Illinois State Representative Jed Davis and Senate Republican Deputy Leader Sue Rezin have introduced legislative proposals to address loopholes in the criminal justice system regarding child predators. At a recent press conference, they, alongside advocate Michelle Peterson, emphasized the need for Andrew’s Law, aimed at enhancing protections for children in Illinois.
House Bill 1140, sponsored by Davis, and Senate Bill 284, sponsored by Rezin, both propose prohibiting plea deals for individuals charged with serious crimes like grooming and trafficking of minors. Senator Rezin stated, “This bill is about protecting kids and closing legal loopholes that have allowed predators to avoid real accountability.” She credited Peterson's advocacy for bringing national attention to the issue.
The proposed legislation would also enforce stricter rules on the locations where convicted child sex offenders can be present, preventing their access to areas specifically meant for minors. Representative Davis remarked, “The exploitation of children is not just evil, it’s calculated.”
Michelle Peterson, who has successfully advanced similar legislations in other states, stressed the importance of Andrew’s Law in protecting children and urged lawmakers to prioritize its passage. She stated, “If our lawmakers truly believe children are worth protecting, then Andrew’s Law must be more than a bill; it must be a line in the sand.”
Both bills are pending committee assignments in the Illinois legislature, and the proponents are navigating the legislative process to secure their passage before the close of the current General Assembly.
