Kendall County Board met June 18.

Here are the minutes provided by the board:

The Kendall County Board Meeting was held at the Kendall County Office Building, Rooms 209 & 210, in the City of Yorkville on Tuesday, June 18, 2024, at 9:09 a.m. The Clerk called the roll. Members present: Matt Kellogg, Zach Bachmann, Brian DeBolt, Elizabeth Flowers, Scott Gengler, Dan Koukol, Jason Peterson, Ruben Rodriguez, Brooke Shanley, and Seth Wormley. Member(s) absent: None.

The County Clerk reported to the Chairman that a quorum was present to conduct business.

PLEDGE OF ALLEGIANCE

Members of the Kendall County Youth Academy led the Pledge of Allegiance.

INVOCATION

Dr. Shauna Weatherspoon from Habitat for Humanity gave the invocation.

THE AGENDA

Member Flowers moved to approve the agenda. Member Bachmann seconded the motion. Chairman Kellogg asked for a voice vote on the motion. All members present voting aye. Motion carried.

SPECIAL RECOGNITION

Juvenile Justice Council Scholarship Winners

Scholarships were presented to Ryan Walsh and Jensen Krantz.

Kendall County Youth Academy

Chris Phillips spoke about the Youth Academy program.

PUBLIC COMMENT

Joan Soltwisch spoke about the Seward Township Land Resource Planning Committee’s history. Bernard Marrow spoke about the Chaplin Program.

Shauna Weatherspoon spoke about how Habitat for Humanity is serving the community.

Margaret Sheehan spoke about elections.

D Studler spoke about allegations being made without proof and native plants.

NEW BUSINESS

Liquor Control Ordinance

Member Shanley moved to approve the Kendall County Liquor Control Commission Ordinance Increasing the Number of Class H Licenses. Member Peterson seconded the motion. Chairman Kellogg asked for a roll call vote on the motion. All members present voting aye. Motion carried.

Under Sheriff Richardson reviewed the report in the packet.

County Clerk & Recorder

Revenue Report

Treasurer

Treasurer, Jill Ferko stated that the tax payments are on track.

Coroner

Coroner Jacquie Purcell reviewed the report and thanked all those that helped with the grave site find.

Health Department

Executive Director RaeAnn VanGundy reviewed the weatherization program, the new mental health juvenile justice grant and the flowerpots.

Supervisor of Assessments

Supervisor of Assessments Andy Nicoletti informed the board that they will be sending out the disabled veteran and disabled persons notices.

EMA

Roger Bonuchi told the board about the events they will be at in the upcoming months.

STANDING COMMITTEE REPORTS

Finance

Budget Amendment

Member Bachmann moved to approve an Ordinance Approving a Budget Amendment #1 for the Kendall County Fiscal Year 2023-24 Annual Budget and Appropriations. Member DeBolt seconded the motion. Chairman Kellogg asked for a roll call vote on the motion. All members present voting aye. Motion carried.

Mack & Associates

Member Peterson moved to approve an Ordinance of an Agreement Between County of Kendall, Illinois and Mack & Associates ($93,700 for FY2024, $96,515 for FY2025, and $99,405 for FY2026). Member DeBolt seconded the motion. Chairman Kellogg asked for a roll call vote on the motion. All members present voting aye. Motion carried.

OTHER BUSINESS

Member Bachmann commented on Pride month.

Member Flowers commented on LGBTQIA+ awareness.

Member Shanley applauded the Village of Oswego for passing a resolution regarding Pride month and suggested the county does something similar.

Member Peterson moved to approve the appointment(s). Member Flowers seconded the motion. Chairman Kellogg asked for a voice vote on the motion. All members present voting aye. Motion carried.

D Studler asked how long Mack & Associates have been the County’s Auditors.

Member Shanley moved to adjourn the County Board Meeting until the next scheduled meeting. Member Rodriguez seconded the motion. Chairman Kellogg asked for a voice vote on the motion. All members present voting aye. Motion carried.
