City of Plano City Council met Oct. 9.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, October 9, 2023 by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES:

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to approve the minutes of the regular meeting on September 25, 2023. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of October 9, 2023. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated September 26, 2023 in the amount of $130,981.72.

Roll Call:

Voting “Aye”: Wickens, Fawver, DeBolt, Johns, Mulliner, Nadeau, Swoboda, Williams

Voting “Nay”:

Absent:

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 9, 2023 in the amount of $428,732.82.

Voting “Aye”: Wickens, Fawver, DeBolt, Johns, Mulliner, Nadeau, Swoboda, Williams

Guests and members of the press were welcomed by Mayor Rennels.

CITIZEN’S COMMENTS: None

MAYOR’S REPORT: Michael Rennels

Mayor Mike read a proclamation setting the Trick or Treat hours on October 31, 2023 from 3:30 p.m. to 7:30 p.m.

PLANO AREA CHAMBER OF COMMERCE

Mayor Rennels said a representative for the Chamber of Commerce would be attending the second Council meetings of each month.

CITY ATTORNEY: William Thomas

These two ordinances were switched so the Class B-2 liquor license was voted on first, and the Class B liquor license voted on second.

Ordinance #2023-20 A motion was made by Alderman Mulliner, seconded by Alderman Fawver, to approve an ordinance to increase the number of Class B-2 liquor licenses from 1 to 2 (Lenny’s Gas N Wash changed from a Class B to a Class B-2.) Alderman Swoboda asked if liquor license applicants are given the ordinance that describes the different types of liquor licenses. Mayor Rennels said yes, and he had emailed

Lenny’s Gas N Wash about changing their type of liquor license with no response.

Ordinance #2023-21 A motion was made by Alderman Mulliner, seconded by Alderman Fawver, to approve an ordinance to decrease the number of Class B liquor licenses from 5 to 4 (Lenny’s Gas N Wash changed from a Class B to a Class B-2.)

Voting “Aye: Mulliner, Fawver, DeBolt, Johns, Nadeau, Swoboda, Wickens, Williams

Motion passed.

CITY CLERK: Carin Martin, Deputy Clerk-Nothing

CITY TREASURER: Zoila Gomez

The July Treasurer’s Report for all funds is in the amount of $13,670,483.13.

The July 2023 Total Disbursements were $1,137,368.38.

Zoila reviewed the July 2023 Revenue and Expenditure report.

POLICE CHIEF’S REPORT: Lt. Allison

Lt. Allison thanked the Public Works Department for their help with an excellent Homecoming parade. He said they could not have done it without them.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer-Absent, J. Beyer-Absent, K. Tisberger

Karl said the sidewalk project and the last brush pick up for this year started today. The Depot windows will be worked on this week. He reported that weather and humidity have affected painting on the water tower. There should be a couple of days left of work inside the tower, and they are close to putting the dots of the logo on the outside of the water tower.

Mayor Rennels said the City wide clean up is next week.

BUILDING, PLANNING & ZONING: Jeff Sobotka-Nothing

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner-Nothing

BUILDINGS, GROUNDS AND ZONING: Alderman Williams-Nothing

COMMUNITY DEVELOPMENT: Alderman Fawver-Nothing

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for October 23, 2023 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns reported that the Splash Pad is closed and they will be closing the water fountains. GTZ will be doing a second aerate and seeding this week.

PERSONNEL & INSURANCE: Alderman Swoboda-Nothing

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau said there are a few special events coming up. On October 26, 2023 from 4:00-6:00 p.m., the Chamber of Commerce is having their Treats on the Street. On October 29, 2023 there is a Trunk or Treat at the Plano Methodist Church. There is also a private event on October 29, 2023.

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt said this committee met on October 3, 2023 and discussed the amended budget. He thanked the Police Department for tracking down the wild goat in town a few days ago.

CITIZEN’S COMMENTS:

Keith Riddle thanked those who have helped him with a homeless person’s issue. He said the Kendall County Health Department gave this person a Ziploc bag with toiletries in it and said there is a shelter in Joliet. Keith does not know what else to do to help him. This person went to the Harvester Motel to see about getting a room, but no one has been there to get information or a room. Mayor Rennels asked Jeff Sobotka to get the contact information to Keith. Keith said he would pay for a room for this person, and said donations for this would be accepted.

Jenny Jackson said she would like a resolution for the water bills and billing.

CLOSED SESSION:

A motion was made by Alderman DeBolt, seconded by Alderman Williams, to go into closed session under 5 ILCS 120/2(c)(6), to discuss setting a price for sale or lease of property owned by the public body. A unanimous “Aye” voice vote was heard. Motion carried.

A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to return to open session. A unanimous “Aye” voice vote was heard. Motion carried.

Attorney Thomas stated that no action was taken during the closed session meeting.

ADJOURNMENT:

A motion was made by Alderman Nadeau, seconded by Alderman DeBolt, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:49 p.m.
