Illinois' Stoller on possible graduated-income tax revival: As General Assembly returns, 'this is something that everyone needs to keep a close eye on'

Illinois state Sen. Win Stoller (R-Germantown Hills ) is warning that Democrats are again working behind the scenes to advance the graduated income tax proposals voters previously soundly rejected.

"Despite the fact that Illinois voters overwhelmingly rejected the graduated income tax amendment just two years ago, at least one Illinois legislator is trying to revive it," Stoller said in a recent Facebook post. "This is something that everyone needs to keep a close eye on as the new General Assembly returns to Springfield this spring."

Longtime Democratic state Sen. Rob Martwick, who sponsored the 2022 proposal, has gone on record with his belief that the state and especially middle-class families need the income and lower property taxes that a graduated income tax would bring to many as they deal with the struggle of residing in one of the most heavily taxed states in the country, Crain's Chicago Business reported.

Martwick said he has not yet drafted enabling legislation for a second referendum and that his version likely would be different from the previous one, the report said. With some speculating that the matter could drag on for months, Martwick said his hope is to offer a bill as soon as next month and see what support it draws.
