City of Plano City Council met Aug. 26.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, August 26, 2024, at 6:00 p.m., by Deputy Clerk Carin Martin in the Council Room at City Hall. The Deputy Clerk led the Pledge of Allegiance to the Flag.

There was a quorum.

A motion was made by Alderman Williams, seconded by Alderman Fawver, to appoint Alderman Mulliner as Mayor Pro-Tem for tonight’s meetings. Mayor Rennels was unable to attend tonight.

Voting “Aye”: Williams, Fawver, Johns, Nadeau, Swoboda, Wickens

Voting “Nay”:

Absent: DeBolt

Abstain: Mulliner

Motion passed.

MINUTES:

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on August 12, 2024. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve the agenda for the regular meeting of August 26, 2024. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated August 26, 2024 in the amount of $129,040.82.

Voting “Nay”:

Absent: DeBolt

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Pro-Tem Mulliner.

CITIZENS’ COMMENTS: none

MAYOR’S REPORT: Mayor Rennels-absent, Mayor Pro-Tem Mulliner-none

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

Marty said he and Mayor Rennels attended the Kendall County Mayor and Manager’s meeting last week. Items discussed were the Kendall County Broadband update, Kendall Area Transit funding, EPA lead copper lines, Animal Control service assistance, shared services administration, and Emergency Management Coordination. Marty is having conversations regarding Lakewood SSA #6 and maybe #7. He is hoping to replicate what was done with SSA #5 for #6.

PLANO CHAMBER OF COMMERCE: Tiffany Forristall

Tiffany gave a list of Chamber of Commerce events.

On August 23, 2024, there was a Back-to-School event. They had a great turn-out and gave out over 320 backpacks.

Tiffany went to a new teacher luncheon, with 25 new teachers there.

September 4, 2024 is a ribbon cutting at The Chocolate Shoppe’s new location at 4:00 p.m.

September 5, 2024 is an event at The Homestead 1854.

September 14, 2024 is the Hispanic Heritage Fest.

There will be a Scarecrow Split event.

CITY ATTORNEY’S REPORT: William Thomas

Ordinance #2024-29: An ordinance amending building regulations, building fees, building permit and inspection fees, and adding additional projects to be permitted

A motion was made by Alderman Williams, seconded by Alderman Fawver, to approve an ordinance amending Title 4, Building Regulations, Chapter 5, Building Fees, of the Code of Ordinances of the City of Plano; Text amendment adjusting building permit and inspection fees and adding additional projects that require a permit. Attorney Thomas stated the majority of fees have not been raised since 2001. There have been unregulated projects that have created problems. Research was completed with surrounding government entities before proposing these fee changes.

CITY CLERK’S REPORT: Carin Martin, Deputy Clerk

Due to the heat, Groot will start their drivers at 5:00 a.m. tomorrow, August 27, 2024 instead of 6:00 a.m.

CITY TREASURER’S REPORT: Zoila Gomez

Zoila stated the FY ’25 Amended Budget memo and worksheets have been emailed. It notes the meeting dates to discuss and prepare the Amended Budget. Call your committee meetings accordingly. 

POLICE CHIEF’S REPORT: Norm Allison

Chief Allison said they have applied for a reimbursement application for $9,392.00 for two bills for the training academy for new Police Officers Collin and Sonya. They both have passed their state exams. Recently, the Police Department utilized a traffic enforcement program. In May, June, and July, officers worked extra on enforcement and public education. There were an additional 34 citations and 21 warnings given.

PUBLIC WORKS REPORT: D. Boyer-absent, J. Beyer-absent, K. Tisberger

Karl reported that the paving program isin fullswing. The paving should be finished today. The sidewalk program will start after Labor Day.

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka

Jeff thanked the Council for passing the amendment to building fees and permits earlier tonight. He said at the September 3, 2024 Plan Commission meeting, agenda itemsinclude the solar ordinance and a special use application for the old Plano hotel.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner will schedule a meeting shortly.

BUILDINGS, GROUNDS AND ZONING: Alderman Williams

Alderman Williams called a meeting for September 24, 2024 at 6:00 p.m.

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver called a meeting for September 24, 2024 at 6:30 p.m.

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for September 9, 2024 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns reported on the committee meeting from August 13, 2024. He said they heard a presentation about a potential Eagle Scout project about one or two gaga ball pits. Alderman Johns said the committee discussed the $34,000.00 quote to remove, transfer, and install a gently used playground equipment set. They looked at Dick Hemmingsen, Larry Trimberger, and Ray Niles Parks. There was a meeting called for September 17, 2024 at 9:30 a.m.

PERSONNEL & INSURANCE: Alderman Swoboda

Alderman Swoboda’s committee met on August 22, 2024. There was a presentation from Illinois Municipal League Risk Management program. There is another committee meeting on August 27, 2024, at 5:30 p.m., to hear a presentation from Illinois Municipal Insurance Company.

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau said that Wednesday isthe last night for the Midweek Music concertseries. She called a meeting for September 17, 2024 at 9:00 a.m.

STREETS & UTILITIES: Alderman DeBolt-absent

CITIZENS’ COMMENTS: none

CLOSED SESSION: 5 ILCS 120/2 (c)(21)

A motion was made by Alderman Swoboda, seconded by Alderman Johns, to go into closed session for the semi annual review and discussion of minutes of meetings lawfully closed under the Open Meetings Act mandated by 5 ILCS 120/2.06 (d).

Voting “Aye”: Swoboda, Johns, Fawver, Mulliner, Nadeau, Wickens, Williams

Voting “Nay”:

Absent: DeBolt

Motion passed.

A motion was made by Alderman Nadeau, seconded by Alderman Fawver, to return to open session.

Motion passed.

A motion was made by Alderman Swoboda, seconded by Alderman Williams, to approve a motion for the need to maintain confidentiality as to all or a portion of those closed session minutes.

Voting “Nay”:

Motion passed.

ADJOURNMENT:

A motion was made by Alderman Nadeau, seconded by Alderman Fawver, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:36 p.m.
