The regular meeting of the Plano City Council was called to order on Monday, August 14, 2023 by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

MINUTES:
A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve the minutes of the regular meeting on July 24, 2023. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:
A motion was made by Alderman Mulliner, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of August 14, 2023. There are two corrections to the agenda. The ordinances and resolution should be 2023, not 2021. For item 20, Closed session, it should be 5 ILCS 120/2 (c)(6). A unanimous “Aye” voice vote was heard. The motion passed.
WARRANTS:
A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated July 26, 2023 in the amount of $126,854.91.

CITY ATTORNEY: William Thomas
Ordinance #2023- 14 A motion was made by Alderman Fawver, seconded by Alderman Mulliner, to approve an ordinance reclassifying and rezoning real estate owned by Angel Silva, at 13 W. John Street. Attorney Thomas said there are two corrections that need to be made. On pages 2 and 3, General Residential District should be General Business District.

Ordinance #2023-15 A motion was made by Alderman Mulliner, seconded by Alderman Swoboda, to approve an ordinance amending Title 3 Chapter 2 Section 3-2-6 and Section 3-2-7 of Plano’s code of ordinances text amendment creating a Class B-2 liquor license, number of licenses and fees. There is a correction to be made on page 3. Both license payments are $625.00.

Resolution #R2023-16 A motion was by Alderman Mulliner, seconded by Alderman Swoboda, to approve a supplemental resolution for maintenance under the Illinois Highway Code through the Illinois Department of Transportation for our 2023 sidewalk project in the amount of $96,042.00. Karl Tisberger said the price of concrete has gone up. He said bids were higher and this supplement is needed in order to do this project. Roll Call:

Sales and related taxes for May 2023 are $201,218.81. The June 2023 Sales and related taxes are $222,287.54.
MFT unobligated balance for May 2023 is $1,265,513.04. The June 2023 MFT unobligated balance is $1,394,293.82.
CITY TREASURER: Zoila Gomez
The June Treasurer’s report for all funds is in the amount of $13,458,293.07.
The June 2023 total disbursements were $1,685,933.79.
The June 2023 Revenue and expenditure report, and the interest income by fiscal year and FY ’23 interest income total charts were included in this packet.
POLICE CHIEF’S REPORT: Lt. Allison
The Police and Fire Commission interviewed and made an offer of employment to lateral candidate Brandon Wayda. On August 28, 2023 they will be requesting the Mayor sign the certificate of hire and have Brandon sworn in, to start the day after. His starting pay is $78,593.71, which is budgeted and brings the department to 26 full time officers.
Lt. Allison applied for a grant with the Bureau of Justice Assistance. The Police Department will be given $20,000.00 to use towards the purchase of body cameras. This grant reimburses the City towards the $38,000.00 already paid, and will be able to apply the money in increments over the course of 3 years.
DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger
Karl said there is a 2023 Non-MFT meeting on August 22, 2023. He thanked the Council for approving the sidewalk program tonight. The 2-year bridge inspections are complete. Repairs to the Main Street and Hale Street bridges can be done in-house. He will talk to HR Green regarding the process to make repairs to the Creek Road bridge by the high school. Karl said painting poles in Lakewood will start in September, and street striping will start this month.
Josh said the water main project started last Monday. In regards to the Main Street water tower, they are working inside it, and in approximately 1-2 weeks they will start painting the outside. Residents will be informed about it.
Darrin said the mixer project would be finished in 1-2 months.

BUILDINGS, GROUNDS AND ZONING: Alderman Williams
Alderman Williams said their last meeting was on July 27, 2023. They discussed the pros and cons of a chicken ordinance. He called a meeting for August 24, 2023 at 5:30 p.m.
COMMUNITY DEVELOPMENT: Alderman Fawver
Alderman Fawver canceled his meeting on August 15, 2023, and rescheduled it for August 22, 2023 at 6:00 p.m.
FINANCE: Alderman Wickens
Alderman Wickens called a meeting for August 28, 2023 at 5:15 p.m.
PARKS: Alderman Johns
Alderman Johns said the contractor cutting the Lakewood grass is doing a good job. He want to meet with Karl Tisberger to see what work can be done in-house and what not.
PERSONNEL & INSURANCE: Alderman Swoboda-none
SPECIAL EVENTS: Alderman Nadeau
Alderman Nadeau said their last meeting was on July 27, 2023. They discussed offering the last port-o let to the Hispanic Heritage day event, and invoice them for the rest that the City will have to order. The Comic Con event is on August 19, 2023. The organizer has condensed his map to within one block of his store for the sidewalk sale vendor fair. This committee will be reading and reviewing the current special events policy this Fall.
STREETS & UTILITIES: Alderman DeBolt
Alderman Johns called a meeting for August 22, 2023 at 6:30 p.m.
CITIZENS’ COMMENTS:
Mary Papas asked why there is no parking or no parking on 1 side of Rock Street.
Barb Petry spoke of the new City signs and about the reaper, planting, and good and evil seeds/people.
CLOSED SESSION:
A motion was made by Alderman Fawver, seconded by Alderman Williams, to go into closed session under 5 ILCS 120/2(c)(6).
A unanimous “Aye” voice vote was heard. Motion carried.
A motion was made by Alderman Nadeau, seconded by Alderman Williams, to return to open session. A unanimous “Aye” voice vote was heard. Motion carried.
Attorney Thomas stated that no action was taken.
