City of Plano City Council met Jan. 9.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, January 9, 2023 by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES:

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the minutes of the regular meeting on December 12, 2022. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of January 9, 2023. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated December 21, 2022 in the amount of $192,877.34.

Voting “Aye”: Swoboda, Fawver, DeBolt, Eaton, Johns, Mulliner, Nadeau, Williams

Voting “Nay”:

Motion passed.

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated December 27, 2022 in the amount of $114,181.07.

Voting “Aye”: Swoboda, Fawver, DeBolt, Eaton, Johns, Mulliner, Nadeau, Williams

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated January 9, 2023 in the amount of $198,997.56.

CITY ATTORNEY: William Thomas

Ordinance #2023-01 Amending Title 8 Chapter 2 section 8-2-7-open burning

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve an ordinance amending Title 8, Chapter 2, Section 8-2-7 of the code of ordinances of the City of Plano for a text amendment for open burning.

Voting “Aye”: Williams, Nadeau, DeBolt, Eaton, Fawver, Johns, Mulliner, Swoboda

Resolution #R2023-01 Corbin Land use

A motion was made by Alderman Williams, seconded by Alderman Mulliner, to approve a resolution for an agreement of land use between the City of Plano and Corbin Land LLC. Attorney Thomas said this is a 5-year agreement for the disposal of waste coming into the City with brush pick up. Discussion included if snow removal could be put there also, which it can be along with leaves, storage for gravel, etc. This will be at the old Thom Gravel pit.

This resolution did not include exhibit A which is the contract. Aldermen Mulliner and Nadeau and Mayor Rennels want to see the contract included with this resolution. Therefore, Aldermen Williams and Mulliner rescinded their motions. This item will be put on the next Council meeting agenda. CITY CLERK: Carin Martin, Deputy City Clerk-None

CITY TREASURER: Zoila Gomez

The October 2022 Treasurer’s report in the amount of $13,615,635.46.

Disbursements are in the amount of $566,606.45.

POLICE CHIEF’S REPORT: Lt. Allison

Lt. Allison stated that this is day 1 at the academy for Officer Ochoa.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger

Karl said the leaking underground storage tank under the old police department has received an all okay from the EPA.

Darrin said they had the mandatory pre-bid walk thru for the mixer project. Fehr Graham is extending the bid opening from January 10, 2023 to January 31, 2023. This will allow for more than 1 bid to be entered.

BUILDING, PLANNING & ZONING: Jeff Sobotka

Jeff read his 2022 Building, Planning, and Zoning year-end report.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner stated this committee met on December 20, 2022. The City Administrator from Oswego presented information about how he interacts with citizens and city workers.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

Alderman DeBolt called a meeting for January 18, 2023, at 6:00 p.m. Agenda items include SooGreen information and City parking.

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver called a meeting for January 18, 2023, at 7:00 p.m.

FINANCE: Alderman Swoboda

Alderman Swoboda called a meeting for January 23, 2023, at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns said there will be an ice fishing event if weather permits. He gave updated information about the City parks to City Clerk Kathy Miller, so she can update the City’s website. PERSONNEL & INSURANCE: Alderman Williams

Alderman Williams stated the committee met on December 27, 2022. They discussed adding Martin Luther King Jr. Day as a City holiday, clarified certification increases, updated information about an application interview for now vs. an expected vacancy, and City holidays. There is a meeting scheduled for January 11, 2023, at 5:30 p.m.

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau called a meeting for January 18, 2023, at 5:30 p.m. Agenda items include holiday lights and décor.

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton has a meeting scheduled for January 11, 2023, at 6:00 p.m. He called a meeting for January 25, 2023, at 6:00 p.m.

CITIZEN’S COMMENTS:

Kelly Henrichs told the Council about an issue with a neighbor. The neighbor has garbage in the front yard and in the backyard that is causing a fence to potentially fall and attract rodents. She stated the fence and a garage were built on her property.

A citizen, Barb, said she is opposed to drag queen shows in public places and gave some religious thoughts.

ADJOURNMENT:

A motion was made by Alderman DeBolt, seconded by Alderman Eaton, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:35 p.m.
