Village of Oswego Committee of the Whole met April 8.

CALL TO ORDER

President Ryan Kauffman called the meeting to order at 6:01 p.m.

ROLL CALL

Board Members Physically Present: President Ryan Kauffman; Trustees Tom Guist, Kit Kuhrt (attended at 6:07 p.m.), Karen Novy, Jennifer Jones Sinnott, and Andrew Torres.

Board Members Absent: Trustee Karin McCarthy-Lange.

Staff Physically Present: Dan Di Santo, Village Administrator; Jean Bueche, Asst. Village Administrator; Tina Touchette, Village Clerk; Jason Bastin, Police Chief; Curt Cassidy, Incoming Public Works Director; Andrea Lamberg, Finance Director; Rod Zenner, Development Services Director; Joe Renzetti, IT/GIS Director; Kevin Leighty, Economic Development Director; Phil Tartaglia, Deputy Director Public Works/Engineer; Maddie Upham, Assistant to the Village Administrator; Alejandro Hardaway, Management Analyst; Lisset Padilla, Communications Manager, and Dave Silverman, Village Attorney.

PUBLIC FORUM

Public Forum was opened at 6:02 p.m. There was no one who requested to speak. The public forum was closed at 6:02 p.m.

OLD BUSINESS

There was no old business.

NEW BUSINESS

F.1 Fifth Street & Bluegrass Parkway All Way Stop Request

Deputy Director Public Works/Engineer, Phil Tartaglia addressed the Board regarding the all-way stop request and presented the following:

⮚ Tree trimming may have been done due to complaints or concerns

⮚ MUITCD stands for: Manual on Uniform Traffic Control Devices

⮚ These are federally adopted standards

⮚ Stop control is on Bluegrass

⮚ Updated crash numbers:

✔ 12 crashes since 2022

✔ 2025= 4 crashes

⮚ This is more for a temporary situation

⮚ Bluegrass is considered a minor street

⮚ Not enough to meet the 200 on Bluegrass

⮚ Seeing a spike in accidents in 2025

Board and staff discussed: 35 mph speed limit on Fifth St.; appreciate the time and effort on the studies; given the extreme number of accidents, I feel a stop sign should be added; it should be a four-way stop; there were two accidents in the last week; there are no road closures now; more traffic on Wolfs Crossing; recently, there have been no crossing guards for the kids; intersection is not safe for the children; Fifth St. exceeds the 200 units with the average of 350-500 units; volume on Fifth St. should trump the lack of units on Bluegrass; north side of the area is a park; the area will not be developed; talked to residents about the need for a four-way stop; average speed on Fifth St. is under 35 mph; accidents are from the failure to yield to oncoming traffic; whether there will be a burden on the police department with the four-way stop; it’s mostly speeding and stop sign violations; may get easier on the police with fewer accidents; this traffic study was done in January 2025; previous traffic study was 2- 3 years ago; issue with kids crossing the street; will expect to see traffic increasing on Fifth St.; a traffic light may be needed in the future; will need to do further studies to determine if a traffic light is warranted; speeding on Fifth St.; impatience of drivers; speeding and passing vehicles; with the upcoming construction, a four-way stop will help; in favor of an all-way stop. Consensus of the Village Board was to move forward with a four-way stop. There was no further discussion.
