City of Sandwich City Council met June 5.

Here are the minutes provided by the council:

Mayor Latham called the meeting to order at 7:00 PM followed by the Pledge of Allegiance Roll call was taken:

Present: Mayor Latham, City Clerk Ii, Aldermen Arnett, Erickson, Fritsch, Johnson, Kreinbrink, Robinson & Whitecotton

Absent: Alderman Littlebrant

Quorum established

Also present: City Attorney Gottschalk, City Administrator Penman, Interim Chief Bleichner, & EMA Director Ciciora

Audience Comments: None

Consent Agenda:

a. Approval of Regular Meeting minutes of May 15, 2023

b. Approval of Committee-of-the-Whole minutes of May 15, 2023

Alderwoman Johnson moved to accept the Consent Agenda as presented. Alderwoman Erickson seconded. Motion pass unanimously on voice vote.

Mayor’s Report: An Open House for US Representative, Lauren Underwood, was held at her new satellite office in Sandwich. Mayor Latham expressed having a congressional office in Sandwich was good for the city, and could potentially open doors for grant money.

Foster, Buick, Conklin, Lundgren & Gottschalk Law Group: Attorney Gottschalk advised of the upcoming sexual harassment training for all aldermen and staff members. Proposed dated are June 19th at 5 PM and June 21st at 10 AM. Training should not last longer than a half hour.

City Clerk Ii reported that the monthly FOIA report and revenue report were emailed to Council members earlier in the week.

City Treasurer: Position vacant

City Administrator Penman: The annual Early Day Engine Club will host their 52nd show on June 23rd and 24th at the fairgrounds. A tractor parade will be on June 23rd starting at 6:30 PM.

City Department Reports:

EMA Director Ciciora advised that on June 23rd, he will be escorting tractor rides covering country roads in conjunction with the Early Day Engine Club show.

Interim Chief Bleichner: No report

Engineering: No report

Council Reports: Alderman Fritsch, as the new liaison for the Opera House, attended his first meeting. He discovered that according to their by-laws, the City liaison does have voting rights. Alderman Fritsch also advised that he is continuing to get estimates on the Opera House roof repairs.

New Business:

a. Approval of May invoices totaling $218,323.72

Motion made by Alderwoman Johnson approving May invoices totaling $218,323.72. Motion was seconded by Alderman Arnett. Aye: Aldermen Arnett, Erickson, Fritsch, Johnson, Kreinbrink & Whitecotton Nay: Alderman Robinson Motion carried 6:1

b. Approval of April, 2023 Treasurer’s Report: The April report was the final report for the fiscal year 2022-2023 showing an excess cash balance of $330,864.00.

Alderwoman Erickson moved to approve the April, 2023 Treasurer’s Report as presented. Alderwoman Johnson seconded. Aye: Aldermen Arnett, Erickson, Fritsch, Johnson, Kreinbrink, Robinson & Whitecotton Nay:0 Motion carried 7:0

c. Discussion and possible approval of a Professional Services Agreement with Dixon Engineering of Greenfield, WI to provide engineering and bidding services for the Green Street water tower project in an amount of $52,050.00: The Green Street EWT (elevated water tank) holds 300,000 gallons of water. The exterior paint is worsening each year, and after annual tank inspections by Dixon Engineering, it has been determined the tower needs to be reconditioned and complaint with OSHA and AWWA standards.

Alderwoman Erickson made a motion approving the Professional Services Agreement with Dixon Engineering as presented. Motion was seconded by Alderman Kreinbrink. Aye: Aldermen Arnett, Erickson, Fritsch, Johnson, Kreinbrink, Robinson & Whitecotton Nay:0 Motion carried 7:0

d. Discussion and possible approval of the Fair Housing Ordinance 2023-12 (2nd Reading): The City has missed grant opportunities for not having a Fair Housing ordinance in place. By passage of Ordinance 2023-12 entitled “An Ordinance Prohibiting and Making Unlawful Discrimination in Housing and/or Real Property Because of Race, Color, Religion, Creed, National Origin, Ancestry, Sex, or Physical or Mental Handicap in the City of Sandwich” will ensure the City eligible for grants.

Motion made Alderman Arnett to adopt Ordinance 2023-12 as presented. Alderman Fritsch seconded. Aye: Aldermen Arnett, Erickson, Fritsch, Johnson, Kreinbrink, Robinson & Whitecotton Nay:0 Motion carried unanimously

e. Discussion and possible award of budgeted roofing and gutter replacement project on the Administrative Building at the Wastewater Treatment Plant to Exterior 1 of Sandwich at a cost of $23,675.00: The current roof is over 20 years old and has exceeded its useful life. Quotes were obtained from three local companies. Funds for the roofing were budgeted under Capital Improvements from the Sewer Reserve Fund (line item #350.0000.90.6800).

Alderwoman Johnson made a motion to award the bid to Exterior 1 of Sandwich at a cost of $23,675.00. Motion was seconded by Alderwoman Erickson. Aye: Aldermen Arnett, Erickson, Fritsch, Johnson, Kreinbrink, Robinson & Whitecotton Nay:0 Motion carried 7:0

Announcements: The next Finance Committee Meeting is June 19th, 2023 at 6:30 PM. The next Regular Council Meeting is June 19th, 2023 at 7:00 PM immediately followed by the Committee-of the-Whole Meeting.

Sexual Harassment Training for Council members and staff is being offered on June 19th or June 21st, 2023.

Adjournment: There being no further business to come before the Council, motion made by Alderwoman Johnson and seconded by Alderwoman Erickson to adjourn the Regular Council meeting at 7:15 PM. Motion carried unanimously via viva voce vote.
