City of Plano City Council met March 27.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, March 27, 2023 by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman Nadeau, seconded by Alderman DeBolt, to approve the minutes of the regular meeting on March 13, 2023. A unanimous “Aye” voice vote was heard. The motion passed. 

AGENDA:

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of March 27, 2023. A unanimous “Aye” voice vote was heard. The motion passed. Alderman Eaton joined the meeting at 6:01.

WARRANTS:

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated March 20, 2023 in the amount of $ 75,000.00.

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated March 27, 2023 in the amount of $ 125,689.13.

WAGE REPORT:

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the February 2023 wage report in the amount of $ 304,022.29.

Guests and members of the press were welcomed by Mayor Rennels.

CITIZEN’S COMMENTS:

Keith Riddle and Matt Jackson both spoke about the need for the rate increase and the amount their bills would go up.

MAYOR’S REPORT: Michael Rennels

A motion was made by Alderman Nadeau, seconded by Alderman Eaton, to approve the Mayor’s re appointment of Gordon Flanigan to the Police Pension Board for a term of 2 years – May 1, 2023 – May 1, 2025.

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the Mayor’s appointment of Jennifer Jackson to fill the unexpired term on the Police & Fire Commission. March 2023 – May 2025

CITY ATTORNEY: William Thomas

Ordinance #2023-5 Water/Sewer rate increase

A motion was made by Alderman Eaton, seconded by Alderman Fawver, to approve an ordinance amending City of Plano ordinance No. 2014-9 entitled “An ordinance amending an ordinance establishing rates and charges for the use and service of the combined waterworks and sewerage systems of the City of Plano, Kendall County, Illinois suspending rate increases scheduled to take effect March 1, 2014, and thereafter” and amending title 7 Chapter 4 section 7-4-1 of the code of ordinance of the City of Plano “rates and charges established: standard water and sewer bi-monthly rates/charges.

A secondary (subsidiary motion) motion was made by Alderman Johns, seconded by Alderman Nadeau, to amend the ordinance to approve for only 1 year, a 10% increase instead of a 5 year plan and then review on an annual basis.

Alderman Williams called out point of order since there is already a motion and second on the table. The Mayor explained that this was a secondary motion and that is allowed. Alderman Williams did not agree; he made a motion to table the discussion until we got further clarification on Roberts Rules of order. The City Attorney found the information in the Robert’s Rules of Order text book and read it to the Council. Alderman Williams and Eaton still did not agree with the procedure.

Voting ”Nay”: Johns, Mulliner, Nadeau, Swoboda

The vote was a tie so the Mayor was called on to vote and he voted “Nay”. A “Nay” vote means the second motion will be voted on.

Roll Call on motion to approve a 1 year 10% increase.

Voting “Aye”: Johns, Mulliner, Nadeau, Swoboda

Voting “Nay”: DeBolt, Eaton, Fawver, Williams

The vote was a tie so the Mayor was called on to vote and he voted “Aye”

The motion to approve a 1 year 10% increase was passed. The first motion and second are now dead since the amended motion was approved.

Ordinance #2023-6 Infrastructure fees

A motion was made by Alderman Eaton, seconded by Alderman Fawver , to approve an ordinance amending title 7 Chapter 5 section 7-5-6 of the Code of Ordinance of the City of Plano, Capital Improvements. A motion was made by Alderman Fawver, seconded by Alderman Eaton, to amend the ordinance by removing section 7-5-6d which discusses the City providing meters for resizing.

Resolution #R2023-6 Water tower maintenance

A motion was made by Alderman Eaton, seconded by Alderman Fawver, to approve a resolution approving and authorizing the execution of agreements by and between the City of Plano and Utility Service Co, Inc. for water tank maintenance contracts for the Main St. tank, Burns St. tank and Cummins St tank.

Resolution #R2023-7 Body camera purchases

A motion was by Alderman Williams, seconded by Alderman DeBolt, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and Motorola Solutions for the purchase of body cameras.

The revenue, expense and tax reports for February 2023 were distributed in mailboxes on March 25, 2023.

POLICE CHIEF’S REPORT: Chief Whowell – Absent - Lt. Allison present

Lt. Allison read a thank you from the Baxa family.

PUBLIC WORKS: d. Boyer, J. Beyer, K. Tisberger

Karl commented on receiving the last shipment of new Holiday lights and acquiring a 2020 Ford F450 diesel.

Josh commented on the Hale St. project being out for bid.

BUILDING, PLANNING & ZONING: Jeff Sobotka – Absent

Alderman Swoboda read a memo from Jeff regarding an asset transfer from the Water Department to Building, Planning and Zoning of a 2016 Chevy Colorado pick up.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner – Nothing to report

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

Alderman DeBolt had a meeting on 03/16/2023 at 6 p.m., to discuss the budget and window repairs at the Depot. A meeting was called for April 11, 2023 at 6:00 PM.

COMMUNITY DEVELOPMENT: Alderman Fawver – Nothing to report

FINANCE: Alderman Swoboda

Alderman Swoboda called a meeting for 04/10/2023 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns gave an update on Parks. On April 8, 2023 there will be a trout-a-thon, June 10, 2023 a ribbon cutting at the Dog Park and June 17 a kids fishing day. There are getting bids for mowing. A meeting was called for April 5, 2023 at 5:30 PM.

PERSONNEL & INSURANCE: Alderman Williams

Alderman Williams had a committee meeting on 03/23/2023. Items discussed were the non-union wage projections, lifting certification limits, and Martin Luther King Jr. Day. A meeting was called for 04/05/2023 at 5:00 p.m. to discuss MLK day and non-union raises.

SPECIAL EVENTS: Alderman Nadeau – Nothing to report

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton had a committee meeting on 03/15/2023.

A new meeting was called for April 12, 2023 at 6:00 PM.

CITIZEN’S COMMENTS:

Becky Nelson commented on the meeting this evening. She commented that the Council on a whole does a great job, and she stated that she supported Keith Riddle in the upcoming election. Keith Riddle thanked Becky for her support.

Barb Petry echoed Becky’s statement regarding the Council doing a great job.

CLOSED SESSION:

A motion was made by Alderman DeBolt, seconded by Alderman Mulliner, to go into closed session under 5ILCS 120/2 C2 for collective bargaining.

A unanimous “Aye” voice vote was heard. Motion carried.

A motion was made by Alderman Eaton, seconded by Alderman Williams to return to open session. A unanimous “Aye” voice vote was heard. Motion carried.

Attorney Thomas stated that no action was taken.

ADJOURNMENT:

A motion was made by Alderman Mulliner, seconded by Alderman DeBolt, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 8:01 p.m.
