City of Plano City Council met July 24.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, July 24, 2023 by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES:

A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on July 10, 2023. A unanimous “Aye” voice vote was heard. The motion passed. 

AGENDA:

A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve the agenda for the regular meeting of July 24, 2023. A unanimous “Aye” voice vote was heard. The motion passed. 

WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated July 11, 2023 in the amount of $200.00.

Voting “Aye”: Wickens, Fawver, DeBolt, Johns, Mulliner, Nadeau, Swoboda, Williams

Voting “Nay”:

Absent:

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated July 24, 2023 in the amount of $161,912.04.

Guests and members of the press were welcomed by Mayor Rennels.

CITIZEN’S COMMENTS: None

MAYOR’S REPORT: Michael Rennels

Mayor Rennels said there is Midweek Music on 07/26/2023, from 6:00-8:00 p.m. The band is Red Horse.

Mayor Rennels thanked the Streets crew for their work cleaning up from the aftermath of the storm on July 14, 2023.

CITY ATTORNEY: William Thomas

Resolution #R2023-15 A resolution approving an intergovernmental agreement with the City of Sandwich with respect to the use of Plano’s tar and chip emulsions storage tank

A motion was by Alderman Mulliner, seconded by Alderman DeBolt, to approve a resolution for an intergovernmental agreement with the City of Sandwich with respect to the use of Plano’s tar and chip emulsions storage tank. Attorney Thomas said the time length for this agreement is 3 years, but can be modified.

CITY TREASURER: Zoila Gomez

The May Treasurer’s report for all funds is in the amount of $13,099,725.31.

The total disbursements were $793,657.63.

The May Revenue and Expenditure report is attached.

POLICE CHIEF’S REPORT: Lt. Allison

A motion was by Alderman Nadeau, seconded by Alderman DeBolt, to approve hiring Grace Short as a crossing guard replacement, at a rate of $13.80 an hour, with a starting date of August 17, 2023. Roll Call:

Voting “Aye”: Nadeau, DeBolt, Fawver, Johns, Mulliner, Swoboda, Wickens, Williams

Absent:

Motion passed.

Lt. Allison said that Sgt. Hernandez and Officer Brant received lifesaving awards at the July 14, 2023 Kendall County Respect for Law banquet. They saved an individual’s life in 2022.

Lt. Allison said that August 1, 2023 is the National Night Out. Members of the Police Department will be at the Kendall County Sheriff’s Department from 5:00-8:30 p.m. There will be food trucks, dunk tank, music, a cruise night, amongst other activities. This is a time when citizens can have positive interactions with law enforcement officers.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger

Karl said that sidewalk bids will be opened this week. A few projects he mentioned where the bike path looks good, spray patching ends this week, and the emergency brush pick up will be finished this week.

BUILDING, PLANNING & ZONING: Jeff Sobotka-None

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner said they had a meeting on July 18, 2023. They discussed the EOP and a gas station liquor license. He called a meeting for August 17, 2023 at 6:00 p.m. to discuss the EOP and food trucks.

BUILDINGS, GROUNDS AND ZONING: Alderman Williams-none

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver said they had a meeting on July 18, 2023. They discussed the façade improvement grant and the ICSC trade show. He called a meeting for August 15, 2023 at 6:00 p.m. to continue discussing these 2 items.

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for August 14, 2023 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns handed out a Park survey list. He said some of the items listed the City can do and others would need contractors.

PERSONNEL & INSURANCE: Alderman Swoboda-None

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau said they had a meeting on July 13, 2023 where they discussed looking into upcoming events and possible revisions to the special event policy. Also discussed was concern for adjusting their budget for the number of port-o-lets available for upcoming Fall events. Their next meeting is July 27, 2023 at 6:30 p.m. to discuss Clark Collectible’s event and the special event policy.

STREETS & UTILITIES: Alderman DeBolt-None

CITIZEN’S COMMENTS:

Barb Petry talked about strong foundations and treating others the same way you want others to treat you.

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:20 p.m.
