The regular meeting of the Plano City Council was called to order on Monday, February 13, 2023 by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman Eaton, seconded by Alderman Johns, to approve the minutes of the regular meeting on January 23, 2023. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of February 13, 2023. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated January 26, 2023 in the amount of $ 114,804.55.

Voting “Nay”:

Absent: Fawver, Williams

Motion passed.

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated February 1, 2023 in the amount of $ 30,176.26.

Voting “Nay”:

Absent: Fawver, Williams

Motion passed.

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated February 13, 2023 in the amount of $ 427,267.42.

WAGE REPORT:

A motion was made by Alderman Swoboda, seconded by Alderman Johns, to approve the December 2022 Wage Report in the amount of $ 306,741.90.

Voting “Nay”:

Guests and members of the press were welcomed by Mayor Rennels.

PLANO AREA CHANGER OF COMMERCE:

Laurel Mateyka introduced the new Executive Director of the Chamber, Donna Adams. Laurel said the Chamber is excited to get some of their activities back, such as, Business After Hours, and Coffee & Connections. Coffee & Connections will be the 3rd Friday of each month and Business After Hours will be the first Thursday. The Trivia night event is held the 3rd Wednesday of the Month at the Plano American Legion. The annual dinner will be on March 10, 2023 from 5 – 9 pm and will be held at The Venue.

Donna introduced herself, she currently lives at Lake Holiday on the Somonauk side, she is excited about her new venture.

MAYOR’S REPORT: Michael Rennels

The Mayor gave an update on the Ice Fishing event. He also commented on the Dog Park being closed due to the conditions of the grass.

CITY ATTORNEY: William Thomas

Ordinance #2023-2 Number of Liquor Licenses

A motion was made by Alderman Mulliner, seconded by Alderman Eaton, to approve an Ordinance amending Title 3, Chapter 2, Section 3-2-7 of the code of ordinances of the City of Plano regarding the number of Class A and Class E liquor licenses

Voting “Nay”:

Absent: Fawver, Williams

Motion passed.

Ordinance #2023-3 Number of Class G-1 liquor licenses

A motion was made by Alderman Johns, seconded by Alderman DeBolt, to approve an Ordinance amending Title 3, Chapter 2, Section 3-2-7 of the code of ordinance of the City of Plano regarding the number of Class G-1 liquor licenses.

Voting “Nay”:

Absent: Fawver, Williams

Motion passed.

Resolution #R2023-3 IDOT General Maintenance

A motion was made by Alderman Mulliner, seconded by Alderman DeBolt, to approve a resolution approving the local public agency general maintenance; appropriations in the sum of $ 279,500.00 of MFT dollars.

CITY CLERK: Kathleen Miller – Nothing to report

CITY TREASURER: Zoila Gomez

A motion was made by Alderman Nadeau, seconded by Alderman Mulliner, to approve the 2023-2024 Insurance Renewals for Health, Dental, Life and Vision as presented by Bob Bryce.

The December 2022 Treasurer’s report was in the amount of $ 12,752,472.60. Disbursements were in the amount of $ 743,045.08.

Zoila read a memo regarding budget meetings for Fiscal Year 2024

POLICE CHIEF’S REPORT: Chief Whowell

The PD is working on a grant to help fund body cameras. Officer Ochoa is doing well in the academy. There is an entry level police test on April 1, 2023 and I/O Solutions is currently taking applications. The 211 program is active. The PD received a plaque for raising $ 6,883.55 towards Special Olympics and thanked all for their donations.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger

Karl informed the Council of a hit and run incident that damaged the fence at Steward Park.

BUILDING, PLANNING & ZONING: Jeff Sobotka

Jeff commented on the road conditions at Gas N Wash and Culvers; he is watching to make sure they keep the roads clear.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner called a meeting for February 23, 2023 at 6:00 PM.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

Alderman DeBolt has a meeting on February 15, 2023 at 5:30 pm.

COMMUNITY DEVELOPMENT: Alderman Fawver – Absent – No report

FINANCE: Alderman Swoboda

Alderman Swoboda called a new meeting was for February 27, 2023 at 5:15 pm.

PARKS: Alderman Johns

Alderman Johns had a meeting with PYAA regarding the ball fields maintenance program. He will continue working with PYAA for a schedule. He had a call about opening the gate at Klatt Park, that will be discussed further. A meeting was called for February 28. 2023 at 5:45 pm.

PERSONNEL & INSURANCE: Alderman Williams – Absent – Nothing to report

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau thanked Zoila for the budget worksheets. A meeting was called for February 28, 2023 at 5:30 pm.

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton has a meeting on February 15, 2023 at 6:00 pm.

CITIZEN’S COMMENTS:

Laurel Mateyka mentioned 3 new Chamber members; LaSalle Manor, Uncle Lars and American Family Insurance.

A motion was made by Alderman DeBolt, seconded by Alderman Eaton, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:30 p.m.
