City of Sandwich Committee of the Whole met April 17.

Mayor Latham called the meeting to order at 9:27 PM. Roll call was taken:

Mayor Latham
1. Solar Installation at Wastewater Treatment Facility: GRNE Energy will commence installation of a solar array at the wastewater treatment plant in July.
2. Mayoral Appointments Draft: Mayor Latham distributed a draft list of appointments FY 2023- 2024. He requested Council to review and offer input on vacancies.
Foster, Buick, Conklin, Lundgren & Gottschalk Law Group: No report
City Clerk Ii explained that in 2013, there was significant hail damage in Sandhurst, Webb, and Thomas subdivisions. Because of the volume of roofers requiring solicitation permits, the Council set a 90-day moratorium on waiving fees. At the time, each business was required to register with City Hall by listing contact information and names of all soliciting employees. The City recently experienced a similar scenario, although not as devastating, with hail damage. Clerk Ii explained that over 12 roofing companies have requested solicitor permits. She opened the floor for discussion seeking if the Council favored handling the requests as was handled in 2013. Attorney Gottschalk advised that no action could be taken because the matter was not listed on the agenda nor a voting meeting.

Aldermen Reports:
Alderman Littlebrant thanked Alderwoman Killey for her service adding that it has been an honor to have served on the Council with her.
New Business: The City has been advised by DeKalb County Community Development Department of a proposed 31.2 acre 5-megawatt solar garden by Amp Solar Development (ASD). The property is located on Pratt Road outside Sandwich city limits.. A public hearing will be held on May 4th, 2023 in DeKalb to be attended by Mayor Latham, City Administrator Penman, and City Attorney Gottschalk. Concern is the solar garden would severely impact future growth of the city to the north.

Audience Comments: Resident, Genelle Inman, requested that an Ordinance be passed at the next Regular Council Meeting that will raise fees for solicitors and set new solicitation hours.
Adjournment: There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderwoman Erickson to adjourn the Committee-of the-Whole council meeting at 9:44 PM. Motion carried unanimously on voice vote.
