Kendall County Board met May 21.

Here are the minutes provided by the board:

The Kendall County Board Meeting was held at the Kendall County Office Building, Rooms 209 & 210, in the City of Yorkville on Tuesday, May 21, 2024, at 9:00 a.m. The Clerk called the roll. Members present: Matt Kellogg, Zach Bachmann, Brian DeBolt, Elizabeth Flowers, Scott Gengler, Dan Koukol, Jason Peterson, Ruben Rodriguez, Brooke Shanley, and Seth Wormley. Member(s) absent: None.

The County Clerk reported to the Chairman that a quorum was present to conduct business.

PLEDGE OF ALLEGIANCE

Chairman Kellogg led the Pledge of Allegiance.

INVOCATION

Jordan Gash from Restore Church gave the invocation.

THE AGENDA

Member Rodriguez moved to approve the agenda with the following amendments move Item R from consent to item C under the Standing Committee and move items D & E from consent to New Business C & D. Member Bachmann seconded the motion. Chairman Kellogg asked for a voice vote on the motion. All members present voting aye. Motion carried.

SPECIAL RECOGNITION

Historic Preservation – Susan Kritzberg

2024 Kendall County Historic Preservation Commission Award for a Lifetime of Dedication to the Field of Historic Preservation was awarded to Susan Kritzberg.

Historic Preservation – Roger Matile

2024 Kendall County Historic Preservation Commission Award for a Lifetime of Dedication to the Field of Historic Preservation was awarded to Roger Matile.

Citizen of the Year – Roger Matile

Roger Matile was recognized as being the Citizen of the Year.

Member Koukol moved to approve the Resolution Honoring Citizen of the Year: Roger Matile. Member Bachmann seconded the motion. Chairman Kellogg asked for a voice vote on the motion. All members present voting aye. Motion carried.

PUBLIC COMMENT

Jordan Gash gave a brief word of thanks and gratitude to the amazing people in the County.

Margaret Sheehan spoke about elections.

NEW BUSINESS

Annual Financial Report

Tawnya Mack from Mack & Associates presented the Annual Financial Report – November 30, 2023.

Member Shanley moved to approve the County of Kendall, Illinois Annual Financial Report – November 30, 2023. Member Peterson seconded the motion. Chairman Kellogg asked for a roll call vote on the motion. All members present voting aye. Motion carried.

Compensation of the Kendall County Circuit Clerk

Member Flowers moved to approve an Ordinance Determining the Compensation of the Kendall County Circuit Clerk ($96,132 for FY2025, $100,938 for FY2026, $105,985 for FY2027, and $108,635 for FY2028) . Member Bachmann seconded the motion.

Member Shanley stated that she moved the two compensation items from the consent agenda for transparency purposes. Ms. Shanley said that the board needs to keep in mind the non-bargaining employees’ salaries and compensate them too or provide departments with additional workers to handle the workload.

Chairman Kellogg asked for a roll call vote on the motion. All members present voting aye. Motion carried. A complete copy of Ordinance 24-15 is available in the Office of the County Clerk.

Compensation of the Kendall County Coroner

Member Flowers moved to approve an Ordinance Determining the Compensation of the Kendall County Coroner ($75,742 for FY2025, $79,529 for FY2026, $83,505 for FY2027, and $85,593 for FY2028) . Member Gengler seconded the motion.

Member Flowers agreed with the statements of Member Shanley and should be comparable to surrounding Counties salaries.

Chairman Kellogg asked for a roll call vote on the motion. All members present voting aye. Motion carried. A complete copy of Ordinance 24-16 is available in the Office of the County Clerk.

ELECTED OFFICIAL & OTHER DEPARTMENT REPORTS

Sheriff

Under Sheriff Richardson spoke about the excessive speeding and increasing number of traffic accidents. The Jail kitchen has passed inspection. They were able to obtain suspects in the burglary case that took a lot of manpower to resolve.

**All FY2023 Accruals have been completed at this time. So these figures are where we currently stand for FY2024

*Includes major revenue line items excluding real estate taxes which are to be collected later.

Treasurer, Jill Ferko said that they will be collecting $430 million over the course of the tax collection period. They anticipate having the first distribution out at the end of the month.

State’s Attorney

State’s Attorney Eric Weis thanked the Forest Preserve for the SKYRUN and stated that a lot of work went into the case of the burglary. Mr. Weis spoke about the government report on mental health that was recently issued. He expressed the need for inpatient treatment facilities.

Coroner

Coroner Jacquie Purcell reviewed the report and spoke about the remains found on Park St in Yorkville. Health Department

Executive Director RaeAnn VanGundy informed the board on all of the community outreach the Health Department is involved in for environmental health, community health, mental health and community action.

EMA

Tracy Page reviewed the report in the packet.

STANDING COMMITTEE REPORTS

Planning, Building & Zoning

Petition 24-04

Member Rodriguez moved to approve Petition 24-04, A Request from Larry Nelson on Behalf of the Fox Valley Family YMCA for Site Plan Approval for Construction of a New YMCA and Related Infrastructure (Number of Parking Spaces Specifically) at 1520 Cannonball Trail, Bristol (PINs: 02-10-300-019 and 02-10-300-020) in Bristol Township; Property is Zoned B-4. Member Bachmann seconded the motion.

The number of parking spaces will go from 280 to 50.

Chairman Kellogg asked for a roll call vote on the motion. All members present voting aye except DeBolt and Gengler who were recused. Motion carried.

Facilities

Temporary Swing Space

Member DeBolt moved to approve a proposal for temporary swing space project from Cordogan Clark and Associates. Member Shanley seconded the motion.

The offices from the County Office Building will be relocated to the Courthouse during the remodel and the space in the Courthouse can be used for other offices, if necessary, once the remodel is complete.

Chairman Kellogg asked for a roll call vote on the motion. All members present voting aye. Motion carried. Holiday Calendar

Member Rodriguez moved to approve the County Holiday calendar that includes the Spring Holiday and the day after Christmas as approved at the local Court level. Member Bachmann seconded the motion.
