City of Plano City Council met Jan. 8.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, January 8, 2024 by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum. 

MINUTES: 

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on December 11, 2023. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of January 8, 2024. On the COW agenda, Item 4 should be Citizens’ comments, and Item 5 should be Aldermen comments. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated December 27, 2023 in the amount of $122,066.46.

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated January 8, 2024 in the amount of $486,610.30.

CITIZENS’ COMMENTS:

MAYOR’S REPORT: Michael Rennels

Mayor Rennels introduced City Administrator Marty Shanahan.

CITY ADMINISTRATOR’S REPORT: Martin Shanahan

Martin expressed his thanks for this opportunity and the positive impact he hopes to have here.

CITY ATTORNEY’S REPORT: William Thomas

Ordinance 2024-01 Amending Title 1 Chapter 6 Section 1-6-6 (E) of the code of ordinances of the City of plano text amendment rules and regulations of Council proceedings.

A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve an ordinance amending Title 1 Chapter 6 Section 1-6-6 (E) of the code of ordinances of the City of Plano text amendment rules and regulations of Council proceedings. Attorney Thomas explained that the City’s agenda format is included in our City Code. We needed to amend it to add the “City Administrator’s Report” to the agenda, so a few other items were adjusted too. Item 16 is being changed from “Director of Public Works/City Engineer” to “Public Works Report”, and Item 17 “Director of Water Reclamation’s Report” is being eliminated as that is included with the “Public Works Report.” Alderman Nadeau asked why the “Director of Water Reclamation’s Report” is gone. Mayor Rennels stated that not having a Public Works Director, and including Water Reclamation in the “Public Works Report,” takes care of both of these items. He said it is a bookkeeping item, so our agenda reflects what we are currently doing.

CITY CLERK’S REPORT: Carin Martin, Deputy Clerk

Sales and related taxes for October 2023 are $201,258.24.

The current MFT unobligated balance is $1,625,259.55.

The Spring clean up is April 22-25, 2024.

The Fall clean up is October 14-17, 2024.

CITY TREASURER’S REPORT: Zoila Gomez-Nothing

POLICE CHIEF’S REPORT: Norm Allison

Interim Chief Allison reported that after 15 years, Sgt. Morton has stepped down from a task force. Sgt. Joutras has been picked for an Assistant Commander role with this task force.

Chief Allison gave a 2023 year end report for the Plano Police Department. He highlighted items like the LEADS youth program they were able to do for the first time, which is similar to a Big Brothers program, wearing pink badges for breast cancer, Shop with a Cop, and giving back to youth. He stated that they received a $20,000.00 grant which paid for $20,000.00 out of $38,000.00 needed for body cameras. For 2024, Chief Allison is looking to continue the department’s trainings and building their leadership team.

Chief Allison said with the snow we just had, the department wrote 76 tickets for parking in the street during a snowfall of 2 inches or more. Officers were able to go back and knock on most doors and ask residents to move their vehicles off the street, so the streets can be plowed. The City’s ordinance for parking on streets during snow was put on social media also.

Chief Allison gave information on a MOU with Yorkville PD. He said this is a real time information center for the County, inside Yorkville’s Police Department. Plano will have a detective there once a week, and will have access to this 24/7 for real time data.

PUBLIC WORKS REPORT: D. Boyer, J. Beyer, K. Tisberger

Karl thanked Interim Chief Allison for help with cars parked on the streets this past snowfall. He said the bridge west of town is inching in the right direction to getting on IDOT’s list for repairs. Mayor Rennels said he made a deal with these 3 Directors to attend meetings to report on their departments since we do not have a Public Works Director. Marty Shanahan will be coming to the meetings to report for them now. He thanked Darrin, Josh, and Karl for coming to these meetings and their work. DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka

Jeff gave a 2023 year end report. Mayor Rennels thanked Jeff and Gary Jacobs for their great numbers and jobs they do.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner called a meeting for January 17, 2024 at 7:00 p.m. Agenda items include food vendor trucks and initial looking at liquor licenses and gaming.

BUILDINGS, GROUNDS AND ZONING: Alderman Williams

Alderman Williams has a meeting scheduled for January 10, 2024 at 5:30 p.m.

COMMUNITY DEVELOPMENT: Alderman Fawver-Nothing

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for January 22, 2024 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns said the city park gate is closed so people can only walk in. He said the port-o-let at Gorman Park needed to be replaced which cost $500.00.

PERSONNEL & INSURANCE: Alderman Swoboda-Nothing

SPECIAL EVENTS: Alderman Nadeau-Nothing

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt called a meeting for January 17, 2024 at 6:00 p.m. Agenda items include a resident with a high water bill, street parking issues (parking in the right of way and in yards.)

CITIZENS’ COMMENTS:

Barb Petry said she loved the open dialogue, compassion, and education our Building, Planning, and Zoning Department uses. She said it reminds her of the preamble of the Illinois Constitution. She talked about letting God lead us, working with Him, and seeking His blessing.

Tiffany Forristall invited the Council to attend the State of the Plano Police event on January 23, 2024 from 11:00 a.m.-12:30 p.m. It is sponsored by the Plano Chamber of Commerce and the Plano Police Department, and is being held at Two Partners Café Family Restaurant in Plano.

CLOSED SESSION: None

ADJOURNMENT:

A motion was made by Alderman DeBolt, seconded by Alderman Williams , to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:30 p.m.
