Village of Oswego Planning & Zoning Commission met March 6.

Here are the minutes provided by the commission:

1. CALL TO ORDER

Chairman Pajor called the Oswego Planning & Zoning Commission Meeting to order at 7:00 p.m.

2. ROLL CALL

Present: Kim Bradshaw, Thomas Collins, Lisa Hillman, Rick Kuhn, Andrew McCallum, Charlie Pajor

Absent: Joel Pyle, Justin Sather, Brian Thomas

There was a quorum.

Oswego community representatives in attendance were:

Present: Rod Zenner, Director; Rachel Riemenschneider, Assistant Director; Jeff Lind, Planner; Mary Ellen Bliss, Recording Secretary

3. MINUTES

Motion: Commissioner Collins, second Commissioner Bradshaw to accept the minutes of the January 9, 2025 Planning & Zoning Commission Meeting.

Ayes: Commissioners Bradshaw, Collins, Hillman, Kuhn, McCallum, Pajor

Nays: None

Absent: Commissioners Pyle, Sather, Thomas

Motion carried

4. PUBLIC HEARINGS

Variance

Farmington Lakes

Applicant: Oswegoland Park District

Project #1242.25

Project Manager: Rachel Riemenschneider

Motion: Commissioner Kuhn, second Commissioner Collins to open the Public Hearing at 7:01 p.m.

Ayes: Commissioners Bradshaw, Collins, Hillman, Kuhn, McCallum, Pajor

Nays: None

Absent: Commissioners Pyle, Sather, Thomas

Motion carried

Assistant Director Riemenschneider stated as part of a number of site improvements at Farmington Lakes Park, the Oswegoland Park District is proposing a parking lot with 23 spaces and are requesting a Variance from Section 8.605 of the Subdivision and Development Regulations, which requires curb and gutter around all parking lots. Assistant Director Riemenschneider stated the Village Engineer has reviewed this proposal and has determined that stormwater will naturally flow to the rain garden surrounding the parking area and will not affect any neighboring properties.

Assistant Director Riemenschneider stated the remainder of the planned improvements at Farmington Lakes Park have been reviewed by staff and consultants through the site plan review, which only requires staff review and approval.

No audience members wished to speak at the public hearing.

Motion: Commissioner Kuhn, second Commissioner Bradshaw to close the Public Hearing at 7:02 p.m.

Ayes: Commissioners Bradshaw, Collins, Hillman, Kuhn, McCallum, Pajor

Nays: None

Absent: Commissioners Pyle, Sather, Thomas

Motion carried

Commissioner Collins asked what would stop cars from driving onto the grass and paths if curbs are eliminated. Chad Feldotto of the Oswegoland Park District stated there will be concrete bumper stops, and trees and bushes will be planted to provide a visual barrier. Mr. Feldotto stated similar systems are used at Andover Park, Veterans Serenity Park, and Bluegrass Park.

Recommendation:

Motion: Commissioner Bradshaw, second Commissioner Collins to accept the Findings of Fact and recommend approval of a Variance to Section 8.605 of the Subdivision and Development Regulations to eliminate the curb and gutter requirements for the proposed parking lot at 2031 Farmington Lakes Drive.

Ayes: Commissioners Bradshaw, Collins, Hillman, Kuhn, McCallum, Pajor

Nays: None

Absent: Commissioners Pyle, Sather, Thomas

Motion carried

9. COMMISSIONERS REPORT

Commissioner Kuhn asked about the lake size at Farmington Lakes Park. Chad Feldotto stated the lake is 30 acres and 10 to 14 feet deep. Mr. Feldotto stated no motorized boating is allowed.

No report.

11. ECO COMMISSION REPORT

No report.

12. DEVELOPMENT SERVICES DEPARTMENT REPORT

None.

13. OSWEGOLAND PARK DISTRICT REPORT

Chad Feldotto gave an update on their new administrative building, and stated the completion date is scheduled for April 17th.

Motion: Commissioner Kuhn, second Commissioner Bradshaw to adjourn the Planning and Zoning Commission Meeting.

Motion carried

Chairman Pajor adjourned the Planning and Zoning Commission Meeting at 7:08 p.m.
