City of Plano City Council met March 24.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, March 24, 2025, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

MINUTES:

A motion was made by Alderman Williams, seconded by Alderman Johns, to approve the minutes of the regular meeting on March 10, 2025. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

Alderman Wickens joined the meeting at 6:02 p.m.

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of March 24, 2025. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated March 24, 2025 in the amount of $156,634.11.

MAYOR’S REPORT:

A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to waive the Special Event Liquor License fee for St. Mary’s event on May 3, 2025. Alderman Swoboda said this is a Cinco de Mayo theme event. The proceeds will help parish youth attend an event at the University of Ohio.

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

A motion was made by Alderman Mulliner, seconded by Alderman Swoboda, to approve hiring Marco Martinez as a Waste Water Plant Operator 5 in the Wastewater Department, at $22.00 an hour, with a start date of April 1, 2025. Administrator Shanahan said Marco has applied more than once to work in Plano, and is a Plano resident.

Resolution #2025-15 A resolution for a Façade Improvement Grant for Ms. Ana L. Martinez A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to approve a resolution authorizing execution of a Façade Improvement Grant Agreement, Ms. Ana L. Martinez (Martinez Financial Services), 10 E. Main Street, Plano. Attorney Thomassaid this businessis having windows and frame work done, with a potential grant payment being made to her in the amount of $2,400.00.

PLANO CHAMBER OF COMMERCE:

Tiffany Forristall said the annual dinner was on March 7th, 2025. It celebrated the Chamber’s 50th anniversary. Spots for the bunny’s visit in April are almost filled. The application period has started for the two Chamber scholarships. The Chamber is selling t-shirts at MB BouTeeque as a fundraiser for the scholarships. There is a golf outing on June 13th, 2025, with a Happy Gilmore theme.

CITY ATTORNEY’S REPORT: William Thomas

Ordinance #2025-05 An ordinance for a code book amendment and text amendment for solar energy systems

A motion was made by Alderman Williams, seconded by Alderman Fawver, to approve an ordinance amending Title 5 Chapter 3 Section 5(E) of the Code of Ordinances of the City of Plano and Text Amendment for Solar Energy Systems. Attorney Thomas said the current code has a minor reference of solar. It will be deleted and replaced with this proposed ordinance.

Alderman Johns had a few questions. He asked if there will be small wind systems. Mayor Rennels said no. He then asked about the specific setbacksfor agricultural and commercial businesszones. Attorney Thomas gave the setbacks for agricultural districts. Jeff gave the setbacks for B1-B5 and M1-M2 zoned properties. Alderman Johns has concerns about non-participating owners with the setbacks. He asked if the Little Rock Fire District had been consulted for fire concerns. Jeff said they are a part of Project Review meetings, but not for this specific ordinance. Jeff said the fire department is comfortable with the ordinance they are voting on tonight. Mayor Rennels said there are no specific comments, but they do share on a case-by-case basis.

Alderman Nadeau said she has no problems with the dimensions in the ordinance with individual homes or small gardens. She does in regards to corporate businesses and would like electric rebates for residents who pay for electricity. Mayor Rennels said this could be a part of discussions with development deals, and community solar programs go back to residents.

Resolution #2025-16 A resolution for an agreement with ADC Technologies Inc. for managed IT services

A motion was made by Alderman Nadeau, seconded by Alderman Swoboda, to approve a resolution approving and authorizing the execution of a five (5) year agreement with ADC Technologies Inc. for managed IT services. Attorney Thomas said a couple of IT providers were brought in because the city has outgrown the current IT provider. There would be an initial one-time $7,500.00 investment, $9,200.00 paid monthly, and a 5% increase yearly. Alderman Mulliner asked if the fees could be revised at any time. Attorney Thomas said yes.

CITY CLERK’S REPORT: Carin Martin, Deputy Clerk

Sales and related taxes for January 2025 are in the amount of $241,822.64.

The current MFT unobligated balance for January 2025 is in the amount of $1,794,735.01. Spring clean-up is the week of April 21st-24th, 2025 on your regular garbage pick-up day.

CITY TREASURER’S REPORT: Zoila Gomez-nothing

POLICE CHIEF’S REPORT: Norm Allison

Chief Allison said April is Autism Awareness month. The Department will support Plano School District’s Unified sportsteams and may wear a patch recognizing Autism Awareness. He said this Friday, March 21st, 2025, they are hosting the Illinois Municipal Treasurers Association conference with Treasurer Gomez.

Chief Allison said at the March 10th, 2025 Council/COW meetings, there were concerns with speeding in Lakewood. The Department has done a few things to address this. 13 days before that meeting there were 123 traffic stops. 13 days after the March 10th meetings, there have been 170 traffic stops, a 38% increase. PUBLIC WORKS REPORT: Nick Rossaert, Josh Beyer Sr.-absent, Karl Tisberger

Karl said utility movements have started this week on the Hale Street project.

Nick thanked Marty, Mayor Rennels, and Zoila for their help with conducting interviews last week.

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka

Jeff said the first draft of the Comprehensive Plan will be ready to go over at the Plan Commission meeting on April 7th, 2025.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner said this committee met last week to discuss the Police Department’s budget. This was given to Zoila Gomez after the meeting.

BUILDINGS, GROUNDS, AND ZONING: Alderman Williams-nothing

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver said this committee met on March 12th, 2025. They discussed the budget which was forwarded to Zoila Gomez.

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for April 14, 2025 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns gave an update on city parks. Ray Niles Park has a picnic table and bench installed, and rubber mulch has been ordered. Steward Park has had some clean up done. Earth Day is April 22nd, 2025. MTH Tool is having a litter pick-up time from 1:00 to 3:00 p.m. at the city park and then at Foli Park. The Kids Fishing

Day is June 14th, 2025 at Foli Park, from 9:00 a.m. to 1:00 p.m. Food and bait will be provided. Mayor Rennels has signed the mowing contract.

PERSONNEL & INSURANCE: Alderman Swoboda-nothing

SPECIAL EVENTS: Alderman Nadeau-nothing

STREETS & UTILITIES: Alderman DeBolt-nothing

CITIZENS’ COMMENTS:

Mary Pappas said water bills are billed for round numbers, and she wants to be billed for the actual usage. She has no issue paying for infrastructure fees, but wants her bill for the actual usage.

A motion was made by Alderman DeBolt, seconded by Alderman Williams, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:35 p.m.
