The regular meeting of the Plano City Council was called to order on Monday, November 14, 2022 by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES:

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve the minutes of the regular meeting on October 24, 2022. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the agenda for the regular meeting of November 14, 2022. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:

A motion was made by Alderman Swoboda, seconded by Alderman Johns, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 27, 2022 in the amount of $ 116,509.03.

Voting “Nay”:

Motion passed.

A motion was made by Alderman Swoboda, seconded by Alderman Eaton, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated November 14, 2022 in the amount of $ 751,226.69.

CITIZEN’S COMMENTS:

Mr. Martin Flowers thanked the Mayor for doing a Proclamation this evening for Diabetes Day. MAYOR’S REPORT: Michael Rennels

The Mayor read a proclamation for Diabetes Awareness Day.

A motion was made by Alderman Williams, seconded by Alderman Mulliner, to approve the authorization for the Mayor to sign the Commonwealth Edison settlement agreement.

CITY ATTORNEY: William Thomas

Ordinance #2022-14 No parking on Terrace Way

A motion was made by Alderman Nadeau, seconded by Alderman Eaton, to approve an ordinance regulating and restricting the parking of motor vehicles on the North side of Terrace Way from East St. to Big Rock Avenue within the City of Plano. This ordinance also rescinds a portion of a previous ordinance, 2000-15, which regulated parking on the South side of Terrace Way.

Ordinance #2022-15 Sale of personal property

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve an ordinance authorizing the sale or disposal of personal property – Police Department old squad 4. Roll Call:

Ordinance #2022- 16 Amended budget

A motion was made by Alderman Mulliner, seconded by Alderman Nadeau, to approve an ordinance for a comprehensive amendment to the budget ordinance of the City of Plano amending Ordinance No. 2022-6.

CITY CLERK: Kathleen Miller – Nothing to report

CITY TREASURER: Zoila Gomez

The September 2022 Treasurer’s report was in the amount of $ 13,416,180.52; disbursements were $ 645,372.49.

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve banking changes for a better return on deposits and approval for option #2 investments as prepared by Arbitrage Management Group.

POLICE CHIEF’S REPORT: Chief Whowell

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve the purchase of 7 radios from A Beep Diga-Talk in the amount of $ 11,433.80.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger

Karl stated that the sidewalk program is almost finished. Leaf pick-up will continue through November. All leaves must be out to the curb no later than November 27th; a final pick up, one pass through, will take place on November 28, 2022.

Darrin informed the Council that he lost a panel at the Klatt St. lift station. It will be about $ 17,000.00 to rebuild.

BUILDING, PLANNING & ZONING: Jeff Sobotka – Absent - Nothing to report

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner will call a meeting at a later date.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt - Absent – Nothing to report

COMMUNITY DEVELOPMENT: Alderman Fawver – Absent – Nothing to report

FINANCE: Alderman Swoboda

Alderman Swoboda called a meeting for November 28, 2022, at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns updated the Council on parks. The water has been shut off for the season at the Dog Park; the Dog equipment has been installed. The Disc golf will be closed for the season. There was an accident at Steward Park, fences and signs were destroyed.

PERSONNEL & INSURANCE: Alderman Williams

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve a proposal for a classification and compensation study by GovHR USA in an amount not to exceed $ 21,000.00 Roll Call:

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau informed the Council about some special events – Gobble Wobble a run/walk will be held on November 26, 2022, this event is for the Special Education Department at District 88. The 9th annual Turkey Bowl will be held on November 24, 2022 from 8:30 to 10:30. Plano Rockin’ Christmas parade will be held on December 2, 2022. District 88 is also having 2 food drives.

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton has a meeting on November 16, 2022 at 6:00 PM.

CITIZEN’S COMMENTS:

Barb Petry commented on her opposition of Drag Queen events.

Keith Riddle agreed with Barb’s comments. He understands they have the freedom of business and the right to do it but some of the exposure has crossed the line. He also attended a Yorkville Council meeting.

Sara Buchanan spoke about feeling she is being harassed about her car in her driveway. She stated that there are other vehicles in her area that are not being tagged.

A motion was made by Alderman Eaton, seconded by Alderman Williams, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:45 p.m.
