some of the exposure has crossed the line.

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:44 p.m.
