City of Sandwich City Council met June 2.

Here are the minutes provided by the council:

1. Call to Order: Mayor Latham called the meeting to order at 7:50 PM

2. Roll Call

Present: Mayor Latham, City Clerk Ii, Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum & Robinson

Absent: Alderman Kreinbrink

Also present: Attorney Foster, City Administrator Penman, City Treasurer Koehler, Police Chief Senne & SEMA Director Eberle

Quorum established

3. Audience Comments: None

4. Consent Agenda:

Motion to adopt the Consent Agenda as a whole. (All matters listed are considered to be routine by the City Council and will be enacted by one motion. If discussion is desired, that item will be removed from the Consent Agenda and considered separately).

A. Approval of Committee-of-the-Whole Meeting Minutes of May 19, 2025

B. Approval of Minutes for the Regular Council Meeting of May 19, 2025

Motion made by Alderman Arnett, and seconded by Alderman Chunn, adopting the consent agenda as presented. Motion passed unanimously on voice vote.

5. Mayor’s Report:

A. Finance Committee Appointments: Mayor Latham requested a motion approving the additional appointments to the Finance Committee of Aldermen Danko and Robinson. The current Finance Committee consists of three aldermen.

So moved, by Alderwoman Inman, and seconded by Alderwoman Erickson. Motion carried unanimously on voice vote.

B. Law Enforcement Civilian Personnel Appreciation Week: Mayor Latham read a proclamation on behalf of the Illinois Association of Chiefs of Police declaring the first week in June as “Law Enforcement Civilian Personnel Appreciation Week”.

C. Sandwich Early Engine Club Parade: The annual parade will be held on June 27th with a new parade route due to construction on Main Street. Council had no objections.

6. Attorney’s Report: Attorney Keith Foster was present in Attorney Cassandra Gottschalk’s absence. No report.

7. City Clerk Ii: No report

8. Treasurer Koehler reported on the May’s revenue report that she felt was outstanding. She pointed out there are large number of late payments noting research is needed why the number is high.

9. City Administrator Penman provided an update various topics:

• An application had been submitted to the State’s revolving loan fund to do some water upgrades for the water treatment plant on Railroad Street. Included in the project was moving the water plant to Clark Street, a booster pump for Fairwinds, and some replacement of water lines. The projects did not score as high as they needed to make the cut for funding this year. City plans to resubmit next year.

• The Code Enforcer’s report was distributed to council. Staff is working on a different format for easier viewing utilizing the new software program

10. City Department’s Reports: Chief Senne reported that the Walk & Talk Program will be starting again, and the first one will be held on June 14th at 1 PM in Fairwinds Subdivision.

11. Council Reports: No report

12. Old Business:

A. Ordinance 2025-08 entitled “An Ordinance Amending Chapter 98 – “Zoning”, Article V- “Supplemental Regulations”, Section 98-145-“Airport Area Development” of the City of Sandwich Municipal Code”: Motion requested to revise Section 98-145 (Airport Area Development) of the City’s Municipal Code. After further discussion, Council favored that any future development be a special use that would go before the Plan Commission.

Motion made by Alderman Arnett to amend and adopt Ordinance 2025-08 to include a special use requirement for properties applicable to that section of the Municipal Code. Alderwoman Inman seconded. Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum & Robinson Nay:0 Motion carried unanimously

C. Parking Restriction on Pleasant Avenue: Motion is to restrict parking on both the north and south side of Pleasant Avenue, west of Castle Street. City Administrator Penman had not provided the Council with a copy of the proposed ordinance but confirmed the parking would now be restricted on the north side of Pleasant Avenue, not just limited to the south side that is currently in place. The restriction is applicable from 7 AM – 4 PM on school days.

Motion made by Alderman Robinson approving the restricted parking, as explained. Motion was seconded by Alderman Ketchum. Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum & Robinson Nay:0 Motion carried 7:0

13. New Business

A. Lauterbach & Amen, LLP Contract Renewal: The contract renewal for accounting assistance will be from May 1, 2025 through April 30, 2026 at a rate of $2,250.00 per month.

So moved by Alderman Arnett, and seconded by Alderwoman Inman. Aye: Alderman Arnett, Danko, Inman, Ketchum & Robinson Nay: Aldermen Chunn & Erickson Motion carried 5:2

B. Monthly Bills: Motion requested approving payment of monthly bills totaling $159,858.82. Alderwoman Erickson, chairwoman, amended the amount to read $159,276.89.

Alderwoman Erickson made a motion approving payment of monthly bills, as amended. Alderwoman Inman seconded. Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum & Robinson Nay: 0 Motion carried 7:0

14. Executive Session:

Motion made by Alderwoman Erickson to enter closed session at 8:07 PM pursuant to 5 ILCS 120/2(c)(1) “The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity”. Motion was seconded by Alderman Ketchum. Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum & Robinson Nay:0 Motion carried 7:0 Mayor Latham advised that there was no need for Executive Session under Section 2(c)(5), purchase of property nor under Section 2(c)(11), litigation.

Alderman Arnett moved to return to regular session at 8:38 PM. Motion was seconded by Alderman Ketchum. Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum & Robinson Nay:0 Motion carried unanimously

15. (Possible) Action Following Executive Session

A. Police Chief Kevin Senne Contract: Mayor Latham explained the contract has been amended to add two administrative days, totaling no more than 16 hours to be used in the current term of the contract. Those are days that he can use outside the office on his own as release dates.

Motion made by Alderman Ketchum, and seconded by Alderman Chunn. Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum & Robinson Nay:0 Motion carried unanimously

B. City Administrator Geoff Penman Contract: Mayor Latham requested a motion amending the vacation time from 25 days to 29 days in the term of the contract for City Administrator Penman.

Motion made by Alderman Arnett, and seconded by Alderwoman Inman. Aye: Aldermen Arnett, Chunn, Danko, Inman, Ketchum & Robinson Nay: Alderwoman Erickson Motion carries 6:1

16. Announcements:

A. Next Finance Committee Meeting will be held on Monday, June 16th, 2025 at 6:30 PM.

B. The next Committee-of-the-Whole Council Meeting will be held on June 16th, 2025 at 7:00 PM followed immediately by the Regular Council Meeting.

C. Technology Committee will take place on June 12th, 2025 at 6:00 PM

D. Historical Preservation Committee will meet on June 12th, 2025 at 7:00 PM, or immediately following the Technology Committee Meeting

E. Citizens Advisory Committee Meeting will meet on June 12th, 2025 at 8:00 PM, or immediately following the Historical Preservation Committee Meeting.

17. Adjournment: Motion made by Alderman Robinson to adjourn at 8:40 PM. Motion was seconded by Alderwoman Erickson Motion passed unanimously on voice vote.
