City of Sandwich Finance Committee met June 16.

Here are the minutes provided by the committee:

Alderwoman Erickson called the meeting to order at 6:31 p.m.

Roll Call was Taken:

Present: Alderwoman Inman, Alderman Robinson, Alderman Kreinbrink, Alderman Danko and Alderwoman Erickson

Also Present: Geoff Penman, Administrator and Tony Eberle, EMA

Review of Semi-Monthly Bills ran on 6/11/25:

Questions regarding JLT Photography - those were photos for the Police Department

Batwing Mower - part was worn

MCOA (Municipal Collections of America) on page 7, is it recapturing expenses for adjudication, not sure if that is what is for.

Annual Voice Recognition Software, is it $240 a month? It is believed that it is an annual charge. The program is for helping the clerk do meeting minutes

Architect Inspection Report, this report was for the outside Opera House gutter inspection Shaw Media - the charge is for publication of the annual water department report

Advanced Internet phone service, is $818 every month, can we check with Metronet to see if there are any cost savings to switch over to them.

Late Fees - have we implemented the Illinois Prompt Pay Act with our vendors - it does allow us 60 days to pay without late fees yet we are still getting them, why are we getting late fees if we meet 2x a month to approve bills. Would it be beneficial to set up automatic payment with a credit card. Can a reasonable and customary list be made to automatically pay those bills.

Constellation Delivery Charges - $25.00 delivery Charge for a $3+ bill - will pull that bill to ask questions about those charges though they are regular fees but seems high for the electric charge Can Superintendents be a little more descriptive in their purchase orders

Page 3 - CTS Illinois annual testing and monitoring, why is that - Cintos was doing it and has not been responsive in doing what they were contracted to do, did Cintos just do it and we need to see if we are getting charged for things that have already been done by Cintos.

Questions on meal reimbursement - decided to pull the meal reimbursements that were over for Officer Eisenburg and Favala and have them resubmitted.

Approval of Minutes from April 21, 2025. Motion to approve by Alderwoman Inman and seconded by Alderman Kreinbrink - motion passed by voice vote. Passed

Approval of minutes for April 7, 2025. Motion to approve by Alderwoman Inman and seconded by Alderman Kreinbrink - motion passed by voice vote. Passed

Minutes for March 3rd 2025 (corrected date) not available

Meal Reimbursement Discussion- sending pulled bills back to supervisor and need to be resubmitted and still would like a clear answer on how to pay these out. Discussion took place during the review of semimonthly bills

New Business:

Approval of minutes from June 2nd 2025. Motion to pass made by alderwoman Inman and seconded by Alderman Robinson - motion passed by voice vote. Passed

Discussion of 911 Dispatch - Fees went up and would it be more cost effective to switch to KenCom or have it done in house - it would not be more cost effective - Sandwich does not have its own 911 dispatch. It's a contract negotiation and it's an incremental increase according to contract

Purchasing Policy - Needs to make sure we are enforcing the Purchasing Policy with regards to getting quotes for items when needed.

Would also like a payroll report every 2 weeks as well
