City of Plano City Council met Oct. 13.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, October 13, 2025, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman Nadeau, seconded by Alderman Swoboda, to approve the minutes of the regular meeting on September 22, 2025. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Veen, seconded by Alderman Swoboda, to approve the agenda for the regular meeting of October 13, 2025. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 1, 2025 in the amount of $27,215.54.

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 2, 2025 in the amount of $118,664.70.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 13, 2025 in the amount of $626,633.54.

WAGE REPORT:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per wage report dated August 2025 in the amount of $375,542.94.

MAYOR’S REPORT:

Mayor Rennels read a Proclamation for Trick or Treat hours.

A motion was made by Alderman Swoboda,seconded by Alderman Nadeau, to approve waiving St. Mary School’s Special Event liquor license fee for their event on November 8, 2025. Alderman Swoboda said this is St. Mary’s annual fundraiser.

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

City Administrator Shanahan gave several updates. In the future, Kendall County will be working on constructing a round-about at the intersection of Galena and Little Rock Roads. There was a siren motor failure but it was replaced within a week. The International Council of Shopping Centers (ICSC) event was on October 9, 2025. There were a lot of retailers interested in Plano, especially with the Route 34 corridor. The legal work is being taken care of for the purchase of 3031 Eldamain Road. At a future meeting, there will be quotes for snow removal and a façade improvement grant application for 9 N. Hugh Street. CITY ATTORNEY’S REPORT: William Thomas

Resolution #2025-45 Approve buying a 2024 Ram Full-Size ProMaster Cargo Van

A motion was made by Alderman DeBolt, seconded by Alderman Johns, to approve a resolution approving and authorizing the execution of a contract with RiverFront Chrysler Jeep and Ram to purchase a 2024 Ram Full-Size ProMaster Cargo Van in an amount not to exceed $50,000.00. Attorney Thomas said the fundsfor this van are budgeted in the current fiscal year, and the cost will be split between the Water and Sewer Departments.

POLICE CHIEF’S REPORT: Norm Allison-nothing

PUBLIC WORKS REPORT: Nick Rossaert, Josh Beyer Sr.-absent, Karl Tisberger

Karl said the Depot doors have been installed and cement for the sidewalk program has been poured. The sidewalks need some cleanup and the barricades need to be picked up. The last brush pick-up for this year started today.

Nick said there will be sanitary sewer lining work on Main Street tomorrow. Mayor Rennels asked if there is to be no water usage, and Nick said it could be minimal usage.

DIRECTOR OF BUILDING, PLANNING, AND ZONING’S REPORT: Jeff Sobotka-absent-nothing

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner-nothing

BUILDINGS, GROUNDS, AND ZONING: Alderman Veen-nothing

COMMUNITY DEVELOPMENT: Alderman Fawver-nothing

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for October 27th, 2025 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns said the Lathrop Park Splash Pad would close this week, and park fountains would remain on until it is too cold. The Middle and High Schools’ fishing club met at Foli Park. Alderman Johns said the water is low and he will keep an eye on it. There will be a ribbon cutting at 10:00 a.m. on October 25, 2025 at Ray Niles Park. He thanked Karl for work he and his crew have done. He will talk with Josh Beyer about bids for water fountains at the Gorman and Kristen Street Parks. Alderman Johns will also work on a plan upgrade for the Larry Trimberger Park.

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt has not heard back from the Railroad about fixing the Hale Street crossing where a board is coming up and down. He is glad to hear the sidewalks are done and they did a great job on them.

CITIZENS’ COMMENTS:

Mary Pappas said she would like an update at the next Council meeting regarding water bills listing the exact usage on them.

ADJOURNMENT:

A motion was made by Alderman Veen, seconded by Alderman Nadeau, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:22 p.m.
