Kendall County Forest Preserve District Committee of the Whole met Jan. 10.

Here is the agenda provided by the committee:

I. Call to Order 

President DeBolt called the meeting to order at 4:30 pm in the Kendall County Office Building - Second Floor County Board Meeting Rooms 209 and 210. 

II. Roll Call 

Bachmann 

Koukol (exited 5:28 pm) 

DeBolt 

Peterson 

Flowers (left at 5:23 pm, returned at 5:26 pm) 

Rodriguez (entered at 4:33 pm, exited at 5:28 pm) 

Gengler 

Shanley

Wormley 

Commissioners Bachmann, DeBolt, Flowers, Gengler, Kellogg, Koukol, Peterson, Rodriguez, 

Shanley and Wormley, were all present. 

Commissioner Flowers left the meeting at 5:23 pm and returned at 5:26 pm. 

Commissioner Koukol exited the meeting at 5:28 pm and did not return. 

Commissioner Rodriguez entered the meeting at 4:33 pm and exited at 5:28 pm, and did not return. 

III. Approval of Agenda 

Commissioner Koukol made a motion to approve the meeting agenda. Seconded by Commissioner Shanley. Aye, all. Opposed, none. 

IV. Public Comments 

No public comments were offered from citizens in attendance. 

V. Executive Director's Report 

Director Guritz, provided an update on District projects. Two change orders are pending at the Pickerill Estate House, and the configuration of a trail spur connection from the Eldamain Bridge to Hoover Forest Preserve trail system was discussed. 

Commissioner Rodriguez entered the meeting at 4:33 pm. 

VI. Motion to Forward Claims to Commission 

Commissioner Wormley made a motion to forward claims to Commission for approval. Seconded by Commissioner Peterson. Aye, all. Opposed, none. 

VII. Review of Preliminary Financial Statements through December 31, 2022 Director Guritz presented an overview of preliminary financial statements through December 31, 2022. Preliminary financial statements will be amended based on the FY2022 audit adjusting entries on an accrual basis. 

VIII. OLD BUSINESS 

No items posted for consideration. 

IX. NEW BUSINESS 

a) Review of the Revised CY23 Annual Meeting Calendar for the Kendall County Forest Preserve District 

Director Guritz presented the CY23 Annual Meeting Calendar for the Kendall County Forest Preserve District, no changes were made. 

b) Review of Recommendations for the District's 2023 Farm License Agreements 

The Committee of the Whole discussed the 2023 Farm License agreements. Direction was given to revisit the agreements in 2024, and to send out a certified letter to all farm operators. 

Commissioner Flowers left the meeting at 5:23 pm and returned at 5:26 pm. 

Commissioner Koukol and Rodriquez exited the meeting at 5:28 pm. 

c) Ordinance #23-01-001-2023 Yorkville Athletic Association (Yorkville Fury Baseball) License Agreement Renewal 

Commissioner Flowers made a motion to forward the Ordinance #23-01-001 - 2023 Yorkville Athletic Association (Yorkville Fury Baseball) license agreement renewal to Commission for approval. Seconded by Commissioner Shanley. Aye, all. Opposed, none. 

XVIII. Other Items of Business 

a. Pickerill Estate House Construction Project Updates 

i. January 5, 2023 Field Report 

ii. Pay Request #3 Review 

Director Guritz presented a construction field report and pay request #3. 

XIX. Public Comments 

No public comments were offered from citizens in attendance. 

XX. Executive Session 

No need for executive session. 

XXI. Summary of Action Items 

Director Guritz, provided a summary of action items to be presented to Commission for approval. 

XXII. Adjournment 

Commissioner Shanley made a motion to adjourn. Seconded by Commissioner Wormley. 

Aye, all. Opposed, none. Meeting adjourned at 5:46 pm.
