City of Plano City Council met Sept. 22.

The regular meeting of the Plano City Council was called to order on Monday, September 22, 2025, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

MINUTES:
A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on September 8, 2025. A unanimous “Aye” voice vote was heard. The motion passed.
AGENDA:
A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of September 22, 2025. Aldermen Swoboda, DeBolt, Fawver, Mulliner, Nadeau, Veen, and Wickens said “Aye” during the voice vote. Alderman Johns said “Nay” during the voice vote. The motion passed.
WARRANTS:
A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated September 22, 2025 in the amount of $236,717.43.

INTRODUCTION OF GUESTS:
Guests and members of the press were welcomed by Mayor Rennels.
Jen Martinson of Lauterbach & Amen, LLP presented the Fiscal Year 2025 Audit. Jen thanked Christian and Zoila for their help and work. She said the audit was given a clean, unmodified opinion, which is the highest rating they can give. Mayor Rennels thanked Jen and her staff.
CITIZENS’ COMMENTS:
Matt Jackson asked that Council members use their microphones so that everyone can hear.
MAYOR’S REPORT: nothing
CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.
City Administrator Shanahan reported on a few items. He thanked Ms. Martinson for her presentation of the audit. He said two years ago, Amtrak wanted to improve the platform at the Depot. On September 16, 2025, there was an ADA stations pre-program site visit for ADA shelter upgrades. Amtrak is hoping to announce the award in December and work will begin in January or February. He also stated that MajorLuv Southern Delights’sign is complete and paid for. Their Façade Improvement Grant payment from the City will be included in the next meeting’s paid bills.
PLANO AREA CHAMBER OF COMMERCE:
Chamber Director Tiffany Forristall gave an update. She said there will be a ribbon cutting for MajorLuv Southern Delights on October 16, 2025 from 4:00-5:30 p.m. The Chamber’s Treats on the Street event is October 23, 2025 from 4:00-6:00 p.m. Currently, there are 143 Chamber members. She thanked the Council for it’s partnership with the Chamber, and she has received positive feedback about her office being at City Hall.
CITY ATTORNEY’S REPORT: William Thomas
Ordinance #2025-16 Sale or scrap Police Squad 10
A motion was made by Alderman DeBolt, seconded by Alderman Fawver, to approve an ordinance authorizing the sale or scrapping of personal property-Police Squad 10. Attorney Thomas said the Council previously approved the purchase of three Police SUVs. The 2017 Squad 10 is the oldest SUV and has 117,000 miles on it.

Ordinance #2025-17 Amend building regulations
A motion was made by Alderman Swoboda, seconded by Alderman Veen, to approve an ordinance amending Title 4, Building Regulations, in the City of Plano, Kendall County, State of Illinois.

Ordinance #2025-18 Text amendment for Municipal Cannabis Retailers’ Occupation tax A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to approve an ordinance amending Title 3, Business and License Regulations, Chapter 15, Municipal Cannabis Retailers’ Occupation Tax, Section 1 of the Code of Ordinances of the City of Plano; Text amendment to the State Statute reference. Attorney Thomas said this amendment correctly references the States’s Statute. Alderman Johns asked if this is to update our tax to the State’s tax regulations. Mayor Rennels said it cleans up our city code to correctly reference 65 ILCS 5/8-11-23, when ours said 65 ILCS 5/8-11-22.

CITY CLERK’S REPORT: Carin Martin
Sales and related taxes for July 2025 are in the amount of $245,299.20.
The current MFT unobligated balance for July 2025 is in the amount of $1,573,459.31.
CITY TREASURER’S REPORT: Zoila Gomez
A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve the FY ’25 Audit prepared as presented by Lauterbach & Amen, LLP.

The July 2025 Treasurer’s report for all funds is in the amount of $15,041,161.46.
The July 2025 total disbursements were in the amount of $1,548,604.74.

POLICE CHIEF’S REPORT: Norm Allison
Chief Allison said Sergeants Joutras, Beery, and Baxa have completed their final three trainings to each earn the Trilogy Award. They will be recognized at a future Council meeting.
PUBLIC WORKS REPORT: Nick Rossaert, Josh Beyer Sr.-absent, Karl Tisberger
Karl said the sidewalk project is in full swing. He said the Depot doors look very nice and tuckpointing has started there.
DIRECTOR OF BUILDING, PLANNING, & ZONING’S REPORT: Jeff Sobotka
Jeff thanked the Council for passing the building codes update on behalf of himself and the Little Rock Fox Fire Department.
COMMITTEE REPORTS:
ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner-nothing
BUILDINGS, GROUNDS, AND ZONING: Alderman Veen
Alderman Veen has a meeting scheduled for October 1, 2025 at 6:30 p.m. to discuss the amended budget.
COMMUNITY DEVELOPMENT: Alderman Fawver
Alderman Fawver has a meeting scheduled for October 1, 2025 at 6:00 p.m. to discuss the amended budget.
FINANCE: Alderman Wickens
Alderman Wickens called a meeting for October 13, 2025 at 5:15 p.m.
PARKS: Alderman Johns
Alderman Johns gave an update on city parks. The Lathrop Park Splash Pad will stay open until the weather gets cooler outside. The new park signs are up at the Dick Hemmingsen and Ray Niles Parks. There will be a combined ribbon cutting for both of these parks in the future. There was a Parks committee meeting on September 16, 2025. Items discussed were the amended budget, to hand mow weeds or use a different spray for weed control, and adding a new employee.
PERSONNEL & INSURANCE: Alderman Swoboda-nothing
SPECIAL EVENTS: Alderman Nadeau
Alderman Nadeau thanked the City and Mayor Rennels for getting to attend the IML conference in Chicago. The Special Events committee met on September 16, 2025 to discuss the amended budget. They may look into getting banners for the downtown light poles for next year’s 250th anniversary of the United States next July. She thanked Karl for taking an inventory of what banners and necessary equipment the city currently has.
STREETS & UTILITIES: Alderman DeBolt
Alderman DeBolt’s committee met on September 16, 2025 to discuss the sidewalk progress and Ben Street being a collector street. This means that there is no parking on the street so bigger vehicles and farm equipment can get through. This needs to be looked into to keep the street open.
CITIZENS’ COMMENTS:
Nicole Diaz asked if the work at the Depot will effect the downtown reconstruction grants that have been applied for and the light post banners mentioned by Alderman Nadeau. Mayor Rennels said the Depot work will not effect the reconstruction plans.
CLOSED SESSION: 5 ILCS 120/2(c)(11)
A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to go into Closed Session pursuant to 5 ILCS 120/2(c)(11) “Litigation, when an action against, affecting, or on behalf of the particular body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.”
