The regular meeting of the Plano City Council was called to order on Monday, August 28, 2023 by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

MINUTES:

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to approve the minutes of the regular meeting on August 14, 2023. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve the agenda for the regular meeting of August 28, 2023.

WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated August 23, 2023 in the amount of $500.00.

MAYOR’S REPORT: Michael Rennels

A motion was made by Alderman Williams , seconded by Alderman Nadeau, to confirm hiring by the Police Commission of Brandon Wayda as a full time Police Officer, at a salary of $78,593.21, effective August 29, 2023, and authorize the Mayor to sign the Certificate of Hire.

Attorney Thomas swore in the new Police Officer.

CITY ATTORNEY: William Thomas

Ordinance #2023-16 A motion was made by Alderman Nadeau, seconded by Alderman Mulliner, to approve an ordinance amending Title 3 Chapter 2 Section 3-2-16 of the City’s Code text amendment on liquor control employee training requirements. The Class B-2 liquor license will be inserted here. Bassett training was discussed and this is a county regulation also.

Ordinance #2023-17 A motion was made by Alderman Swoboda, seconded by Alderman Mulliner, to approve an ordinance to increase the number of B-2 liquor licenses from 0 to 1. This is for Rocky Zaiter and C Stop.

Resolution #R2023-17 A motion was by Alderman Williams, seconded by Alderman Nadeau, to approve a resolution to purchase a 2023 CAT 926M articulating wheel loader, with all standard and optional equipment with extended warranty from Altorfer Cat, for an amount not to exceed $143,780.00. Karl said this amount is under budget.

Resolution #R2023-18 A motion was by Alderman Williams, seconded by Alderman Swoboda, to approve a resolution to purchase a 2022 John Deere open cab compact utility tractor from AHQ LLC, for an amount not to exceed $39,331.42. Karl said they originally looked for one with a cab but decided to do without one, and therefore this amount is under budget.

Resolution #R2023-19 A motion was by Alderman DeBolt, seconded by Alderman Williams, to approve a resolution to purchase a 2024 Case 570N EP 4WD landscape-construction tractor/loader, with standard and optional equipment listed with an extended warranty, from McCann Industries, Inc., for an amount not to exceed $76,450.00. Karl said they have looked at this for the last few years, and this amount is under budget. Roll Call:

Resolution #R2023-20 A motion was by Alderman Fawver, seconded by Alderman Swoboda, to approve a resolution to purchase a new Vactor 2100i PD Sewer Cleaner mounted on a Freightliner 114SD chassis, from Standard Equipment Company, for an amount not to exceed $502,427.52. There was discussion about the continual problems with the current vac truck and that this will suit the needs of the departments using it.

Resolution #R2023-21 A motion was by Alderman DeBolt, seconded by Alderman Nadeau, to approve and authorize an agreement by and between the City of Plano and D Construction, Inc. for the 2023 Sidewalk Project, for an amount not to exceed $219,220.00. Attorney Thomas said D Construction, Inc. was the lowest responsible bidder for this project. Karl said this goes hand in hand with the IDOT supplement resolution that

was passed 2 weeks ago.

Mayor Rennels read a statement from Zoila that the FY ’24 Amended Budget Memo and worksheets have been emailed. It notes the meeting dates to discuss and prepare the amended budget. Call your committee meetings accordingly.

POLICE CHIEF’S REPORT: Lt. Allison-Nothing

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer-Absent, J. Beyer, K. Tisberger Karl discussed the 2023 Road resurfacing map. He said it is going smoothly as is the street striping. There was talk about the time frame for the street resurfacing and if the City would be able to keep any of the grindings.

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to approve the purchase and installation of a 9- foot Western snowplow, a 3.0 cubic yard capacity stainless steel hopper spreader with standard and optional equipment listed, and installation and materials for a 6 LED type strobe light kit, from Regional Truck Equipment, for an amount not to exceed $19,679.00.

BUILDING, PLANNING & ZONING: Jeff Sobotka-Nothing

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner called a meeting for August 31, 2023 at 6:00 p.m. to discuss food trucks and a meeting tape recorder. This committee met on August 17, 2023. They discussed the EOP, which is on the COW agenda tonight. They also talked about food trucks and business licensing for them. Members asked why there is not an all-clear siren that goes off after bad weather. That would be confusing if it is an alarm or the all-clear siren.

BUILDINGS, GROUNDS AND ZONING: Alderman Williams

Alderman Williams said they met August 24, 2023 to discuss the chicken ordinance. This has been worked through with Jeff Sobotka, and is on tonight’s COW agenda. A meeting was called for September 6, 2023 at 5:30 p.m.

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver said they met on August 22, 2023 and discussed façade improvement grants. He thanked Mayor Mike for securing a booth at the ICSC event. A meeting was called for September 12, 2023 at 6:00 p.m. with agenda items being the amended budget and the façade improvement grant. FINANCE: Alderman Wickens

Alderman Wickens called a meeting for September 11, 2023 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns said the Klatt Park Sunday softball league is done and the lights there will be checked out. The form to buy bricks at Memorial Park needs to be updated and there has been a price increase for buying them. He thanked Karl for taking care of weeds at Kristen and Gorman Parks, and Josh and his department for taking care of the Splash Pad.

PERSONNEL & INSURANCE: Alderman Swoboda-Nothing

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau called a meeting for September 12, 2023 at 5:30 p.m. to look at the budget. Mayor Mike said September 13, 2023 is the last Wednesday night Music in the Park for this year.

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt’s committee met on August 22, 2023. They discussed the vac truck that was approved tonight. There was discussion about no parking on Rock Street. Residents have asked for at least parking on one side of the street. This issue is still being looked into. It has been asked about receiving water bills in an envelope or folded so that the information is kept private. Mayor Mike said residents can have sign up to have their bills emailed to them. Josh said the EPA lead pipe replacement has to be done by April 2024. Semi tractor truck parking is being looked into at maybe Gas-N-Wash’s extended parking or Niles Excavating parking. It is being looked into who is responsible for maintenance at the Faxon Road railroad crossing.

CITIZEN’S COMMENTS:

Jayme Montanus is seeking a gaming license to start a business in the former Shelby’s location. She spoke of other businesses she has and plans she has for this business.

Greg Vandercamp from Plano Sky Solar Project gave an update of activity since last year. He announced there is a presentation open to the public including a question-and-answer session on September 28, 2023, at the Plano American Legion, from 6:00-9:00 p.m.

Barb Petry believes in freedom and keeping our Constitutional freedoms and rights. Keith Riddle talked about a homeless man he is helping. He asked what could we do as a City to help the homeless with a shelter.

A motion was made by Alderman Nadeau, seconded by Alderman DeBolt, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 7:03p.m.
