City of Sandwich Committee of the Whole met July 17.

Here is the minutes provided by the Committee:

Mayor Olson called the meeting to order at 7:00 pm.

Roll call was taken:

Present: Mayor Olson, City Clerk Ii, Aldermen Chmielewski, Dell, Killey, Kelleher, O’Sullivan & Robinson

Also present: Attorney Tritt, Chief Bianchi & EMA Director Ciciora

Absent: City Treasurer Webber, City Engineer Horak, Alderman McMahon & Alderman Redden

Mayor Olson:

Oath of Office: Mayor Olson administered the Oath of Office to Officer Travis Kurtz who will be rejoining the police department after relocating back to Sandwich, and promoting Officer Dan Whitecotton to Sergeant.

Discussion on Liquor License “K”: The City currently has two (2) “K” licenses for gaming lounges, and both licenses have been issued to new soon to open businesses. The “K” license is unique to gaming lounges restricting the hours of operation and type of food items sold to the public along with alcohol. The premises cannot be a restaurant. Mayor Olson reported there has been increased interest in the “K” license and asked if the Council would consider increasing the number of “K” licenses to be issued. Many aldermen felt the market has been saturated with video gaming, and wonder if the new businesses will be able to compete in the market. Council declined the request to increase the number of “K” licenses until they can monitor the success of the two (2) gaming lounges. Additionally, Council felt strongly that if a business was interested in requesting a “K” license, they should address the board with their request and discuss the business plans.

Discussion on City Hall employee: Mayor Olson distributed a job description for a new, full-time position as financial assistant. Duties would include record management, budget preparation, cross train of daily operations, and reinvestment of funds. Background education would include business or financial accounting and excellent mathematical skills. The Mayor proposes a starting salary of $42,745 that will increase to $47,805 after three (3) years. He requested that Council review the job standards, and this matter will be voted upon at next week’s meeting.

City Treasurer: Absent

Director of Public Works / City Engineer Horak: Absent

Chief Bianchi reported that the annual National Night Out will be held on Tuesday, August 1st, between the hours of 5 – 8 PM. There will be a car show and events for the family.

EMA Director Ciciora: No report

Alderwoman Chmielewski: No report

Alderman Dell: No report

Alderman Kelleher: No report

Alderwoman Killey advised that the finance committee would meet immediately following this evening’s meeting.

Alderman McMahon: Absent

Alderman O’Sullivan: No report

Alderman Redden: Absent

Alderman Robinson: No report

New Business: None

Audience Comments: A woman in the audience raised concerned about unpainted crosswalk striping from last year. Schools will be starting in a few weeks, and she would like to see the following crosswalks addressed: Crosswalk at the library, VFW, and the intersection of Main & Fayette Streets.

Adjournment:

There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderman O’Sullivan to adjourn the Committee-of-the-Whole Council meeting at 7:32 pm. Motion carried unanimously by voice vote.
