Kendall County Board met May 6.

Here are the minutes provided by the board:

The Kendall County Board Meeting was held at the Kendall County Historic Courthouse, 110 W Madison St, in the City of Yorkville on Tuesday, May 6, 2025, at 6:00 p.m. The Clerk called the roll. Members present: Chairman Matt Kellogg, Zach Bachmann, Brian DeBolt, Elizabeth Flowers, Scott Gengler, Dan Koukol, Jason Peterson, Ruben Rodriguez, Brooke Shanley and Seth Wormley. Member(s) absent: None.

The Clerk reported to the Chairman that a quorum was present to conduct business.

PLEDGE OF ALLEGIANCE

Chairman Kellogg led the Pledge of Allegiance.

INVOCATION

Ruben Rodriguez gave the invocation.

THE AGENDA

Member DeBolt moved to approve the agenda. Member Koukol seconded the motion. Chairman Kellogg asked for a voice vote on the motion. All members present voting aye. Motion carried.

SPECIAL RECOGNITION

Historic Preservation

Member Shanley moved to approve the Proclamation Declaring May Historic Preservation Month in Kendall County. Member Bachmann seconded the motion. Chairman Kellogg asked for a voice vote on the motion. All members present voting aye. Motion carried.

Sheriff’s Office Civilian Commendation

Undersheriff Bobby Richardson presented TJ Hodges and Jenna Smith Civilian Commendations for their roll in pulling an individual from a burning car.

PUBLIC COMMENT

Margaret Pierson spoke about the Corneils Road short term rental. She informed the board that there was a party over the weekend with drinking and loud music. This appears to be unregulated and the neighborhood unsafe. The neighbors signed a petition regarding the property.

Robert Merilee stated that the renters in the Corneils Road property were driving way too fast down the road, this needs to be regulated.

John Pierson offered to show the board members photos he took of the Corneils Road rental property and the petition that was signed by the residents.

A gentleman spoke about the Illinois Constitution and the Fundamental Principles of the Constitution.

Member Rodriguez moved to approve the consent agenda. Member Flowers seconded the motion. Chairman Kellogg asked for a roll call vote on the motion. All members present voting aye. Motion Carried.

c. Approval of and Intergovernmental Agreement for Geographic Information Systems (GIS) Services between Kendall County and the Village of Minooka

e. Approval of Resolution Authorizing the Circuit Clerk to Deposit Funds at Designated Banks2

Approval to Authorize the County Board Chairman to Execute a Contract with Wiss, Janney, Elstner Associates, Inc. to Complete Work Related to the Historic Structure Survey in Unincorporated Na-Au-Say and Seward Townships in an Amount Not to Exceed $40,000; Related Invoices to Be Paid from Line Item 172019-63630

i. Approval of Chicago HIDTA Finance Special Projects Coordinator Contract with Kendall County as the Fiduciary Agent effective July 1, 2025, through July 2, 2027, at the hourly rate of $75.00 per hour

j. Approval of Chicago HIDTA Finance Manager Contract with Kendall County as the Fiduciary Agent effective June 1, 2025, through June 2, 2027, in the annual amount of $128,789 with increases by congress

Member Bachmann stated that the Connect Kendall County Commission has received approval to move forward. Member Koukol spoke about the job fair at the YMCA.

LIAISON REPORTS

Member Shanley stated that this is Mental Health Awareness Month.

CHAIRMAN’S REPORT

Chairman Kellogg asked Undersheriff Richardson to speak about the collaborative effort being made for crime suppression and the proactive patrols to keep the community safe.

Member Flowers moved to approve the appointment(s) excluding Robert Walker. Member DeBolt seconded the motion. Chairman Kellogg asked for a voice vote on the motion. All members present voting aye. Motion carried.

A gentleman spoke about the 6 Fundamental Principles of the Constitution.

Ethan Krueger from WSPY asked if the rental property on Corneils Road is in compliance.
