City of Plano City Council met Feb. 24.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, February 24, 2025, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to approve the minutes of the regular meeting on February 10, 2025. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Nadeau, seconded by Alderman Swoboda, to approve the agenda for the regular meeting of February 24, 2025. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated February 12, 2025 in the amount of $100.00.

Voting “Aye”: Wickens, Fawver, DeBolt, Johns, Mulliner, Nadeau, Swoboda

Voting “Nay”:

Absent: Williams

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated February 24, 2025 in the amount of $104,461.54.

Voting “Aye”: Wickens, DeBolt, Fawver, Johns, Mulliner, Nadeau, Swoboda

Voting “Nay”:

Absent: Williams

Motion passed.

WAGE REPORT: none

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Rennels.

CITIZENS’ COMMENTS: none

MAYOR’S REPORT:

Mayor Rennels mentioned Darrin Boyer’s retirement after 33 years of service. Darrin’s last day is the end of the month, but his official retirement date is March 14, 2025. Mayor Rennels stated what a great employee Darrin was.

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

City Administrator Shanahan talked about the AEDs and the training city staff completed for their use by Sgt. John Beery.

PLANO AREA CHAMBER OF COMMERCE:

Tiffany Forristall said the Chamber’s annual dinner is March 7th, and the Biz Bunny Hop is Saturday, April 12th from Noon to 2:00 p.m. It will be similar to Halloween’s Treats on the Streets, with candy given out.

CITY ATTORNEY’S REPORT: William Thomas

Resolution #2025-14 A resolution for Local Public General Maintenance

A motion was made by Alderman Mulliner, seconded by Alderman Swoboda, to approve a resolution for Local Public Agency General Maintenance, Illinois Highway Code, MFT funds for maintenance items.

Voting “Nay”:

Absent: Williams

Motion passed.

CITY CLERK’S REPORT: Carin Martin, Deputy Clerk-absent, Tammy Snyder

Sales and related taxes for November 2024 are in the amount of $220,728.32.

The current MFT unobligated balance for November 2024 is in the amount of $1,728,254.67. Sales and related taxes for December 2024 are in the amount of $230,521.93.

The current MFT unobligated balance for December 2024 is in the amount of $1,761,339.79. 

CITY TREASURER’S REPORT: Zoila Gomez

The October 2024 Treasurer’s report for all funds is in the amount of $14,184,225.81. Total disbursements for October 2024 were $1,229,759.19.

The October 2024 Revenue and Expenditure report was attached.

The November 2024 Treasurer’s report for all funds is in the amount of $14,425,433.97. Total disbursements for November 2024 were $509,048.64.

The November 2024 Revenue and Expenditure report was attached.

The December 2024 Treasurer’s report for all funds is in the amount of $13,917,583.11. Total disbursements for December 2024 were $1,138,744.15.

The December 2024 Revenue and Expenditure report was attached.

Treasurer Gomez said the delay in the reconciliation was due to the police pension bank statements.

POLICE CHIEF’S REPORT: Norm Allison

Chief Allison talked about acquiring a grant for tuition waiver for $4,600.00. He would like that money for officers to attend leadership training.

PUBLIC WORKS REPORT: Darrin Boyer, Nick Rossaert, Josh Beyer Sr., Karl Tisberger 

Karl said with spring around the corner, they will be busy fixing pot holes. He thanked the Department Heads and Public Works’ guys for their help with main breaks and the back-to-back snows.

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka

Jeff said the first draft for the comprehensive plan will be ready in April to bring to the Council.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner called a meeting for March 13, 2025, at 6:00 p.m. to go over the budget.

BUILDINGS, GROUNDS, AND ZONING: Alderman Williams-absent

Alderman Fawver said there is a meeting already scheduled for March 4, 2025, at 6:00 p.m.

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver called a meeting for March 12, 2025, at 6:00 p.m.

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for March 10th, 2025 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns said this committee met on February 20, 2025 to go through the budget.

PERSONNEL & INSURANCE: Alderman Swoboda-nothing

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau said this committee met on Feb. 20, 2025, to review the budget. There is a slight increase in the budget for Music in the Park, for the parade, and advertisements for special events.

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt called a meeting for March 5, 2025, at 5 p.m. to discuss the water and sewer budget. He called a second meeting for March 12, 2025, at 5 p.m. to discuss the streets and utilities budget.

CITIZENS’ COMMENTS: none

CLOSED SESSION: 5 ILCS 120/2

ADJOURNMENT:

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:20 p.m.
