City of Sandwich City Council met June 3.

Here are the minutes provided by the council:

Administrator Penman made mention of an upcoming Public Meeting to discuss the future Main Street and Pratt Road Bridge project on June 20, 2024 at 6:00 pm

11. City Department’s Reports

A. EMA Report – Tony Eberle

May 21 met with School DIstrict

May 31 met with Aurora EMA Team

June 4 1st Tuesday of the Month.

B. Police Chief Senne

Chief Senne recapped a busy month for the department

Events attended: Continued Mystery reading at Haskin Elementary, Chief bi monthly meeting, Haskin end of school carnival handed out popsicles, Kids fishing derby and summer reading program at the library.

Next coffee with a cop will be 6/25/2024 at 1030 am at Savery and Sweet

First Walk and talk will be on 6/29 in the Fairwinds Subdivision

As the weather gets warmer, we will be doing Popsicles with the police we have over 2000 popsicles to share this summer

Speed trailer- is out and if anyone is interested in having it in their area, please email Sgt. Fasnacht

Police commission meeting on June 5. Looking into modification of lateral officer and new entry officer testing. Will be following up on active list to see if candidates are still interested or if they have taken employment elsewhere.

Collecting for Ofc. Vega care package until 6/7 then will be shipped off.

Ofc. Mumbower is in his shadow phase of Field Training and is projected to be on solo patrol on 6/17/2024

Ofc. Dwyer began week 4 of academy. Spoke with him last night all is going well.

Ofc. Meisner and partner graduated from K-9 school this Friday. First night on the street will be June 10th. Look to swear in dog at 6/17 council meeting

Ofc. Bright headed up checking on sex offenders in Sandwich and all 11 were in compliance.

AED-met with vendor. Awaiting number of AED to be in buildings and then place order. 8 squad- 3pd building

Support staff appreciation week. Thanks to Wendy Flowers and Mary Braynt for the work they do each day. Note one is out on medical.

Starting to plan National Night out 8/6/2024 from 6-8 pm

Will be putting out letter of interest in the SRO spot for upcoming school year. Thanked officers for all the work they are doing.

C. Engineering Report – Curt Dettmann

Latham Street - All Sanitary Sewer and Water Line installation is complete. Work has moved to West side of Latham Street. Discussed extra signage on the North and South end of Latham.

2023 Sidewalk Program West of South Main Street is complete. Final cost is around $112,000 (less than awarded amount)

2024 Sidewalk Program - Triggi Concrete is moving quickly and has completed North Side and now working along Wells Street on the South Side of the City. Mentioned that they will be adding some extra work on Elmwood.

Pavement Management Contract 20K below Engineering Estimate.

Alderman Robinson asked about the signs on Latham Street - 1 month since he brought it up. Concerned about the quality of the signs being used by the contractor during the project.

Alderman Arnett - Discussed Sidewalk Project Changes along Elmwood

Alderwoman Erickson - Requested Executive Session for Personnel under 2 (c) (1) for Personnel Alderman Fritsch - Thanked City Crew for cleaning up area West of Johnson's Floral

Alderwoman Johnson - Commented on correspondence with neighbors about Elmwood Street sidewalk - Asked Police Chief about AED training for staff and City Council - Chief said yes there will be training for staff.

Johnson asked about a CPR class - Chief mentioned that the Fire Department tends to offer them from time to time. Mentioned coming up with a City of Sandwich Flag for the Polce Department.

Littlebrant - no comments

A. Discussion and possible action to authorize the mayor to enter into an agreement with Innovative Underground of Sandwich for sanitary sewer manhole relining at an amount not to exceed $80,000 - Council reserves the right to waive competitive bidding requirement.

Motion to waive competitive bid requirements for sanitary sewer manhole relining project

Motion made by Fritsch, Seconded by Whitecotton.

Motion to authorize the mayor to enter into an agreement with Innovation Underground to complete Sanitary Manhole Lining at a cost not to exceed $80,000

B. Discussion and possible action to accept recommendation from City Engineer to award the 2024 Road Program to D. Construction Inc. of Coal City, IL in the amount of $426,626.32

C. Discussion a possible approval of inclusion of Military banners as part of the City 2024-2025 banner program (to be paid by veteran/veteran's family) www.militarytributebanners.org

Mayor Latham discussed the concept of the Military banner program -

Motion to include Military banners as part of the City's 2024-2025 banner program (to be paid by veteran/veteran's family) made by Johnson, Seconded by Erickson.

D. Approval of bills in the amount of $288,089.04

Motion made by Erickson, Seconded by Johnson.

Motion to enter Executive session for Personnel under 5 ILCS 2(c) (1) as requested by Alderwoman Erickson at 7:29 am
