City of Plano City Council met May 22.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, May 22, 2023 by Mayor

Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman Johns, seconded by Alderman Williams , to approve the minutes of the regular meeting on May 08, 2023. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

 A motion was made by Alderman Nadeau, seconded by Alderman Mulliner, to approve the agenda for the regular meeting of May 22, 2023. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Swoboda, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated May 22, 2023 in the amount of $ 104,134.35.

MAYOR’S REPORT: Michael Rennels

A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve an interest arbitration award for patrol officers’ and sergeants’ bargaining units with the FOP.

CITY ATTORNEY: William Thomas

Resolution R2023-10 Collective bargaining agreements for Officers/Sergeants

A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve a resolution approving and authorizing the execution of collective bargaining agreements for the Patrol Officers’ and Sergeants’ bargaining units by and between the City of Plano and the Illinois Fraternal Order of Police effective May 1, 2020 through April 30, 2024.

Resolution R2023-11 Purchase of a turbo blower

A motion was made by Alderman DeBolt, seconded by Alderman Fawver, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and APGN Inc. dba APG-Neuros for a Turbo blower in an amount not to exceed $ 175,000.00.

Resolution R2023-12 HRGreen agreement for engineering

A motion was made by Alderman DeBolt, seconded by Alderman Swoboda, to approve a resolution approving and authorizing the execution of a professional services agreement by and between the City of Plano and HRGreen Inc. for engineering services on the Hale St/Sandy Ln. watermain replacement project in an amount not to exceed $ 55,000.00.

CITY CLERK: Kathleen Miller – Nothing to report

CITY TREASURER: Zoila Gomez – Absent – Nothing to report

POLICE CHIEF’S REPORT: Chief Whowell – Absent – Lt. Allison reported

Reimbursement to the Il Training and Standards Board in the amount of $ 7,400.00 was submitted for Ochoa’s academy costs. The Plano Police Department raised $ 6,069.95 for Special Olympics during the Cop on Top event.

PUBLIC WORKS: D. Boyer, J. Beyer , K. Tisberger

Darrin informed the Council of an issue at the Klatt St. lift station. The issue has been repaired.

BUILDING, PLANNING & ZONING: Jeff Sobotka – Nothing to report

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner – Nothing to report

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

Alderman DeBolt called a meeting for May 31, 2023 at 6:00 PM to discuss allowing chickens

COMMUNITY DEVELOPMENT: Alderman Fawver – Nothing to report

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for 06/12/2023 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns gave an update on Parks. The Dog Park has been re-opened. A temporary fence was put around the pavilion to allow the grass to grow. New railings are being built for Steward Park and they are getting quotes for a new sign. There was a little damage in a bathroom at Foli Park. All ball leagues are going strong. The Dog Park ribbon cutting will be on June 10th and the kids Fishing event will be June 17th at Foli Park.

 PERSONNEL & INSURANCE: Alderman Williams

Alderman Williams has a meeting for May 25, 2023 to discuss the 2024 Holiday Schedule.

SPECIAL EVENTS: Alderman Nadeau

A motion was made by Alderman Nadeau, seconded by Alderman Fawver, to approve in-kind services for the Juneteenth event.

STREETS & UTILITIES: Alderman Johns

Alderman Johns called a meeting for May 25, 2023 at 6:00 pm to discuss removing a no parking sign on East Lee St., semi-trailers parking on city streets and purchasing a bike rack.

CITIZEN’S COMMENTS:

Barb Petry spoke about Juneteenth, slavery, some movies and books.

Keith Riddle thanked the Mayor for getting a pot hole fixed on West St.

Barb Petry spoke again about a movie that will be playing in Yorkville on modern day slavery

CLOSED SESSION: None

ADJOURNMENT:

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:22 p.m.
