The regular meeting of the Plano City Council was called to order on Monday, March 13, 2023 by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

MINUTES:
A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on February 27, 2023. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:
A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of March 13, 2023. It was asked if this was approval for the COW agenda too, with an answer of yes. Also, the Council would not be voting on one ordinance and one resolution as listed, but there would be discussion on those later in the meetings tonight.

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated February 28, 2023 in the amount of $121,426.79.

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated March 13, 2023 in the amount of $252,585.27.

Guests and members of the press were welcomed by Mayor Rennels.
CITIZEN’S COMMENTS:
Matt Jackson said he feels the water rate increase really needs to happen and get done. Keith Riddle echoed Matt Jackson’s comments.
Jenny Jackson said that reserve monies are for emergencies not every day maintenance which is why the increases in water/sewer rates are needed.

CITY ATTORNEY: William Thomas
Ordinance #2023- Water/Sewer rate increase and implement infrastructure fee
Attorney Thomas said these two items need to be separate ordinances. They will be discussed during the COW meeting tonight. Next meeting, there will be two ordinances that correctly relate to City Code and include all pertinent information.
Ordinance #2023-04 Increase Class E liquor license from 6 to 7
A motion was made by Alderman Nadeau, seconded by Alderman Mulliner , to increase the number of Class E liquor licenses from 6 to 7.

Resolution #R2023 Water tower maintenance
Attorney Thomas said the updated copies have comments between him and the company. He will review and answer the comments and relate to the contract people and bring information back to the Council. This will be discussed during the COW meeting tonight.
Resolution #R2023-05 Special needs sign application policy
A motion was by Alderman Mulliner, seconded by Alderman Eaton, to approve a resolution for a special needs sign application policy.

COMMITTEE REPORTS:
ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner
Alderman Mulliner said there was a meeting on 03/09/2023, with discussion about the City Administrator and Aldermen duties and authority, and the City Administrator living in Plano. Lt. Allison went over the police department’s budget.
BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt
Alderman DeBolt has a meeting scheduled for 03/16/2023 at 6 p.m., to discuss the budget and window repairs at the Depot.
COMMUNITY DEVELOPMENT: Alderman Fawver
Alderman Fawver has a meeting scheduled for 03/16/2023 at 7 p.m.
FINANCE: Alderman Swoboda
Alderman Swoboda has a meeting scheduled for 03/27/2023 at 5:15 p.m.
PARKS: Alderman Johns
Alderman Johns had a committee meeting on 02/28/2023. Items discussed were the budget, and the dog park is closed because of the ground conditions. April 8, 2023 is a trout off-shore fishing event in place of the ice fishing event, and a kids fishing day will be on 06/17/2023. There will be a dog park dedication at 10 a.m. on 06/10/2023.
PERSONNEL & INSURANCE: Alderman Williams
Alderman Williams had a committee meeting on 03/09/2023. Items discussed were the non-union wage projections, lifting certification limits, and Martin Luther King Jr. Day. A meeting was called for 03/23/2023 at 5:30 p.m.
SPECIAL EVENTS: Alderman Nadeau
Alderman Nadeau had a committee meeting on 02/28/2023. Items discussed were the budget, completion of a 4-year pole lights cycle, and setting aside money to add summer activities.
STREETS & UTILITIES: Alderman Eaton
Alderman Eaton had a committee meeting on 03/01/2023. He is disappointed they did not vote on an ordinance and resolution tonight.
CITIZEN’S COMMENTS:
Barb Petry appreciates keeping rates discussed tonight in check even when we need them. She related events happening in our country that are working with or against God.
