Village of Oswego Board of Trustees met March 5.

CALL TO ORDER AND PLEDGE OF ALLEGIANCE
President Ryan Kauffman called the meeting to order at 7:01 p.m. Robert White led the Pledge of Allegiance to the Flag of the United States of America.
Before he led with the pledge, President Kauffman stated the following:
Robert White will be leading us in tonight’s Pledge of Allegiance. Robert served in the U.S. Army and was stationed at Fort Knox, Kentucky from August 20, 1976 to September 9, 1979. He served on the 42nd Field Hospital Unit and was honorably discharged with the rank of E-4.
Board Members Physically Present: President Ryan Kauffman; Trustees Tom Guist, Kit Kuhrt, Karin McCarthy-Lange, Karen Novy, Jennifer Jones Sinnott, and Andrew Torres.
Staff Physically Present: Dan Di Santo, Village Administrator; Jean Bueche, Asst. Village Administrator; Tina Touchette, Village Clerk; Jason Bastin, Police Chief; Jennifer Hughes, Public Works Director; Andrea Lamberg, Finance Director; Rod Zenner, Development Services Director; Joe Renzetti, IT Director; Kevin Leighty, Economic Development Director; and Dave Silverman, Village Attorney.
RECOGNITIONS/APPOINTMENTS
D.1 Proclamation- National Athletic Training Month, March 2024
Students of the SD308 athletic training program came forward. President Kauffman read the proclamation and presented them with a copy. Pictures were taken.
D.2 Planning and Zoning Commission
Board discussion focused on why Kim Bradshaw was being appointed to the Planning and Zoning Commission when her application shows she applied for the Economic Development Commission; why there are no other Planning and Zoning Commission applicants; using any applications for any commissions; need clarification; it’s the Village President’s decision on who to appoint; first Planning and Zoning Commission, with the additional members, is this Thursday.
a) Appoint Brian Thomas for a Term to Expire October 6, 2028
A motion was made by Trustee Kuhrt and seconded by Trustee Jones Sinnott to approve the Appointment of Brian Thomas for a Term to Expire October 6, 2028.

Nay: None
Voted Present: Tom Guist Jennifer Jones Sinnott
The motion was declared carried by a roll call vote with four (4) aye votes, zero (0) nay votes, and two (2) present votes.
b) Appoint Lisa Hillman for a Term to Expire October 6, 2028
A motion was made by Trustee Jones Sinnott and seconded by Trustee McCarthy-Lange to approve the Appointment of Lisa Hillman for a Term to Expire October 6, 2028.

Nay: None
Voted Present: Tom Guist Jennifer Jones Sinnott
The motion was declared carried by a roll call vote with four (4) aye votes, zero (0) nay votes, and two (2) present votes.

A motion was made by Trustee McCarthy-Lange and seconded by Trustee Torres to approve the Appointment of Kim Bradshaw for a Term to Expire October 6, 2028.

PUBLIC FORUM
Public Forum was opened at 7:11 p.m.
Frank Avila addressed the Board regarding ghost payrolling and possible payroll fraud in the office of the Kendall County Circuit Clerk; the Kendall County meeting was cancelled, so he came to Oswego’s Village Board meeting; he is doing a press conference later this week; he provided a packet to the Village Board and staff.
There was no one else who requested to speak. The public forum was closed at 7:16 p.m.

Director Lamberg addressed the Board on the 2024 third quarter financial update for the nine months ending January 31, 2024.
