City of Plano City Council met July. 28.

The regular meeting of the Plano City Council was called to order on Monday, July 28, 2025, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

MINUTES:
A motion was made by Alderman DeBolt, seconded by Alderman Johns, to approve the minutes of the regular meeting on July 14, 2025. A unanimous “Aye” voice vote was heard. The motion passed.
AGENDA:
A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of July 28, 2025. A unanimous “Aye” voice vote was heard. The motion passed.
WARRANTS:
A motion was made by Alderman Johns, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated July 17, 2025 in the amount of $1,189.98.

MAYOR’S REPORT:
Mayor Rennels said Midweek Music is this Wednesday, from 6:00-8:00 p.m., in the grassy area behind the Police Department.
CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.
A motion was made by Alderman Nadeau, seconded by Alderman DeBolt, to approve hiring David Marin as Streets Level I, in the Street Division of the City’s Public Works Department, at $24.76 an hour, with a tentative start date of August 4th, 2025. City Administrator Shanahan said David’s background brought him to the top of almost 60 applicants.

City Administrator Shanahan gave updates on several items. The Lakewood Springs 7A area has been generating interest with contacts to realtors and the city. He has contacted Burlington Northern Santa Fe Railroad and has had no response from them. The BS&A pricing timeline is important as there have been more issues with the software and computers the past few days. He passed out more information about the camera trailer from EJ Equipment that will be discussed tonight. The warranty for the 2026 single axle cab/chassis will begin when it is put into operation. He has reached out to two companies regarding making the city’s logo to put on the city’s trucks.
PLANO AREA CHAMBER OF COMMERCE:
Tiffany Forristall reported on two upcoming Chamber of Commerce events. The 5th annual Back to School Color Run is Saturday, August 2nd, 2025, from 8:00-11:00 a.m. The Hispanic Heritage Fest will be September 13, 2025, from Noon-6:00 p.m. A taco crawl will be added to the event this year. Resolution #2025-35: 48-port Switch and PowerEdge Rack Server and associated equipment A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve a resolution approving and authorizing the purchase of a 48-port Switch and PowerEdge Rack Server and associated equipment for $21,850.00 through ADC Technologies Inc. Attorney Thomas said there have been issues with the computers and servers, and these items will enhance the backbone of the network. Alderman DeBolt asked if the Police Department uses these, and Mayor Rennels said it is only for City Hall.
Alderman Wickens joined the meeting at 6:07 p.m.
Mayor Rennels said there have been issues with the server and computers going down the last couple of weeks along with business services and emails. He stated the items being asked for approval tonight will create a neater and organized area, and make them easier to cool. The approximate timeline is two weeks to get the items and one week to install them.

Resolution #2025-36: BS&A Software, LLC cloud-based software
A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve a resolution approving and authorizing the execution of a contract with BS&A Software, LLC in an amount not to exceed $67,950.00 re: Cloud-based Enterprise Resource Planning software. Attorney Thomas said the city has worked with BS&A for 10 years. This software will work with Neptune which generates the utility bills. The reason to go to the cloud-based software is that BS&A is phasing out their desktop support, which is what the city uses. Alderman Johns asked if this will enable more details that residents have asked for on the utility bills. City Administrator Shanahan said all residents would need to have smart meters to have more details on the utility bills. Mayor Rennels said there would be constant backups which will prevent the recent problems and free up more space on the server so it works better. Alderman Wickens asked what problems there were today. Treasurer Gomez said the online payment processing could not connect with BS&A. Alderman Johns asked if this is in the budget. Treasurer Gomez said half of the funds would come from the contingency fund.

Resolution #2025-37: Toshiba e-Studio 3528a copier/fax machine
A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to approve a resolution approving and authorizing a 60-month lease and maintenance agreement with KKC in an amount not to exceed $1,916.99 a year for a Toshiba e-Studio 3528a copier/fax machine. Attorney Thomassaid the Police Department is at the end of its current 48-month lease. This new lease is a longer term and with the maintenance portion, will save more money for the city.

Resolution #2025-: EJ Equipment camera trailer
A motion was made by Alderman Nadeau, seconded by Alderman Swoboda, to approve a resolution approving and authorizing purchasing a camera trailer from EJ Equipment in an amount not to exceed $262,440.70. Attorney Thomas said currently, there is no way to inspect the infrastructure without calling in a contractor. This camera trailer would allow for real time camera views and identify minor repairs before they become major problems. Alderman Mulliner sent a list of questions to City Administrator Shanahan, and has not been able to read his reply yet. Alderman Nadeau would like to see those replies. City Administrator Shanahan said he emailed his reply to all and has provided a paper copy to them.
A new motion was made by Alderman Mulliner, seconded by Alderman Johns, to table this item until the August 11th, 2025 Council meeting.

