City of Plano City Council met Dec. 9.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, December 9, 2024, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

MINUTES:

A motion was made by Alderman Williams, seconded by Alderman Mulliner, to approve the minutes of the regular meeting on November 25, 2024. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of December 9, 2024. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated November 26, 2024 in the amount of $141,857.34.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated November 27, 2024 in the amount of $1,449.40.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated December 9, 2024 in the amount of $625,802.45.

WAGE REPORT:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay the wage report dated November 2024 in the amount of $389,164.00.

Guests and members of the press were welcomed by Mayor Rennels.

CITIZENS’ COMMENTS: none

MAYOR’S REPORT: Mayor Rennels

Mayor Rennels thanked everybody for their help with the Plano Rockin’ Christmas. He said at the event and throughout the month, close to $11,000-12,000.00 has been donated. This money will be used for food gift cards to help citizens in need.

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

City Administrator Shanahan gave a 2025 insurance update re: workers comp, general liability, and cyber liability. He thanked the department headsfor their help keeping the city’sinsurance up to date during this past late summer and early fall.

At the January 13, 2025 Council meeting, there will be a façade improvement grant on the agenda, asking for approval, for Cheyanne Diaz, Ultimate Dance on the Move LLC. Also on the agenda, will be a resolution for additional costs for the Hale Street project.

CITY ATTORNEY’S REPORT: William Thomas

Ordinance #2024-37- An ordinance for a variance reducing parking spaces at 120 W. Main Street A motion was made by Alderman Swoboda, seconded by Alderman Williams, to approve an ordinance granting a variance reducing the required number of parking spaces at 120 W. Main Street, Plano, Illinois, 60545. Attorney Thomas said Elizabeth Chapa is the owner of this property. Previously, she was granted a rezoning B 3 special use for above first floor residential. The current city code requires two parking spaces per apartment. This building will have four apartments, so eight parking spaces are needed. If approved, this ordinance would reduce the requirement to four total parking spaces. Alderman DeBolt asked if there would be signs put up where these parking spaces would be. Mayor Rennels said it is private parking behind the building. Roll Call:

Ordinance #2024-38- An ordinance for a variance reducing parking spaces at 4 W. Main Street A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve an ordinance granting a variance reducing the required number of parking spaces at 4 W. Main Street, Plano, Illinois, 60545. Attorney Thomas said this location was previously granted a rezoning B-3 special use for above first floor residential. There will be two units on the second floor. There is no parking available on-site because the property is on the property lines.

Ordinance #2024-39- An ordinance for the 2024 Tax Levy

A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve an ordinance for the 2024 Tax Levy.

Resolution #2024-35 A resolution for the tax abatement GO bond

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to approve a resolution for the tax abatement GO bond.

Resolution #2024-37- A resolution for the partial tax abatement SSA 3 and 4

A motion was made by Alderman Fawver, seconded by Alderman Williams, to approve a resolution for the partial tax abatement SSA 3 and 4.

Resolution #2024-38- A resolution for the partial tax abatement SSA 5

A motion was made by Alderman Fawver, seconded by Alderman Swoboda, to approve a resolution for the partial tax abatement SSA 5. Alderman Mulliner asked if this was Lakewood Springs Club. Treasurer Gomez said yes. He then asked if this was a large amount because of MI Homes. Treasurer Gomez said it is for prepaid properties.

Resolution #2024-39- A resolution for the tax abatement SSA 6

A motion was made by Alderman Swoboda, seconded by Alderman Williams, to approve a resolution for the tax abatement SSA 6. Alderman Mulliner asked if this is by the water tower by Big Rock Avenue. Treasurer Gomez said yes.

Resolution #2024-40- A resolution creating the Community Outreach Coordinator position A motion was made by Alderman Mulliner, seconded by Alderman Swoboda, to approve a resolution creating the position of Community Outreach Coordinator. Attorney Thomas said the job description was in City Administrator Shanahan’s memo and as an attachment to the resolution. Alderman Nadeau asked if this is a part-time position, would it be enough hours worked for benefits for this position. Treasurer Gomez said it would be 20 hours a week, so the position would get half of the full-time benefits of sick and vacation hours only.

Resolution #2024-41- A resolution to approve an agreement with HR Green re: Main Street improvements (Ben Street to Hale Street), Phase I project development

Mayor Rennelssaid thisitem will need to wait until the January 13, 2025 Council meeting. Karl Tisberger said this is for MFT funds not General Funds, and needs to go through IDOT.

A motion was made by Alderman Mulliner, seconded by Alderman Williams, to table this resolution, asking to approve a resolution approving and authorizing the execution of a professional services agreement by and between the City of Plano and HR Green in an amount not to exceed one hundred thirty-six thousand, two hundred seventy-four dollars and ninety-eight cents ($136,274.98) re: Main Street improvements (Ben Street to Hale Street), Phase I project development report. A unanimous “Aye” voice vote was heard. Motion passed. CITY CLERK’S REPORT: Carin Martin, Deputy Clerk

A motion was made by Alderman Nadeau, seconded by Alderman Fawver, to approve the 2025 schedule of regular meetings for the City Council, Plan Commission, Police Commission, and Plan Commission submittal dates.

CITY TREASURER’S REPORT: Zoila Gomez

Treasurer Gomez expressed her thanks for approving the levy for next year, and wished all a Merry Christmas.

POLICE CHIEF’S REPORT: Norm Allison

Chief Allison said Officer Quill has graduated from the field training program. On Friday, Officer Stankus will graduate from the academy, and will then start a 15-week training program here. PUBLIC WORKS REPORT: D. Boyer-absent, J. Beyer-absent, K. Tisberger

Karl said the bucket truck sold at auction for double what they had anticipated.

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka-nothing

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner called a meeting for January 8, 2025 at 6:30 p.m., to discuss a taser program for the police department.

BUILDINGS, GROUNDS, AND ZONING: Alderman Williams

Alderman Williams said this committee met on December 2, 2024, and had a lengthy discussion on the solar ordinance. He called a meeting for January 8, 2024 at 6:00 p.m., to discuss the solar ordinance. COMMUNITY DEVELOPMENT: Alderman Fawver-nothing

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for January 13, 2025 at 5:15 p.m.

PARKS: Alderman Johns-nothing

PERSONNEL & INSURANCE: Alderman Swoboda-nothing

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau gave a big thank you to the community for the tremendous support and to the city crews for the Plano Rockin’ Christmas activities.

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt echoed Alderman Nadeau’s comments. He said Julie Wade was very surprised and overwhelmed by winning the Ross Greiter Spirit of Christmas Award.

Alderman DeBolt said there has been another accident on Route 34 and Needham Road. He asked if signage for a dangerous intersection could be put up there, and that it needs to be addressed. Alderman Wickens said she received a call from a concerned citizen about this issue.

CITIZENS’ COMMENTS:

Barb Petry said it was a cool light parade Friday celebrating Christmas with lights. She correlated it with President John Quincy Adams’ thoughts on celebrating Christmas and the Fourth of July. Elizabeth Chapa thanked the council for their support and can’t wait to start construction on the Plano Hotel.

Iwana Wyszynski thanked the council for approving the grant for parking and variance forthe apartments at 4 W. Main Street. They look forward to the construction and moving their restaurant here. CLOSED SESSION: none

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:42 p.m.
