City of Plano City Council met July 10.

The regular meeting of the Plano City Council was called to order on Monday, July 10, 2023 by Mayor Michael Rennels in the Council Room at City Hall. Aidan Joschko, a Plano Boy Scout led the Pledge of Allegiance to the Flag.

MINUTES:
A motion was made by Alderman Johns, seconded by Alderman DeBolt, to approve the minutes of the regular meeting on June 26, 2023. A unanimous "Aye" voice vote was heard. The motion passed. AGENDA:
A motion was made by Alderman Swoboda, seconded by Alderman Mulliner, to approve the agenda for the regular meeting of July 10, 2023. A unanimous "Aye" voice vote was heard. The motion passed.
WARRANTS:
A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated June 28, 2023 in the amount of $ 162,468.98.

MAYOR'S REPORT: Michael Rennels
The Mayor thanked Donna and the Chamber for their help with the parade. He also thanked Aldermen Nadeau, Mulliner and Swoboda for participating in the parade.
The Mayor announced that the City Clerk will be retiring as of August 31, 2023, however due to using up vacation/sick time her last day is July 13, 2023. He thanked the Clerk for her service.

Resolution #R2023-13 2023 Road Program
A motion was made by Alderman Johns, seconded by Alderman Mulliner, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and D Construction, Inc. for the 2023 road program.

The Chief thanked the retiring City Clerk for her great work.
PUBLIC WORKS: D. Boyer - Absent, J. Beyer, K. Tisberger
Josh gave an update on the Hale St watermain project. The trees have all been cut down, stump grinding will happen this week along with removing other debris and installation of the water main will begin the week of July 17, 2023. Also, the painting of the Main St. water tower will begin the week of July 17, 2023.
Karl informed the Council that there will be a bid opening on July 27, 2023 for the sidewalk project. The walking path along Rt. 34 between Niles and Eldamain has started. A dump truck that was ordered 2 years ago has finally been built.
BUILDING, PLANNING & ZONING: Jeff Sobotka
Jeff gave his 2nd quarter report for the Building, Planning & Zoning Department
COMMITTEE REPORTS:
ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner
Alderman Mulliner thanked the City Clerk for everything she has done for the City and wished her the best in her retirement. Alderman Mulliner called a meeting for July 18, 2023 at 6:30 to discuss food trucks, Class B liquor licenses and EOP.
BUILDINGS, GROUNDS AND ZONING: Alderman Williams - Absent
Alderman Fawver reminded the Council of a meeting on July 13, 2023 at 5:30 PM to discuss the Ordinance to allow keeping of chickens within the City
COMMUNITY DEVELOPMENT: Alderman Fawver
Alderman Fawver called a meeting for July 18, 2023 at 6:00 to discuss the façade improvement grants and the next ICSC trade show.
FINANCE: Alderman Wickens
Alderman Wickens called a meeting for 07/24/2023 at 5:15 p.m.
PARKS: Alderman Johns
Alderman Johns reported on the parks. At Foli Park patrons are leaving the bathrooms dirty and using a lot of toilet paper. The City Park concession area had a door kicked in. He will be ordering benches and pet waste stations. We have bike racks in stock so he would like to get those installed in various areas. Wednesday will be the next Midweek Music.
PERSONNEL & INSURANCE: Alderman Swoboda
Alderman Swoboda commented that there will be a lot of institutional knowledge leaving when the Clerk retires; those are big shoes to fill.
SPECIAL EVENTS: Alderman Nadeau
Alderman Nadeau has a meeting July 13, 2023 at 6:00 PM and will be discussing a new event and discussing the policy.
STREETS & UTILITIES: Alderman DeBolt - Nothing to report
Alderman DeBolt thanked the Clerk for all of the years that I have helped him.
CITIZEN'S COMMENTS:
Herb Walton informed the Council that they will be having the 15th Annual Rookie Run will be on August 27, 2023; they will not need any City services for this event. Secondly, after 39 years and 8 months, they have received an offer for The Friendly and are going to accept the offer. The new owner will be Dafina Lleshi.
Neal Veen thanked the City for the fireworks and parade.
