The regular meeting of the Plano City Council was called to order on Monday, June 9, 2025, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

MINUTES:
A motion was made by Alderman Nadeau, seconded by Alderman Swoboda, to approve the minutes of the regular meeting on May 27, 2025. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:
A motion was made by Alderman Veen, seconded by Alderman Fawver, to approve the agenda for the regular meeting of June 9, 2025. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:
A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated June 3, 2025 in the amount of $133,651.44.

MAYOR’S REPORT:
A motion was made by Alderman Fawver, seconded by Alderman Swoboda, to approve the Mayor’s appointment of Chuck Rauter to the Plan Commission/Zoning Board of Appeals, effective June 2025, to fill an unexpired term that ends May 2027. Mayor Rennels said Chuck Schneider was elected to the Plano School Board, and due to a conflict of interest, he resigned from the Plan Commission/Zoning Board of Appeals.

Mayor Rennels said there is a Kids Fishing Day this Saturday, June 14th, 2025, at Foli Park, from 9:00 a.m. to 1:00 p.m. Hot dogs, chips, Gatorade, and water will be free. The Quad County Haug Hunters Muskie Fishermen will bring prizes.

CITY ATTORNEY’S REPORT: William Thomas-absent, Attorney Megan Lamb was present Resolution #2025-31 A resolution to rebuild the core of one of the turbo blowers
A motion was made by Alderman Mulliner, seconded by Alderman DeBolt, to approve a resolution approving and authorizing the execution of a contract with APG Neuros to rebuild the core of one of the turbo blowers in an amount not to exceed thirty-four thousand, seven hundred eighty dollars and zero cents ($34,780.00).

Resolution #2025-32 A resolution for membership in the Public Works Mutual Aid Network A motion was made by Alderman DeBolt, seconded by Alderman Nadeau, to approve a resolution approving and authorizing the execution of an Intergovernmental Public Works Agreement for membership in the Public Works Mutual Aid Network. Attorney Lamb said Plano is already a member. This Intergovernmental agreement has some changes, including the use for non-emergencies, a not-for-profit organization oversees this group, and a revised process for future amendments to the agreement was added.

Lauterbach and Amen will be conducting the FY ’25 Audit July 7th-11th, 2025.
The March 2025 Treasurer’s report for all funds is in the amount of $13,631,384.16. The total disbursements for March 2025 were $507,092.97.
The March 2025 Revenue and Expenditure report was attached.
The April 2025 Treasurer’s report for all funds is in the amount of $13,952,588.26.
The total disbursements for April 2025 were $464,403.63.
The April 2052 Revenue and Expenditure report was attached.
POLICE CHIEF’S REPORT: Norm Allison
Chief Allison said there is a Books and Badges event at the Plano Community Library, on Friday, June 20th, 2025. Plano’s Police and Fire Departments will have members there and they will have a touch-a-truck time. They will be having a league youth program with the YMCA and Plano School District #88. This event will include fishing at Foli Park, a donated bounce house, and lunch will be provided for those in attendance.
PUBLIC WORKS REPORT: Nick Rossaert, Josh Beyer Sr.-absent, Karl Tisberger
Karl said the Hale Street construction is up and going again. The 2025 Road Program bid opening is tomorrow (June 10th, 2025). They are compiling a list of sidewalks for the sidewalk program, with a focus on ADA compliance.
Nick said the diffusers approved by the Council should be here in a month, and three months for the approved blower to get here.
DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka
Jeff said at the June 2nd, 2025 Plan Commission/Zoning Board of Appeals meeting, they heard about the comprehensive plan update and information about apartments at Gjovik. These items will be on a future COW agenda with positive recommendations for both items.

Alderman Wickens called a meeting for June 23rd, 2025 at 5:15 p.m.

Alderman Johnssaid the Ray Niles Park is open and the sign has been ordered. The sign has been ordered for Hemmingsen Park. Both memorial benches are done at Foli Park.

STREETS & UTILITIES: Alderman DeBolt
Alderman DeBolt said with the Hale Street construction, 8-10 residents did not get there garbage cans out in time. Groot was contacted and they came back. Neighbors were notified to put their cans out Sunday nights because Groot may start early to beat the construction start times. He asked about when brush pick up would be. Karl said this week, if it is stacked according to code, it will be picked up.

A motion was made by Alderman Wickens, seconded by Alderman Swoboda, to go in to Closed Session pursuant to 5 ILCS 120/2(c)(1): The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, and pursuant to 5 ILCS 120/2(c)(5) the purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.
