City of Plano City Council met Jan. 23.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, January 23, 2023 by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES:

A motion was made by Alderman Nadeau, seconded by Alderman Eaton, to approve the minutes of the regular meeting on January 9, 2023. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Mulliner, seconded by Alderman Eaton, to approve the agenda for the regular meeting of January 23, 2023. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Eaton, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated January 23, 2023 in the amount of $ 260,974.64.

Voting “Nay”:

Absent: Swoboda, Williams

Motion passed.

WAGE REPORT:

A motion was made by Alderman Fawver, seconded by Alderman Eaton, to approve the November 2022 Wage Report in the amount of $ 351,574.42.

Voting “Aye”: Fawver, DeBolt, Eaton, Johns, Mulliner, Nadeau

Voting “Nay”:

Absent: Swoboda, Williams

Motion passed.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Rennels.

CITIZEN’S COMMENTS: None

PLANO AREA CHANGER OF COMMERCE:

Danielle Tully spoke about various events, Business bowling and the Annual Dinner. A new Director will be announced next week. LaSalle Retreat Manor is a new member. Trivia is held every 3rd Wednesday at the Plano American Legion.

MAYOR’S REPORT: Michael Rennels

The Mayor gave an update on the Ice Fishing event. At this time there is not enough ice. He commented to watch social media for updates. The Mayor also clarified the license being requested by Sand Dollar.

CITY ATTORNEY: William Thomas

Resolution #R2023-1 Agreement with Lauterbach & Amen, LLP

A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to approve a Resolution approving and authorizing the execution of a professional services agreement by and between the City of Plano and Lauterbach & Amen, LLP.

Voting “Nay”:

Absent: Swoboda, Williams

Motion passed.

Resolution #R2023-2 Corbin Land use

A motion was made by Alderman Nadeau, seconded by Alderman DeBolt, to approve a resolution approving and authorizing the execution of an agreement for land use by and between the City of Plano and Corbin Land LLC.

Voting “Aye”: Fawver, DeBolt, Eaton, Johns, Mulliner, Nadeau

Voting “Nay”:

Absent: Swoboda, Williams

Motion passed.

CITY CLERK: Kathleen Miller

Sales and related taxes for October 2022 were $ 233,918.13; for November 2022 was $ 259,257.12. The current unobligated balance for MFT for October 2022 was $ 1,245,719.39; for November 2022 it was $ 1,286,146.98.

CITY TREASURER: Zoila Gomez

A motion was made by Alderman Fawver, seconded by Alderman Eaton, to approve hiring Todd Christian Latham with a salary of $ 52,305.80 and a start date of January 24, 2023.

Voting “Nay”:

Absent: Swoboda, Williams

Motion passed.

The November 2022 Treasurer’s report was in the amount of $ 12,981,807.06. Disbursements were in the amount of $ 2,799,770.20.

The December 2022 Revenue, expense and tax reports were distributed in mailboxes on January 20, 2023.

POLICE CHIEF’S REPORT: Lt. Allison

A motion was made by Alderman Eaton, seconded by Alderman Mulliner, to approve the purchase of replacement cameras for the Plano Police Department in the amount of $ 14,800.00 from ADS. Roll Call:

Voting “Aye”: Fawver, DeBolt, Eaton, Johns, Mulliner, Nadeau

Voting “Nay”:

Absent: Swoboda, Williams

Motion passed.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger

Darrin informed the Council that the mixer program equipment had been delivered. He also said that it seems that rescheduling the bid opening for the project is going to make a difference. BUILDING, PLANNING & ZONING: Jeff Sobotka – Nothing to report

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner – Nothing to report

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

Alderman DeBolt had a meeting on January 18, 2023 and discussed Soogreen and City parking.

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver had a meeting on January 18, 2023, at 7:00 p.m. and discussed Branding and Business engagement. A new meeting was called for February 21, 2023 at 7:00 pm.

FINANCE: Alderman Swoboda – Absent – Alderman Fawver reported

Alderman Fawver commented on the meeting they had this evening. A new meeting was called for February 13, 2023 at 5:15 pm.

PARKS: Alderman Johns

Alderman Johns commented that the City Park information had been updated on the City Website. He also informed the Council that the Dog Park had to be closed due to the weather conditions.

PERSONNEL & INSURANCE: Alderman Williams – Absent – Nothing to report

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau had a meeting on January 18, 2023, at 5:30 p.m. and discussed holiday lights and décor and fireworks.

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton had a meeting on January 11, 2023 and discussed trailers, sanitary sewer, traffic signs, water tower maintenance and water/sewer rate study. A new meeting was called for January 25, 2023 at 6:00 pm.

CITIZEN’S COMMENTS:

Barb Petry commented on MLK Day and said she is opposed to drag queen shows in public places and gave some religious thoughts.

CLOSED SESSION: NONE

ADJOURNMENT:

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:25 p.m.
