The regular meeting of the Plano City Council was called to order on Monday, June 23, 2025, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

MINUTES:
A motion was made by Alderman DeBolt , seconded by Alderman Swoboda, to approve the minutes of the regular meeting on June 9, 2025. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:
A motion was made by Alderman Veen, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of June 23, 2025. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:
A motion was made by Alderman Fawver, seconded by Alderman Johns, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated June 23, 2025 in the amount of $686,372.03.

MAYOR’S REPORT:
A motion was made by Alderman Mulliner, seconded by Alderman Swoboda, to approve the Mayor’s appointment of Carin Martin as City Collector, at a salary of $64,000.00. Mayor Rennels said this is the only other position the City Clerk can have while in office.

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.
A motion was made by Alderman Mulliner, seconded by Alderman DeBolt, to approve hiring Alec Tisberger as a Meter Technician in the Water Department of the City’s Public Works Department, at $24.76 an hour, with a start date to be determined. City Administrator Shanahan said Alec has a bachelor’s degree from Aurora University, a strong work ethic, and worked through college. It is anticipated he will start in two weeks.

A motion was made by Alderman Swoboda, seconded by Alderman Johns, to approve hiring Jacob Rench as a Utility Locator in the Water Department of the City’s Public Works Department, at $24.76 an hour, with a start date to be determined. City Administrator Shanahan said Jake has an associate’s degree from East Gateway Community College, his CDL license, three years utility location experience and two winters plowing snow. It is anticipated he will start in just over two weeks.

City Administrator Shanahan said the city has been having server issues, frozen computers, and emails not being sent. Options to correct these problems will be presented as soon as possible. BS&A is not exempt from these issues as email bills were sent without an attached bill, customers have not been able to pay on-line, and issues at the lobby window. A BS&A upgrade will help these issues, and the company is phasing out the desktop support, which isthe type we currently have. He will invite BS&A to give a presentation at an upcoming COW meeting. This is not a budgeted item.
City Administrator Shanahan said a grocery tax will be discussed at the next COW meeting.
PLANO AREA CHAMBER OF COMMERCE:
Tiffany Forristall reported on three topics. The recent golf outing was a sold-out event, with 52 golfers attending. The Chamber has a 90% renewal rate with 130 plus members. There is a Color Run on August 2nd, 2025 at Lathrop Park. More details can be found on their website and Facebook page. CITY ATTORNEY’S REPORT: William Thomas-nothing
CITY CLERK’S REPORT: Carin Martin
Sales and related taxes for April 2025 are in the amount of $237,616.30.
The current MFT unobligated balance for April 2025 is in the amount of $1,602,624.81.
CITY TREASURER’S REPORT: Zoila Gomez-nothing
POLICE CHIEF’S REPORT: Norm Allison
Chief Allison gave an update on three items. First, the 2nd annual Books and Badges was held recently with 60 parents and children attending at the Plano Community Library. Thisis a combined event with the Plano Police Department and Little Rock Fox Fire Protection District. The second item he discussed was that a candidate took their psychological test, and if they pass, this will be an item on the next Council agenda asking approval to hire this candidate. Last, Chief Allison read correspondence from an incident on June 15th, 2025 regarding three Officers and their commendable actions.
PUBLIC WORKS REPORT: Nick Rossaert, Josh Beyer Sr.-absent, Karl Tisberger
Karl said the Road Program pre-construction meeting is the second week of July. There is still room on the sidewalk repair list if Aldermen have any to add to the list. He said the Hale Street traffic loops will be in tomorrow, and work will start at 6:00 a.m. tomorrow due to the heat.
DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka
Jeff said Gary Jacobs, our Property Maintenance Inspector, reaches out to organizations for various help in the community. Harvest Bible Chapel has a group of volunteers willing to help citizens. If any Aldermen know of citizens in need of help, please let Jeff know. They are looking for continuing basis help inside and outside of the home.
Alderman Wickens joined the meeting at 6:15 p.m.

Alderman Wickens called a meeting for July 14th, 2025 at 5:15 p.m.
PARKS: Alderman Johns
Alderman Johns said the Kids Fishing Day had 90 kids and 40 adults participate. He thanked Alderman Kathy Wickens, Chief Allison, Mayor Rennels, and Deputy Chief Morton for their help. He said Quad County Hawg Hunters Muskies helped and gave away a lot of gifts. He thanked Nick Rossaert and Karl Tisberger and their crews for getting the park ready.

SPECIAL EVENTS: Alderman Nadeau
Alderman Nadeau said the Independence Day weekend will be here soon. Sunday, July 6th, 2025 starts with a fun fair from 11:00 a.m. to 3:00 p.m., with free games and refreshments. The parade lineup is at 12:30 p.m., and the parade starts at 1:00 pm. She said kids, wagons, bikes, etc. are welcome in the parade. Fireworks will be at Plano High School, with the gates open at 7:30 p.m. The Plano Sports Boosters will be having a concession stand.
Mayor Rennels said Brian Webber will be performing at Midweek Music this week, and The Ticket will perform July 2nd, 2025. Alderman Nadeau thanked Mayor Rennels for coordinating the music for Midweek Music.
STREETS & UTILITIES: Alderman DeBolt
Alderman DeBolt reported that this committee met June 18th, 2025 to discuss the Hale Street project. They talked about sending letters and/or door hangers about no parking on Hale Street. He and Karl Tisberger have talked about buying nine or ten No Parking signsfor the westside and a few on the eastside of Hale Street. CITIZENS’ COMMENTS: none