Resolution #2025-38: International HV607 single axle cab/chassis
A motion was made by Alderman Johns, seconded by Alderman Swoboda, to approve a resolution approving and authorizing the execution of a contract with Rush Truck Center of Northern Illinois to purchase a 2026 model year International HV607 single axle cab/chassis in an amount not to exceed $104,770.00. Mayor Rennels asked if a clear answer has been received about the definition of putting it into service. Karl said the truck will be sent to the nearest dealer and theirstaff will deliver it, then the city will license and insure it while it is at the body builder. The warranty will start when the city puts it in service.

Resolution #2025-39: Innovative Underground contract re: Sanitary Sewer Rehabilitation A motion was made by Alderman DeBolt, seconded by Alderman Swoboda, to approve a resolution approving and authorizing the execution of a contract with Innovative Underground in an amount not to exceed $108,018.50 re: Sanitary Sewer Rehabilitation.

CITY CLERK’S REPORT: Carin Martin-nothing
CITY TREASURER’S REPORT: Zoila Gomez
Treasurer Gomez said she and Senior Accountant Christian Latham attended the Treasurers Conference in Oakbrook this past week. She thanked the city for allowing them to attend this great learning opportunity. She said Christian completed and passed the test on July 24th, 2025 to attain the Advanced Certified Public Funds Investment Manager certification, which is valid for five years. Treasurer Gomez completed the necessary requirements to re-certify as a Certified Illinois Municipal Treasurer, which is valid for five years.
POLICE CHIEF’S REPORT: Norm Allison
Deputy Chief Morton presented the Police Department’s first Citizen Commendation. He said on June 5, 2025, Joanna Webbs selflessly put a victim’s needs above her own to stop this person from being choked. She did this because it is the right thing to do, and said she would do it again.
Chief Allison gave an update from the Respect for Law Banquet, where Plano Officers were recognized. The following Officers were presented awards: Sergeant Hernandezfor Frontline Supervisor of the Year; Officer Wayda the Lifesaving Award; Officers Reyes and Svehla were presented with the Lifesaving and Valor Awards. Sergeant Hernandez gave thanks to the Police Department, Chief Allison and Deputy Chief Morton, and all of the Plano Police Officers. Chief Allison said he appreciated Mayor Rennels being there to see and support our Police Department, and the support the City Council provides for his department.
PUBLIC WORKS REPORT: Nick Rossaert, Josh Beyer Sr.-absent, Karl Tisberger
Logan Gilbertsen presented the annual HR Green NPDES presentation/review, which deals with water pollution control. Plano is in good standing with this required program. The purpose is to show some of the places water goes to, for example, when water goes down the street grates, it goes into the streams, ponds, and retention ponds with no treatment done to it. It is separate from the sanitary sewer system. Logan said Plano has very high-quality water ways. Alderman Mulliner asked who to call if someone sees a problem. Jeff Sobotka said calls would probably go to him and he would work with the city team to make a plan to take care of the issue.
DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka
Jeff said he is working with Little Rock Fox Fire Protection District to update the fire codes and building codes. These will likely be on the second meeting in August’s agenda.
COMMITTEE REPORTS:

Alderman Mulliner congratulated the Police Department on a job well done, for the mentoring they do, and how well they work together.

FINANCE: Alderman Wickens
Alderman Wickens called a meeting for August 11th, 2025 at 5:15 p.m.
PARKS: Alderman Johns
Alderman Johns ordered 160 warning stickers to put on the park slides about them being hot and the possibility of getting burnt. He said signs are ready to be picked up this week for the Dick Hemmingsen and Ray Niles parks.
PERSONNEL & INSURANCE: Alderman Swoboda-nothing
SPECIAL EVENTS: Alderman Nadeau
Alderman Nadeau said Midweek Music this week will be New Orleans style music. She congratulated the Police Department and Officers, and said it is special to see the work the Officers do. She is glad to see the new city employees come to the Council meetings so the Council can see and meet them. STREETS & UTILITIES: Alderman DeBolt-nothing
CITIZENS’ COMMENTS:
Douglas Clevenger stated there is a house in the 200 block of N. Center Street that has a banner on the front porch with profanity on it. He feels this is a black mark on the town, causes detours for people who do not want to see the banner, and infringes on his 1st Amendment right of speech. He gave information about Supreme Court and FCC rulings regarding profanity and obscenities. He thinks if the Supreme Court and FCC have rulings against this type of profanity, hopefully our city government will consider it too.
Rick Johns asked Alderman DeBolt if he had called about the railroad tracks by Walmart. He thinks Burlington Northern Santa Fe needsto take care of the asphalt between the tracks. City Administrator Shanahan said he would keep the Council updated on this item.
CLOSED SESSION: 5 ILCS 120/2
A motion was made by Alderman Mulliner, seconded by Alderman DeBolt, to approve going into Closed Session pursuant to 5 ILCS 120/2(c)(5) the purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.
