City of Plano City Council met June 12.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, June 12, 2023 by Mayor  Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum. 

MINUTES: 

A motion was made by Alderman Williams, seconded by Alderman Johns , to approve the minutes of  the regular meeting on May 22, 2023. A unanimous “Aye” voice vote was heard. The motion passed. 

AGENDA: 

 A motion was made by Alderman Nadeau, seconded by Alderman Williams, to approve the agenda  for the regular meeting of June 12, 2023. A unanimous “Aye” voice vote was heard. The motion passed. 

WARRANTS: 

A motion was made by Alderman Wickens, seconded by Alderman DeBolt, to accept the report of the  Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated May 30, 2023 in  the amount of $ 123,860.20. 

Roll Call: 

Voting “Aye”: Wickens, Fawver, DeBolt, Johns, Mulliner, Nadeau, Williams 

Voting “Nay”: 

Absent: 

Motion passed. 

A motion was made by Alderman Wickens, seconded by Alderman DeBolt, to accept the report of the  Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated June 12, 2023 in  the amount of $1,270,260.13.

Voting “Aye”: Wickens, Fawver, DeBolt, Johns, Mulliner, Nadeau, Williams 

Voting “Nay”: 

Absent: 

Motion passed. 

WAGE REPORT: 

A motion was made by Alderman Wickens, seconded by Alderman DeBolt, to approve the April 2023  wage report in the amount of $ 316,383.70.

Voting “Nay”: 

Absent: 

Motion passed.

INTRODUCTION OF GUESTS: 

Guests and members of the press were welcomed by Mayor Rennels. 

CITIZEN’S COMMENTS: NONE 

PLANO AREA CHAMBER OF COMMERCE: 

Donna Adams was present; she informed the Council of many events: 

A & B Exteriors after hours June 15 at 5:30 

Coffee & Connections by Lyle Automotive June 16 at 8:00 am 

Biz Buzz on June 21 

Annual Golf outing June 29 at 9:30 am 

After Hours hosted by The Homestead July 6 at 5:30 pm 

Gas N Wash grand opening/ribbon cutting on July 14 at 10:00 am 

MAYOR’S REPORT: Michael Rennels 

Mayor Rennels announced the start of the Midweek Music beginning June 14, 2023 at 5:30 PM, Kids  fishing on June 17, Fireworks on June 30 and July 4th parade on July 2 

The Mayor informed the Council that Public Works is in the process of unionizing. 

CITY ATTORNEY: William Thomas – Absent – Attorney Tornatore present 

Ordinance 2023-11 Increase Class E Liquor licenses from 7 to 8 

A motion was made by Alderman Nadeau, seconded by Alderman Williams, to approve an ordinance  amending Title 3, Chapter 2, section 3-2-7 of the code of ordinances of the City of Plano number of Class e  liquor licenses.

CITY CLERK: Kathleen Miller 

March sales and related taxes $ 168,322.45; April sales and related taxes $ 190,764.70 March 2023 MFT unobligated balance $ 1,469,691.63; April 2023 MFT unobligated balance $ 1,504,449.13

CITY TREASURER: Zoila Gomez

April 2023 Treasurer’s report was in the amount of $ 12,979,291.99; Disbursements for April 2023 $ 894,158.83

Lauterbach and Amen will be conducting the FY ’23 audit on July 20-25, 2023

Plano Police Pension annual report for FY ’23 was presented; beginning balance May 1, 2022 was $ 8,318,954.71; ending balance as of April 30, 2023 was $ 8,819,228.01

POLICE CHIEF’S REPORT: Chief Whowell – Absent – Lt. Allison reported

On Monday, June 19, 2023 at 9:00 am members of the Plano PD and other surrounding jurisdictions will be at Foli Park fishing with children from the LEAD youth summer camp from the YMCA. Each police agency is tasked with choosing an event that is fun for kids and the foal is to foster positive relationships between kids and police officers.

PUBLIC WORKS: D. Boyer, J. Beyer - Absent , K. Tisberger

A motion was made by Alderman Mulliner, seconded by Alderman DeBolt, to authorize advertising for a part time seasonal laborer in the Water Department. A unanimous “Aye” voice vote was heard. Motion passed.

Karl updated the council on the windows for the Depot and the 2023 street program bid opening on June 29th.

Darrin informed the council that the turbo blower has been ordered and the Mixer project has started. BUILDING, PLANNING & ZONING: Jeff Sobotka

The demolition and rebuild of the Murphy Oil location has been permitted and will begin soon.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner called a meeting for June 29, 2023 at 6:00 PM to discuss food trucks.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

Alderman DeBolt had a meeting for May 31, 2023 at 6:00 PM to discuss allowing chickens, this is still a work in process.

COMMUNITY DEVELOPMENT: Alderman Fawver – Nothing to report

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for 06/26/2023 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns gave an update on Parks. The sign at Kristen Park is installed. Port-a-let was pushed over, it has been replaced. The city has replaced grills, painting and staining has been done on picnic tables, bleachers and parts of pavilions. We have received bids for fence at DePaul Park, we are waiting on another bid. The Memorial Day event was very nice. The Bark in the Park grant application will begin in August. The ribbon cutting at the Dog Park was held on June 10, it was very nice. Fishing with the Muskies will be held on June 17, from 9-1.

PERSONNEL & INSURANCE: Alderman Williams

Alderman Williams had a meeting for May 25, 2023 to discuss the 2024 Holiday Schedule, there was not a quorum so the meeting was canceled.

SPECIAL EVENTS: Alderman Nadeau – Nothing to report

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt stated there was a meeting on May 25, 2023 at 6:00 pm to discuss removing a no parking sign on East Lee St., semi-trailers parking on city streets and purchasing a bike rack. A meeting was called for June 14, 2023 at 7:00 PM to discuss GIS mapping.

CITIZEN’S COMMENTS:

Barb Petry spoke about Juneteenth, slavery, a book and a picture and living according to the Bible. Keith Riddle is having a dinner for Plano youth on June 28, 2023 from 6 to 8 pm and invited the Council to attend. He also asked who is sponsoring the fireworks and music in the park. The Mayor stated that the City is.

Jenny Jackson commented on a letter carrier looking at all of the water bills and causing a fiasco; she suggests the bills are put into envelopes for privacy. She also wonders why with the system we have that we round bills to the nearest thousand instead of to the actual read on the meter to the gallon. CLOSED SESSION: None

ADJOURNMENT:

A motion was made by Alderman DeBolt, seconded by Alderman Nadeau, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:34 p.m.
