City of Plano City Council met Feb. 26.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, February 26, 2024, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on February 12, 2024. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Swoboda, seconded by Alderman Williams, to approve the agenda for the regular meeting of February 26, 2024. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Johns, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated February 26, 2024 in the amount of $99,374.39.

Voting “Nay”:

Absent: DeBolt, Wickens

Motion passed.

WAGE REPORT:

A motion was made by Alderman Fawver, seconded by Alderman Johns, to table the wage report until the March 11, 2024 Council meeting. The wage report is dated January 2024 in the amount of $394,194.43. At the March 11, 2024 Council meeting, there will need to be a motion made to pick this item up off the table to vote on it.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Rennels.

CITIZENS’ COMMENTS: none

MAYOR’S REPORT: Michael Rennels

A motion was made by Alderman Williams, seconded by Alderman Fawver, to approve the Mayor’s appointment of Matthew Jackson to fill an unexpired term on the Police and Fire Commission, effective February 26, 2024, with the term ending May 2025.

Voting “Aye”: Williams, Fawver, Johns, Mulliner, Nadeau, Swoboda

Voting “Nay”:

Absent: DeBolt, Wickens

Motion passed.

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

Marty gave two positive observations. One is that the waste water treatment plant is at 50% capacity, which is an amazing number. The second is that budget meetings are on-going.

Marty said the truck item on the COW agenda tonight is from the Streets and Utilities committee. Also, there is a Plan Commission meeting on March 4, 2024 with annexations on the agenda.

PLANO CHAMBER OF COMMERCE: Tiffany Forristall

Tiffany reported on several Chamber of Commerce events. There is an event on Friday, March 1st with tickets still available. There is a multi-chamber event on March 7, 2024 at 8:00 a.m. with Plano Pure Fishing. There is a business after hours with the Krentz, Salfisberg, Swanson Haggard P.C. The Biz Bunny Hop is March 23, 2024 on Main Street downtown. They had a great turnout at the bowling event, and may do it again in the fall instead of the Scarecrow Scramble event.

Tiffany spoke on a few other items. She said Sue Rezin and Jed Davis will be at Ivana’s on March 19, 2024 for a State of Illinois presentation. She would like them to be more involved in the community. The Chamber is working with the Plano Historical Society to restore the reaper. They are having a fundraiser selling t-shirts, crewneck sweatshirts, and hooded sweatshirts.

CITY ATTORNEY’S REPORT: William Thomas

Ordinance #2024-04: An ordinance to decrease the number of Class I liquor licenses. A motion was made by Alderman Swoboda, seconded by Alderman Mulliner, to amend Title 3 Chapter 2 Section 3-2-7 to decrease Class I liquor licenses from 1 to 0 (The Homestead B & B LLC closed). Roll Call:

Voting “Aye”: Swoboda, Mulliner, Fawver, Johns, Nadeau, Williams

Voting “Nay”:

Absent: DeBolt, Wickens

Motion passed.

Resolution #2024-01: A resolution to allocate the use of Motor Fuel and Rebuild Illinois Funds to certain maintenance items.

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve a resolution for the local public agency general maintenance.

Voting “Aye”: Williams, Nadeau, Fawver, Johns, Mulliner, Swoboda

Voting “Nay”:

Absent: DeBolt, Wickens

Motion passed.

CITY CLERK’S REPORT: Carin Martin, Deputy Clerk

Sales and related taxes for December 2023 are in the amount of $201,392.44.

The current unobligated MFT balance for December 2023 is in the amount of $1,710,413.50. 

CITY TREASURER’S REPORT: Zoila Gomez-nothing

POLICE CHIEF’S REPORT: Norm Allison

Interim Chief Allison congratulated Sargeant Aaron Smith on his retirement March 22, 2024, after 29 years ofservice. There are 2 entry level candidates going thru the process ofscreening. If those 2 are approved, then 25 of the 26 positions at the police department will be filled.

PUBLIC WORKS REPORT: D. Boyer-absent, J. Beyer-absent, K. Tisberger

Karl said his crew has been doing a really good job trimming parkway trees. He said the sidewalk list is starting to be put together. He asked aldermen to let him know sidewalksin their wardsthat need to be checked for maintenance.

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka-nothing

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner will be scheduling a meeting to discuss the budget and follow up with Marty about food trucks.

BUILDINGS, GROUNDS AND ZONING: Alderman Williams

Alderman Williams called meetingsfor March 13, 2024 and March 20, 2024, both at 6:00 p.m. The March 13th meeting items are the budget and solar ordinance.

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver called a meeting March 13, 2024 at 6:00 p.m., to discuss the budget, façade improvement, and development update.

FINANCE: Alderman Wickens-absent

Alderman Fawver called a meeting for March 11, 2024 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns called a meeting for March 6, 2024 at 5:30 p.m. to discuss Memorial Park and Lakewood Springs Club at Pauline.

PERSONNEL & INSURANCE: Alderman Swoboda-nothing

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau has a meeting scheduled for March 6, 2024 at 5:00 p.m. to discuss the budget.

STREETS & UTILITIES: Alderman DeBolt-absent

There was a meeting on February 21, 2024 to discuss no parking on city streets when there is 2 or more inches of snow and truck parking. A meeting was called for March 6, 2024 to discuss the budget.

CITIZENS’ COMMENTS:

Neal Veen asked if the sidewalks could be completed at Gjovik and Waubonsee Community College so citizens would not have to cross Route 34 two times.

A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:20 p.m.
