Village of Oswego Board of Trustees met April 18.

CALL TO ORDER AND PLEDGE OF ALLEGIANCE

President Troy Parlier called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance to the Flag of the United States of America.

ROLL CALL

Board Members Physically Present: President Troy Parlier; Trustees Tom Guist, Kit Kuhrt, James Marter II, Terry Olson, and Jennifer Jones Sinnott.

Board Members Absent: Trustee Brian Thomas.

Staff Physically Present: Dan Di Santo, Village Administrator, Tina Touchette, Village Clerk; Jeff Burgner, Police Chief; Jennifer Hughes, Public Works Director; Andrea Lamberg, Finance Director; Rod Zenner, Community Development Services Director; Jason Bastin, Deputy Chief of Police; Bridget Bittman, Community Engagement Manager- Marketing; Joe Renzetti, IT/GIS Director; Kevin Leighty, Economic Development Director; Kerry Behr, Village Engineer; Julie Hoffman, Community Relations Manager- Special Events; and Karl Ottosen, Village Attorney.

RECOGNITIONS/APPOINTMENTS

E.1 Oath of Office

Chief Burgner introduced the members of the Police Commission and thanked them for their support and job in picking good officers.

a) Cayman L. Cherry- Patrol Officer

Chief Burgner recognized the members of his family and briefly spoke about Cayman’s background. President Parlier administered the oath.

b) Manuel F. Banuelos- Patrol Officer

Chief Burgner recognized the members of his family and briefly spoke about Manuel’s background. Chief is excited to see them both come onboard. They will be attending the 16-week academy and 20- week field training. President Parlier administered the oath.

Public Forum was opened at 7:16 p.m. There was no one who requested to speak. The public forum was closed at 7:16 p.m.

Administrator Di Santo- thanked the outgoing Village President and Trustees for their service and the working relationship with staff; sincere thanks for the investment in infrastructure; staff and him appreciate them.

A motion was made by Trustee Olson and seconded by Trustee Marter II to approve the Consent Agenda; Approving the March 21, 2023 Committee of the Whole Minutes; Approving the March 21, 2023 Regular Board Minutes; Approving the April 5, 2023 Special Village Board Minutes; and Approving the following ordinance and resolutions:

Ordinance No. 23-30; Ordinance Authorizing the Disposal of Surplus Property Owned by the Village of Oswego; Police Vehicles and Equipment.

Resolution No. 23-R-19; Resolution Ratifying the Village President's Executive Order and Extending the Declaration of Local Emergency and Disaster.

NEW BUSINESS

K.1 Public Hearing on the Fiscal Year 2024 Village Draft Budget

The public hearing was opened at 7:20 p.m. There was no one who spoke. The public hearing was closed at 7:20 p.m.

K.2 Ordinance Adopting the Budget for All Corporate Purposes of the Village of Oswego in Lieu of the Appropriations Ordinance for the Fiscal Year Commencing on May 1, 2023, and Ending on April 30, 2024. Ordinance No. 23-31

Board and staff discussion focused on surplus of $312,000.00 in the budget; add the transfer of $301,818.00 from the General Fund to the Capital Fund to construct a right turn lane at Douglas and Wolf Road; budget is balanced; budget includes the 54th police officer; all time high for number of officers; budget includes additional police car. There was no further discussion.

A motion was made by Trustee Marter II and seconded by Trustee Olson to approve an Ordinance Adopting the Budget for All Corporate Purposes of the Village of Oswego in Lieu of the Appropriations Ordinance for the Fiscal Year Commencing on May 1, 2023, and Ending on April 30, 2024; Includes the transfer of $301,818.00 from the General Fund to the Capital Fund to construct a right turn lane at Douglas and Wolf Road

K.3 Ordinance Adopting the Capital Improvement Plan for Fiscal Years 2024-2043 of the Village of Oswego, Kendall and Will Counties, Illinois. Ordinance No. 23-32

Board and staff discussion focused on the Capital Plan and Fund includes a right hand turn lane at Douglas Road and Wolf Road; burying of utilities will be included in the right hand turn lane project; whether this is approving the Douglas and Wolf Road project; project is only in the CIP for now; project will come back to the Board for approval.

A motion was made by Trustee Marter II and seconded by Trustee Olson to approve an Ordinance Adopting the Capital Improvement Plan for Fiscal Years 2024-2043 of the Village of Oswego, Kendall and Will Counties, Illinois

TRUSTEE REPORTS

Trustee Jones Sinnott- Wine on the Fox is coming up; it’s been a pleasure to serve with the outgoing Trustees; wish you all the best; appreciate the insight and learning; walk out with heads held high; best financial position we’ve ever been in.

Trustee Kuhrt- he called senior bingo; attending the IML conference tomorrow; last year we got a tenth of a percent back.

Trustee Olson- support the Oswego Senior Center.

Trustee Guist- echo what Administrator Di Santo and Trustee Jones Sinnott said; left with more infrastructure and staff; thank for your work.

Trustee Marter II- thank you to Dan, staff, and the community who supported us; it’s been an honor; zero regrets; best financial position; reinvested in the community; appreciate the support; glad he ran.

PRESIDENT’S REPORT

Wine on the Fox is May 5th and 6th; thank you to the Board and staff; it’s been a great ride; it’s been my pleasure and honor. He quoted Lord Robert Baden-Powell, founder of the Scouts: “Try to leave this world a little better than you found it and when your turn comes to die, you can die happy in feeling that at any rate, you have not wasted your time but have done your best.”

A motion was made by Trustee Marter II and seconded by Trustee Olson to adjourn the meeting; upon a voice vote with all remaining members present voting aye, the meeting was adjourned at 7:30 p.m.
